The Traffic and Road Safety (Registration Plates) Regulations, 2022

(Under section 178 of the Traffic and Road Safety Act, 1998, Cap. 361)

IN EXERCISE of the powers conferred upon the Minister responsible for


transport by section 178 of the Traffic and Road Safety Act, 1998, these
Regulations are made this …….. day of …..…….….…, 2022.

1. Title
These Regulations may be cited as the Traffic and Road Safety (Registration
Plates) Regulations, 2022.

2. Interpretation
In these Regulations unless the context otherwise requires-

“Act” means the Traffic and Road Safety Act, 1998, Cap 361;

“authorised manufacturer of registration plates” means a person that is


authorised by the Minister by notice in the Gazette to manufacture
registration plates;
“chief licensing officer” means the chief licensing officer of motor
vehicles designated under section 3 of the Act and includes a deputy chief
licensing officer;
“currency point” has the value assigned to it in Schedule I;

“dealer” means a person who trades in, manufactures, assembles or repairs


motor vehicles, trailers or engineering plants for financial reward on their
own account in accordance with section 29 of the Act;
“existing vehicle” means a vehicle that is registered and issued with a
licence number before the coming into force of these Regulations;
“license number” means a unique number assigned to a motor vehicle by
the chief licensing officer for embossing on the registration plate;
“Minister” means the Minister responsible for transport;

“old registration plate” means the registration plates that are fixed or were
assigned to an existing vehicle;
“registration plate” means a registration plate with an inbuilt sensor and
synchronised with a compatible electronic device where applicable that is
capable of giving real-time location of a vehicle and include a dealer’s
registration plate.
3. Assignment of registration plates and dealer’s plates to vehicles
(1) The chief licensing officer shall assign-
(a) to a motor vehicle that has been duly registered, registration
plates specifying an allocated licence number for the motor vehicle
which shall include alpha-numeral characters in the format prescribed
in Schedule II of these Regulations; and

(b)a licensed dealer with dealer’s registration plates specifying an


allocated licence number for the motor vehicle which shall include
alpha-numeral characters in the format prescribed in Schedule II of
these Regulations.

(2) A person shall not use a motor vehicle on any road unless it is affixed with
an approved set of registration plates or in case of dealer’s plates
displayed, at the front and rear of the motor vehicle.

(3) Subject to sub-regulation (2), a third plate in form of a self-destructive


non-transferable windshield RFID-readable sticker printed with the
particulars of the motor vehicle shall be allocated and fixed on the
windscreen of the motor vehicle for purposes of confirming the
authenticity of the rear and front registration plates and the particulars of
the motor vehicle, as may be assigned.

(4) A person who uses a motor vehicle contrary to subregulation (2) or (3)
commits an offence and is liable on conviction, to a fine not exceeding one
hundred currency points or imprisonment not exceeding one year or both.

4. Application for a registration plate


(1) An application for issuance of registration plates shall be made to the chief
licensing officer in the format prescribed in Schedule III.

(2) The chief licensing officer shall if satisfied with the application submitted
under subregulation (1) issue to the person in whose name the motor

vehicle is registered or to a licenced dealer, as the case may be, an order
form prescribed in Schedule IV to these Regulations authorising the
manufacture of registration plates or dealer’s plates.

(3) The applicant shall deliver the order form to the authorised manufacturer
of registration plates to make registration plates or dealer’s plates for the
motor vehicle in respect of which the application was made as specified in
the form referred to in sub-regulation (2).

(4) The applicant shall pay to the authorised manufacturer of registration


plates a fee for the manufacture of the registration plate as prescribed in
Schedule V.

5. Manufacture of the registration plates


(1) An authorised manufacturer of registration plates shall make, for the
purposes of these Regulations and in accordance with the specifications
prescribed in Schedule II—

(a) for each motor vehicle one pair of registration plates, comprising
a front registration plate and rear registration plate;

(b)for a trailer or semitrailer one rear registration plate;

(c)one or two registration plates, as the case may be, for each engineering
plant as specified in the order form;

(d) one pair of registration plates for each motorcycle, comprising a front
registration plate and rear registration plate; and

(e) a self-destructive non-transferable windshield RFID-readable sticker


embedded with motor vehicle particulars.

