1. PURPOSE
This Procedure has been prepared for the guidance of those who are likely to become involved in
responding to an emergency within any of offshore installations owned or operated by KJO.

2. SCOPE
This applies to all KJO, Contractor and Subcontractor personnel working at any of KJO offshore installation
and/or KJO Contractors offshore installation operated by KJO.

The scope of this procedure describes the following:

 The organisation and equipment in place


 The initial emergency responses of personnel following the discovery of a hazard
 The roles and responsibilities of personnel during an emergency
 The major accident scenarios for the offshore production facility
 The evacuation of the offshore production facility

3. RESPONSIBILITY
Relevant Departmental Managers are responsible for ensuring all personnel under their control on KJO
premises shall comply with policies and procedures within the Occupational Health and Safety
Management System.

All key personnel involved in emergency response must conform to the appropriate procedure. All other
personnel will conform to the alarms and/or instructions broadcast over the Emergency PA System.

4. CLASSIFICATION OF EMERGENCIES

4.1 Minor Fire


A minor fire is a small localised fire which can be easily and safely extinguished using portable
firefighting equipment.

4.2 Major Fire


A major fire is a fire which cannot be readily controlled by the use of portable fire extinguishers and
which requires that an emergency be declared.

4.3 Minor Gas Leak (Combustible/Toxic)


A minor gas leak is a small volume escape which can be easily contained and only affects a small
area.

4.4 Major Gas Leak (Combustible/Toxic)


A major gas leak (combustible/toxic) is a large volume escape which is difficult to control, affects a
large area and which requires that an emergency be declared.

4.5 Minor Oil Leak


A major gas leak (combustible/toxic) is a small volume escape which can be easily contained and only
affects a small area.

4.6 Major Oil Leak


A major oil leak is a large oil spill such as a ruptured pipeline/vessel affecting a large area, resulting in
an emergency being declared.

5. DUTIES & RESPONSIBILITIES

5.1 OFFSHORE PRODUCTION FACILITIES DUTY SUPERVISOR


The offshore production facilities duty supervisor (or his direct delegate) on learning of any
emergency situation will:
 Proceed immediately to the Gathering Station Control Room and will act as Emergency
Response Coordinator (ERC).
 Organize the Emergency Response Team (ERT) personnel and assigns them their
responsibilities and duties.
 Keep the Emergency Control Center (ECC) informed and updated about the ongoing
development of the emergency situation.
 Coordinate with all field Emergency Response personnel.
 Supervise OVERALL management of any emergency situation.

5.2 OFFSHORE PRODUCTION FACILITIES SHIFT SUPERVISOR


In the absence of a Duty Supervisor especially during night time, the shift supervisor shall
immediately report to the control room and act as Emergency Response Coordinator (ERC) and
establish contact with the onshore production master control room (PMCR) using the emergency
radio handset. He will also;-
 Assist the Emergency Teams in identifying isolation valves, possible hazards, sources of
leaks…etc.
 Prior to abandoning any affected Production Platform, the shift supervisor will ensure that the
Emergency Shutdowns (ESDs) have operated, production shutdown systems have actuated,
and all personnel have been accounted for.
 In the event of ‘Prepare to Abandon Facility by standby boat or Lifeboat’, the shift supervisor
will make the appropriate announcement over the PA system.

In cases of minor fire/gas leaks which do not require a General Emergency to be declared by the
initiation of the General Alarm, the shift supervisor will:

 Inform the onshore production master control room (PMCR) and the offshore division
supervisor.
 Make the appropriate announcement over the PA system and inform the Emergency
Response Teams (ERT) to muster.
 Contact the foreman/operator or involved person to investigate and assist the investigator of
the incident.

5.3 MEDIC / NURSE


On hearing the General Alarm, the Medical Officer/Medic will:
 Stand by in the clinic and await further instructions
 Prepare himself and his team to proceed to the scene if required
 Prepare the clinic to receive casualties
 Initiate treatment and carry out the instructions relayed from Onshore Medical experts.
 Inform and/or report to KJO Hospital if MEDEVAC is required.
 Direct management of the patient under the control of the duty/shift supervisor.

