Subject: RFP for Selection of an agency for setting up a Project / Program Management

Unit (PMU) in Nehru Yuva Kendra Sangathan )


Nehru Yuva Kendra Sangathan Autonomous Body under Ministry of Youth Affairs and
Sports Government of India

Location : NEHRU YUVA KENDRA SANGATHAN 4- JEEVAN DEEP BUILDING, GROUND FLOOR,
SANSAD MARG NEW DELHI-110001

Duration – 2 years

SCOPE OF WORK

(1) Strategy for Project Implementation


(i) The overall objective of the project is to support creating an ecosystem where the youth
can access multiple opportunities as per their interests and to engage with the community.
The PMU shall strategize streamlining the opportunities available under the Department of
Youth Affairs and its organizations with opportunities available in other Ministries, Corporate
and Community Based Organizations to create the desired ecosystem for youth.
(ii) Identification of Key Stakeholders and understanding their needs which includes
identifying and supporting areas for collaboration.
(iii) Ideate and prepare proposals for collaboration with different Ministries/Departments,
State Governments, PSUs, Business Organizations, Mentoring organizations, local
organization who have done exemplary work in the field of youth development.
(iv) Prepare Project Proposals and explore possibilities for youth engagement through
collaboration with existing schemes and projects of other Ministries/ Agencies/ Autonomous
Organizations/ PSUs.
(v) To market the Yuva Portal and improve outreach among youth.
(vi) Identify public and private sector organizations with youth engagement who could be
interested in using the YUVA portal to engage with the youth.
(vii) To capture learning’s and best practices across the world about youth outreach
programmes including Youth leadership programs, youth led development programmes and
volunteerism and community development programme by youth.
(viii) Suggest various possibilities to incentivize voluntary service / youth engagement.
(ix) Study and analyze the strategies, vision documents, campaigns and youth related
policies successfully adopted and implemented by Governments/Non-Government
organization of Nations with strong and well-developed youth culture.
(x) Study and suggest measures for convergence and harmonization of the various Schemes
and Programmes for youth leadership development, various youth outreach programmes
and promotion of volunteerism by Youth being implemented by the Government of India
and State Governments.
(xi) To guide the NYKS officers (DYOs)/NSS officers about generating local content and on
boarding on YUVA platform. This local content may include but not limited to experiential
learning for youth, community work, voluntary activities, Yuva Utsav, Yuva Samvaad etc.

II. Solutioning / Prototyping:


(i) Identify key initiatives forthe activities listed above.
(ii) Identify the implementation partners for various types of activities, these may include
collaboration with government ministries/departments, collaboration with corporate
entities.
(iii) Prepare an Action Plan for the Department of Youth Affairs and its organizations such as
Nehru Yuva Kendra Sangathan, NSS, RGNIYD and for the schemes of Department of Youth
Affairs with a detailed work plan.

III. Implementation & Operations :


a. To actualize the Action Plan for Department of Youth Affairs and its organizations such as
Nehru Yuva Kendra Sangathan, NSS, RGNIYD and for the schemes of Department
of Youth Affairs, the following key tasks will have to be undertaken by the Agency:
b. Identify mechanisms of engaging with the identified stakeholders
c. Prepare requisite documentation with detailed terms for engagement with individuals/
organizations.
d. Documenting the success stories of Members of Youth Clubs/ Youth Volunteers and
propose scalable and or replicable models based on learning’s.
e. Background research and analysis for preparation of policy documents, as and when
required.