(2) An employee or agent of the authorised manufacturer of registration plates


shall-
(a) affix a registration plate made by the authorised manufacturer of
registration plates onto the motor vehicle, or;

(b) in the case of a dealer’s plate, deliver the dealer’s plate made by the
authorised manufacturer of registration plates to a licenced dealer.

(3) An authorised manufacturer of registration plates shall make quarterly
returns to the chief licensing officer on all registration plates
manufactured, and the returns shall contain such information as the chief
licensing officer may specify in writing.

(4) The chief licensing officer may, in writing, require from an authorised
manufacturer of vehicle registration plates any other information as the
chief licensing officer may require to ensure compliance with these
Regulations.

(5) A registration plate issued under these regulations may be returned to the
chief licensing officer as may be required under the Act.

(6) A person who is not an authorised manufacturer of registration plates shall


not make any registration plate.

(7) A person who manufactures registration plates without the authority of the
Minister commits an offence and is liable on conviction, to a fine not
exceeding one hundred currency points or imprisonment not exceeding one
year or both.

6. Alpha-numeric characters and nomenclature for registration plates


(1) The maximum number of alpha-numeric characters to be printed on the
registration plates that constitutes of a combination of letters of the
alphabet A-Z and Arabic numerals shall be nine.

(2) The size of alpha-numeric characters to be printed on the registration


plates shall be as specified in Schedule II to these regulations.

(3) The codes designated in Schedule VI to these Regulations shall be used


on the registration plates of motor vehicles owned by Government
entities as prescribed in Schedule VI of these Regulations.

7. Material and format of registration plates


(1) The authorised manufacturer of registration plates shall only
manufacture registration plates that is of material and format prescribed
in Schedule II to these Regulations.

(2) The registration plates shall be categorised as specified in Schedule II
to these Regulations.

8. Synchronisation of registration plate


(1) An inbuilt sensor embedded in a registration plate shall be synchronised
with an electronic device installed in the motor vehicle capable of
indicating real-time location of the motor vehicle and detecting
unauthorised removal of or tampering with the registration plates fitted on
the motor vehicle.

(2) Sub-regulation (1), shall not apply to a vehicle belonging to a diplomatic


mission, a United Nations Agency, the presidential motorcade or any other
special purpose vehicle as the Minister may prescribe.

9. Prohibition of tampering with electronic device


(1) A person shall not tamper or interfere with the functioning of the
electronic device installed in a motor vehicle.

(2) Subject to subregulation (1), where a motor vehicle is involved in an


accident or where under any other unforeseeable circumstance the
electronic device is tampered with, the person in charge of the vehicle or
the owner shall make a report to the chief licensing officer within twenty
four hours from the time of delivery of an electronic notification about the
tampering from the chief licensing officer.

(3) A person who tampers or interferes with the functioning of an electronic


device installed in a motor vehicle with the electronic device installed in a
motor vehicle commits an office and shall on conviction be liable to a fine
not exceeding one hundred currency points or imprisonment not exceeding
one year or both.

10.Affixing and positioning of registration plates on motor vehicles


(1) A motor vehicle shall before it is fully registered be fixed with one
registration plate on the front elevation and one on the back elevation and
in both cases the registration plate shall be fixed at right angles to the
longitudinal axis of the motor vehicle.

(2) The dealer shall display or fix the dealer’s registration plates on the motor
vehicle, one at the front and one at the rear of the motor vehicle.

(3) A person who drives a motor vehicle without registration plates fixed in
accordance with this regulation commits an offence and is liable on
conviction, to a fine not exceeding one hundred currency points or
imprisonment not exceeding one year or both.

11.Visibility of registration plate


(1) The registration plate shall be affixed on the motor vehicle so as to be
clearly visible at all times whether the motor vehicle is moving or parked.

(2) A person shall not include any other figure, letter, design or ornamentation
other than those authorised in Schedule II to these Regulations to be placed
near or on the registration plate.

(3) A person who includes any other figure, letter, design or ornamentation
other than those authorised in Schedule II commits an offence and is liable
on conviction, to a fine not exceeding one hundred currency points or
imprisonment not exceeding one year or both.