5.4 EVACUATION COORDINATOR (On-duty Foreman)


On hearing the General Alarm, he will:
 Obtain radio handset located at the control room and proceeds to the Assembly Point as
directed.
 Don the special identification vest
 Coordinate muster of personnel and visitors and ensure that each person is in possession of
their Personnel Location Board card.
 Ensure that each person is issued with a lifejacket from the emergency lifejacket box
 Confirm with the Security Guard that the living quarter areas have been checked and that all
rooms are clear
 Confirm number of personnel by counting remaining personnel location cards (X) and the
cards remaining in the FIELD (Y) position. Attempt to identify any missing personnel and
inform Operation Control Room.
 On being called by the Operation Control Room, the Evacuation Coordinator will report the
number of cards remaining beside the board and the number of the people in the field.

5.5 LIFEBOAT LEADERS (Production Shift Supervisor)


A Status Board identifying the personnel nominated as Lifeboat Leaders is maintained in the
Operation Control Room. On hearing the General Alarm, the Lifeboat Leaders will:
 Obtain radio handset located at the control room and proceed to their nominated Lifeboat
Station at the Living Quarter Platform.
 Carry out all necessary checks and prepare the lifeboat for lowering

 Ensure that the lifeboat is ready for embarkation of personnel
 Be responsible for the positioning of personnel as they board the lifeboat
 Remain at their lifeboat until instructed otherwise

Note: The lifeboat will only be launched on the instructions of the Emergency Response Coordinator
(ERC).

5.6 MAINTENANCE (FMD) SUPERVISOR


On hearing the General Alarm, the maintenance supervisor will:
 Report to the Operation Control Room in the OCP Platform, obtain radio handset and proceed
to the Incident Scene if deemed necessary.
 Assist the Emergency Response Coordinator
 Supervise in carrying out switching of power and other utility supplies if deemed necessary.
 Maintain contact with the Operation Control Room using the emergency radio handset
 Act as instructed by the ERC in dealing with the emergency.

5.7 OFFSHORE EMERGENCY RESPONSE TEAM (ERT)


The Emergency Response Team members will consist of personnel from FMD & PRD, unless
they are allocated to another specific duty during an emergency. Selected and responsible for
the following:-
 Respond immediately when notified of an emergency in accordance with the established
emergency procedures.
 In the event that the ERT member cannot immediately respond, he shall inform the Emergency
Response Coordinator.
 Responding ERT members shall wear the required personal protective equipment (PPE),
which will be available at each platform and control rooms and proceed to the emergency
scene.
 ERT members will be under the command of their shift supervisor or his designate, until the
arrival of the Emergency Response Coordinator.
 Personnel will form the team to assist the Medical Officer/Medic in case MEDEVAC is
required.
 In the event of an emergency, responding ERT members must assure that Safety procedures
are adhered.
 Establish communication with the Operation Control Room.

5.8 OFFSHORE SAFETY INSPECTOR


The Offshore on-duty safety inspector will:-
 Assist the Emergency Response Team (ERT) to manage the crisis and advise in the control of
the emergency.
 Responsible for investigating, compiling, and issuing a report of the emergency.
 Assist the Evacuation Coordinator in the orderly and safe evacuation of personnel.
 Assist in the launching of the life boat.

5.9 SECURITY PERSONNEL


On hearing the General Alarm, the Oilfield Security Man will:
 Report to the Operation Control Room

 Stand by to render assistance requested by the offshore production facilities supervisor

5.10 GENERAL INSTRUCTIONS

5.10.1 All personnel


 Immediately report to the Security Man and then to the Operation Control Room.
 Receive safety induction by FIELD SAFETY INSPECTOR
 Fully understand the requirements of the Emergency Procedures
 Understand any specific duties required of them
 Are familiar with the location and use of any fire, safety and lifesaving equipment

5.10.2 Offshore Production Supervisors is responsible for ensuring that:


 A record of personnel present on the Facility is maintained
 The onboard list of platform residents is updated at the end of each day’s flying
 The platform residents list is faxed to the offshore facility Personnel Office (TMD) in Khafji
 All personnel are advised of the requirements of the Emergency Procedures
 All personnel are shown the locations of the Assembly Points
 The duty Safety Inspector is informed about and will carry out safety inductions for all visitors
and new resident personnel.

5.10.3 Use of Telephones during any Emergency Situation


 Telephones WILL NOT be used other than in conjunction with the emergency.

5.10.4 General Alarm


On the sounding of the General Alarm, all visitors and resident personnel without nominated
duties will:
 Stop all work immediately and make area safe
 Proceed to the designated Assembly Point on the Living Quarter Helideck or as directed by the
Offshore Production Facility Manager over the PA system
 Remove their ‘T’ card and take a lifejacket from the box and stand in a line. Lifejacket to be
worn around the waist
 Follow the Evacuation Coordinator’s instructions
 On instruction to proceed to lifeboat for evacuation, every visitor will hand over his identity card
to the lifeboat Leader, who in turn will give them to the Evacuation Coordinator.