IV. Monitoring, Reporting on Website, Mobile App, Digital Content and IT support PMU
will assist in integrating the activities of Department of Youth Affairs and its organizations
on Yuva Platform and assist Department, NYKS, NSS and other agencies to help other
stakeholders to onboard on Yuva Portal/App. Agency will be responsible for developing
the strategy for website, mobile app and social media strategy, high level content
structure, and implementation plan.
Some of the key activities to be performed are:
(i) Develop Monitoring tools and guide content generation at District Level.
(ii) Facilitate seamless integration of Department of Youth Affairs and its organization’s
activities and programs.
(iii) Regular Monitoring of the Yuva portal and devise a strategy to further make it user
friendly and usable for young audiences as well as other stakeholders.
(iv) Design the Standard Operating Procedures (SOPs), including types of content and
communications, triggers, response types, approval authorities, grievance handling
mechanism, accountabilities, etc.
(v) Assist in generating various analytics reports, extracting results from the reports and
proposing corrective actions as & when needed.
(vi) Prepare a strategy for gathering and management of User Generated Content (UGC) e.g.,
articles, photographs and videos obtained through social media for use on the Yuva Portal
and mobile app.
(vii) To suggest ways to improve user experience of the Yuva Portal and App.
(viii) To advise about generation of Digital Certificate for every youth who have participated
in the activities/internship through the Yuva Portal.
(ix) Provide new ideas on regular basis for adding newer channels, newertypes of
communication, measures to enhance the impact of social media, etc.
(x) Create digital content with respect to user manuals, easy enrolment flyers, sign-up
adverts, short video animations and other media to attract different types of potential stake
holders (youth, organizations, Ministries etc.).
(xi) Analyze the data and reports generated through various campaigns /activities, Yuva
Platform and data provided by Department or its organizations.
(xii) To create a MIS for monitoring of different activities as and when desired by NYKS and
Department of Youth Affairs.
V. Monitoring and Reporting of Activities- web-based monitoring and reporting solution
based.
The Agency will be responsible for developing the mechanism for web-based monitoring and
reporting solution based on requirements of the ongoing activities of NYKS, NSS and RGNIYD
and other schemes of Department of Youth Affairs and various other Departments under the
Government of India. The PMU shall also analyze the data which is collected from the field
and prepare exhaustive reports based on the data, clearly outlining its
recommendations/learnings and suggesting corrective steps to make the activities more
effective and impactful. The Agency shall further draw periodic reports from this system, to
be presented to the senior management regarding the status of various programs and
projects.

Team Requirement:

1. Team Lead : Responsibility :


• Develop and implement program management plans that include project scope, timelines,
budget, resources, and risks.
• Oversee project execution by coordinating activities across cross-functional teams,
monitoring progress, and ensuring adherence to project timelines.
• Identify and mitigate project risks by creating contingency plans and taking corrective
action when necessary.
• Monitor and report on program progress, including status reports, project metrics, and
executive summaries.
• Manage stakeholder expectations by maintaining effective communication, addressing
concerns, and ensuring timely delivery of project outcomes.
• Ensure quality control by establishing program standards, reviewing deliverables, and
enforcing compliance with organizational policies and procedures.
• Identify areas for improvement and implement changes to increase program efficiency and
effectiveness.
Qualifications & Experience :
• Bachelor’s or master’s degree in a relevant field (e.g., Social Sector, Engineering, Business
Administration) or equivalent. With minimum 12 years of work experience.
• Minimum of 5 years of experience in program or project management, preferably in a
technical or IT environment.
• Demonstrated experience managing complex programs with multiple stakeholders and
cross-functional teams.
• Excellent leadership, communication, and interpersonal skills, with the ability to build
effective relationships and influence others.
• Strong analytical and problem-solving skills, with the ability to think strategically and
identify innovative solutions.
• Experience with project management tools and methodologies (e.g., Agile, Waterfall).
• Ability to work effectively under pressure and adapt to changing priorities.
• Project Management Professional (PMP) certification or equivalent preferred.

2. Manager - Project Development : Responsibility :


• Identify public and private sector organizations with youth engagement who could be
interested in using the YUVA portal to engage with the youth.
• Work closely with various government departments, industries, and project/ social sector
funding organizations to understand their needs and identify areas for collaboration.
• Develop proposals and plans to implement project opportunities that align with the
government's objectives and priorities.
• Collaborate with other government departments to ensure coordination and consistency
of efforts.
• Develop and maintain relationships with key stakeholders, including industry leaders,
government officials, and Social Sector Funding organizations.
• Represent the government at various events to promote ministry’s vision and agenda.
• Monitor and analyze business trends and market developments to identify potential risks
and opportunities for the government.
• Prepare reports and presentations to communicate findings and recommendations to
senior management.
Qualifications & Experience :
• A bachelor's or Master’s degree in business administration, economics, Social sector or a
related field.
• A minimum of 7 years of experience in project development, preferably in a government
or public sector environment.
• Strong analytical and strategic planning skills, with the ability to identify and pursue new
Project opportunities.
• Excellent communication and interpersonal skills, with the ability to build relationships
with stakeholders at all levels.
• Knowledge of relevant industries and markets, particularly those that align with the
government's policies and priorities.
• Experience in public-private partnerships and other collaborative project models.
• Familiarity with government procurement processes and regulations.
• Strong project management skills, with the ability to manage multiple initiatives
simultaneously.
• Proficiency in Microsoft Office and other relevant software applications.