12.Defacing or obstruction of registration plate


(1) A person shall not either, by writing, drawing or in any other manner, alter,
deface, mutilate or add anything to a registration plate affixed on a motor
vehicle or exhibit any colorable imitation of any registration plate.

(2) A person shall not deface or mutilate any registration plate or alter or
obliterate any entry made in respect of the registration plate in the motor
vehicle registration database except as provided by the Act and these
Regulations.

(3) Any person who contravenes any provision of this regulation commits an
offence and is liable on conviction, to a fine not exceeding one hundred
currency points or imprisonment not exceeding one year or both.

13.Duplicate or substitute registration plate


(1) In any case where a registration plate is lost, defaced or faded or where the
inbuilt sensor has malfunctioned, so as not to comply with the provisions of
the Act and these Regulations, the owner of the motor vehicle in respect of
which the registration plates were issued or the holder of the dealer’s
vehicle licence to whom the dealer’s plates were issued shall apply, in

writing to the chief licensing officer for the issuance of substitute or
duplicate registration plates.

(2) The application referred to in subregulation (1) shall be accompanied by


the fees prescribed in Schedule V, except where the registration plate has
faded or where the inbuilt sensor has malfunctioned without the fault of
the applicant.

(3) An application under sub-regulation (1) shall be accompanied by the vehicle


registration book and in the case where the registration plate is lost, a
police report. Where the registration plate or dealer’s plate as the case may
be, is defaced, the applicant shall submit to the chief licensing officer the
defaced registration plate or dealer’s plate before the duplicate or
substitute plate is issued.

(4) The chief licensing officer shall, if satisfied with the application made
under sub-regulation (1) issue duplicate or substitute registration plates or
dealer’s plates, as the case may be, as if the application were made for the
first registration plates of a motor vehicle or for new dealer’s registration
plates.

(5) The chief licensing officer shall update all entries concerning the issue of
the duplicate or substitute registration plates in the appropriate registers.

14.Replacement of inbuilt sensor


The authorised manufacturer of registration plates shall replace the inbuilt
sensor or a battery of the inbuilt sensor at least once every five years,
where need be, at the cost of the authorised manufacturer.

15.Return of registration plates


(1) Where a motor vehicle is broken up, destroyed, is no longer in service or is
moved permanently out of Uganda, the owner of the motor vehicle shall
return the registration plates and the electronic device to the chief licensing
officer.

(2) A person who does not return the registration plates in accordance with
subregulation (1) commits an offence and is liable on conviction to a fine
not exceeding one hundred currency points or imprisonment not exceeding
one year or both.

16.Tamper proof locking mechanism for registration plates
The registration plates shall have a snap locking mechanism or any other
tamper-proof locking mechanism such that if the registration plate is
removed or tampered with the locking mechanism is destructed.

17.Issuance of customised registration plates


(1) The chief licensing officer may upon application by the owner of a
motor vehicle, permit the owner of the motor vehicle to be issued with
a customised registration plate which shall be issued and manufactured
in accordance with the provisions of these Regulations.

(2) The chief licensing officer shall assign to every vehicle requiring
customised registration plates, a registration mark as a customised
number plate and that registration mark shall thereafter attach to the
motor vehicle assigned to it until the motor vehicle is broken up,
destroyed, moved permanently out of Uganda or until the ownership of
that motor vehicle is changed.

(3) Upon the transfer of ownership of the motor vehicle, the customised
number plates shall be removed and the motor vehicle shall be
registered as required under these Regulations unless the new owner
also applies for the customised number plates whereby this Regulations
shall apply.

(4) Where the application for a customised number plate is approved, the
old registration number plates, if the motor vehicle was already
registered in Uganda, shall be surrendered to the chief licensing officer.

(5) The holder of customised registration plates shall, on sale or transfer of


the motor vehicle to which they attach, surrender the registration plates
to the chief licensing officer and may have another motor vehicle
registered with the same customised registration plate upon application
and payment of the fees prescribed in Schedule V of these Regulations.

(6) A customised registration number plate shall be made of material and


format as prescribed in Schedule II of these Regulations.

(7) Notwithstanding the provisions of this regulation, the chief licensing


officer may refuse the issuance of a customised registration plate if the

characters are misleading, obscene, scandalous, or contrary to the law
or public policy.