3. Manager – PR & Content : Responsibility :


• Developing and implementing public relations and communication strategies to promote
government initiatives, policies, and programs.
• Developing content for various communication channels, including websites, social media,
press releases, and newsletters.
• Managing media relations, including preparing press releases and responding to media
inquiries.
• Conducting research and analysis to identify trends and issues related to government
policies and programs.
• Coordinating with government departments and stakeholders to ensure effective
communication and dissemination of information.
• Planning and organizing events, such as press conferences, to promote government
initiatives.
• Managing social media accounts and engaging with the public through online platforms.
• Developing and implementing crisis communication plans to manage potential issues and
crises.
• Ensuring compliance with all relevant laws and regulations related to public relations and
content management.
Qualifications & Experience :
• A bachelor's or master's degree in public relations, communications, marketing, or a
related field.
• A minimum of 7 years of experience in public relations, communications, or a related field.
• Knowledge of government policies, programs, and operations.
• Strong writing, editing, and proofreading skills.
• Strong interpersonal and communication skills, both verbal and written.
• Ability to work under pressure and meet tight deadlines.
• Experience in managing social media platforms, including Facebook, Twitter, Instagram,

• Proficiency in digital communication tools such as Adobe Creative Suite, Hoot suite, Google
Analytics, and CMS.
• Experience in government consulting or advisory services is a plus.

4. Project Development Experts: Responsibility :


• Developing and implementing project/business development strategies to support
government initiatives, policies, and programs.
• Identifying potential partners and investors for government initiatives, policies, and
programs.
• Building and maintaining relationships with key stakeholders, including businesses,
investors, and community organizations.
• Conducting research and analysis on potential project opportunities and developing
business cases for proposed initiatives.
• Coordinating with government departments and stakeholders to ensure effective
communication and dissemination of information.
• Planning and organizing events, such as conferences, to promote government initiatives
and attract potential investors.
• Developing and managing a pipeline of project opportunities and partnerships.
• Negotiating agreements and contracts with partners and investors.
• Ensuring compliance with all relevant laws and regulations related to project development
and partnerships.

5. Trainers / Onboarding Executives : Responsibility :


• Developing and implementing training and onboarding programs for stakeholders.
• Identifying training needs and gaps in skills, knowledge, and performance of stakeholders.
• Designing and developing training materials, including presentations, handouts, and other
training resources.
• Delivering training sessions and workshops to government employees using various
training techniques and methods.
• Coordinating with government departments and stakeholders to ensure effective
communication and dissemination of information.
• Conducting evaluations and assessments to measure the effectiveness of training
programs and identify areas for improvement.
• Managing the onboarding process for stakeholders, including orientation and integration
into the workplace.
• Providing coaching and mentoring to employees to support their growth and
development.
• Ensuring compliance with all relevant laws and regulations related to training and on
boarding.
Qualifications & Experience :
• A bachelor's or master's degree in human resources, education, or a related field.
• A minimum of 2 years of experience in training and development or a related field.

6. Digital Content Writers / Designer : Responsibility :


• Developing and executing digital content strategies to support government initiatives,
policies, and programs.
• Creating and editing written content for government websites, social media platforms, and
other digital channels.
• Creating visually appealing graphics, images, and videos to accompany written content.
• Coordinating with government departments and stakeholders to ensure effective
communication and dissemination of information.
• Conducting research and analysis on topics related to government initiatives and programs
to support content development.
• Ensuring all digital content is accurate, up- to-date, and consistent with government
branding and messaging.
• Monitoring and reporting on the performance of digital content using analytics tools.
• Keeping up-to-date with emerging digital trends, tools, and technologies to ensure digital
content remains innovative and engaging.
Qualifications & Experience :
• A bachelor's or master's degree in journalism, communications, graphic design, or a
related field.
• A minimum of 2 years of experience in digital content creation, journalism, or a related
field.

7. PR & Digital Marketing Executive : Responsibility :


• Developing and executing public relations and digital marketing strategies to promote
government initiatives, policies, and programs.
• Managing and creating content for social media platforms and government websites.
• Coordinating with government departments and stakeholders to ensure effective
communication and dissemination of information.
• Developing and managing relationships with media outlets and journalists to ensure
positive coverage of government initiatives.
• Conducting research and analysis on topics related to government initiatives and programs
to support content development.
• Developing and executing digital advertising campaigns to promote government initiatives.
• Monitoring and reporting on the performance of PR and digital marketing campaigns using
analytics tools.
• Keeping up-to-date with emerging digital trends, tools, and technologies to ensure digital
campaigns remain innovative and engaging.
Qualifications & Experience :