18.Regulation of transit motor vehicles or temporary imported motor


vehicles
(1) A motor vehicle in transit and temporary imported motor vehicle shall
be installed with a readable sticker embedded with motor vehicle
particulars as the chief licensing officer may prescribe for the duration
that the vehicle is within Ugandan.

(2) The readable sticker embedded with motor vehicle particulars installed
in the motor vehicle referred to in subregulation (1), shall be removed
when the vehicle exits Uganda.

(3) Any person who contravenes the provisions of this regulation commits
an offence and is liable on conviction, to a fine not exceeding one
hundred currency points or imprisonment not exceeding one year or

19.Special round plates


(1) Notwithstanding the provisions of these Regulations, the chief licensing
officer may authorise a person to use and affix special round plates
manufactured by the authorised manufacturer on the motor vehicle.

(2) The official motor vehicles used by the officials specified in Schedule VII
may be assigned a special round plate as prescribed in Schedule VII.

(3) For purposes of subregulation (2), the application for the special round
plates shall be made to the chief licensing officer by the accounting officer
of the entity under which the official motor vehicle is assigned or
registered.

(4) The characters for special round plates shall be embossed in white with
reflective red background.

20.Un-authorised removal or tampering with the registration plate


(1) A person shall not remove or tamper with a registration plate from a motor
vehicle except when authorised by the chief licensing officer in writing.

(2) Any person who removes or tampers with a registration plate fixed on a
motor vehicle under these Regulations commits an offence and is liable on

conviction, to a fine not exceeding one hundred currency points or
imprisonment not exceeding one year or both.

(3) An owner of a motor vehicle shall ensure that the assigned set of
registration plates are firmly fixed on the vehicle at all times the motor
vehicle is in service.

(4) Where the registration plate is lost or stolen from the vehicle, the owner
shall report to the nearest police station within twenty four hours after
realisation of the missing registration plates.

21.Removal of registration plates for repair purposes


(1) Any person who intends to remove the registration plate from the motor
vehicle for purposes of repairing the motor vehicle, de-registration of the
motor vehicle after reaching end-of-life or for any other purposes, shall
notify the chief licensing officer prior to removing the registration plate.

(2) A motor vehicle whose registration plate is removed under subregulation


(1), shall not be driven on a public road except when affixed with a
dealer’s plate or where the chief licensing officer so authorises.

(3) A person who removes the registration plate from the motor vehicle other
than under the provisions of this regulation commits an offence and is
liable on conviction, to a fine not exceeding one hundred currency points
or imprisonment not exceeding one year or both.

22.Transitional provision
(1) An owner of a motor vehicle registered before the coming into force of
these Regulations shall apply to the chief licensing officer to update
and validate the registration of his or her motor vehicle with the
registration plates referred to in these Regulations by 1 st January, 2025
or such other date as the minister may extend by notice in the Gazette.

(2) The chief licensing officer shall upon receipt of the old registration
plates and the fees prescribed in Schedule V authorise the authorised
manufacturer of registration plates to issue and fix registration plates
to the motor vehicle in accordance with these Regulations.

(3) A person who fails to update and validate the registration of his or her
motor vehicle with the registration plates issued under these
Regulations, in accordance with subregulation (1), commits an offence
and is liable on conviction, to a fine not exceeding one hundred
currency points or imprisonment not exceeding one year or both.

23. Revocation of Regulations


(1) Regulation 9, 10 and 19 and the third Schedule of the Traffic and Road
Safety (Vehicle Registration, Licensing and Third Party Insurance)
Regulations S.I No. 361-2 are revoked.

(2) The following Regulations are revoked-


(a) the Traffic and Road Safety (Authorisation of Manufacture of
Vehicle Registration Plates) Regulations S.I No. 361-3;
(b)the Traffic and Road Safety (Customised Personalised Vehicle
Registration) Regulations S.I No. 361- 73;
(c)the Traffic and Road Safety (Registration Plates) Regulations S.I No.
361- 6; and
(d) the Traffic and Road Safety Act (Fees) (Motor Vehicle Registration
Number Plates) Regulations, 2013 SI No. 35 of 2013.