5.10.5 Lifejackets
 Lifejackets are available at all Assembly Points and are also provided in cabins and at lifeboat
stations.

5.10.6 Emergency Duty Muster List


The Emergency Duty Muster List will be posted on:
 The notice board in the Operation Control Room
 The personnel location board

 The emergency Assembly Points

5.10.7 Personnel with specific Duties


Personnel with specific duties should nominate, during their absence, a deputy who should be
made aware of all duties to be undertaken in the event of an emergency (this is to be in
consultation with the Manager of Production Department).

6 REPORTING PROCEDURES
On receipt of any call from a Well Head Tower or Flow Station regarding any casualty, the following
shall be initiated by the duty/shift supervisor:
6.1 Inform the onshore production master control room (PMCR), the Medic, and the duty Safety
Inspector.
6.2 Announce for the Emergency Response Team to assemble in the Clinic.
6.3 If the Casualty is on the Flow Station, ascertain the exact location and whether the Casualty is
on a lower deck without staircase access. In this case also announce for the Emergency
Response Team to Assemble.
6.4 On receipt of the notification of a Casualty in the Field, the Doctor/Medic will gather at least four
members of the Emergency Response Team and proceed with the necessary equipment
including a stretcher to the incident site.
6.5 The Medic will collect from the Control Room one Mobile Telephone for ease of communication.
6.6 On arrival at the emergency scene, the Medic will ascertain whether additional assistance by the
Emergency Response Team is required and will relay his requirements to the Control Room.
6.7 The Emergency Response Team if required will proceed to the Helideck and take with them the
necessary equipment for carrying out a rescue, the minimum being rescue ropes and in the case
of more than one Casualty an additional Para-guard stretcher.
6.8 In the case of a Casualty being on a Well Head platform during Wire Line Operations, the crew
will rig down and clear the Helideck ready for the incoming Helicopter and then render any
assistance necessary to the Medical Team.

7 COMMUNICATIONS

7.1 Emergency Radio Handsets


A number of portable emergency radio handsets will be sited at convenient points for use by selected
personnel so that they can maintain contact with the Operation Control Room during any emergency
situation. The radio handsets will be sited at:

7.2 Mobile Emergency Telephones


A number of mobile emergency telephone sets are situated at convenient points to establish
communication with onshore PMCR & ECC in case the main communication system is lost. The

8 INITIAL EMERGENCY RESPONSE

8.1 Emergency General and Local alarms

8.1.1 General Alarm: An Intermittent High Pitched Two-tone Audible Alarm

In the event of a General Alarm being raised, implementation of the Emergency


Procedures will result in:
 The shutdown of the affected plant and any other plant which is likely to be affected.
 All personnel with specific emergency duties mustering at their respective Assembly
Points and acting as directed.
 All personnel with no emergency duties proceeding to the Assembly Point on the Living
Quarter, if safe to do so. If not, report to the nearest safe alternative Assembly Point or
as directed by the Offshore duty/shift supervisor over the PA System.
 It is important that when a General Alarm is declared, all personnel should listen to the
Public Address System which will relay information about the type of emergency, areas
affected and other announcements – act accordingly.
 If the safe alternative Assembly Point is unmanned, contact the Operation Control
Room stating your location.

9 EMERGENCY PREPAREDNESS

9.1 Emergency Training

All personnel will be required to attend a basic fire course. On completion of this course, all
Emergency Team members and selected essential personnel will attend a 2-day advanced
firefighting course.

Personnel will:
o Attend a 6-monthly Self-Contained Breathing Apparatus (SCBA) Course while on the
Gathering Station. This will be given by the ISD Fire Instructor / Safety Inspector.

o Receive full training on any existing or newly installed specialized firefighting and life saving
equipment on the Gathering Station

Note: Until such training is undertaken, personnel will not be permitted to use the specialized
equipment.

9.2 Emergency Drills

 Emergency Muster Drills will be carried out once every month.

 Simulated Emergency Team Exercises will be carried out ANNUALLY.

 If an actual emergency occurs during a Drill/Simulated Exercise, the General Alarm will again
be sounded and the Gathering Station Supervisor will make the necessary announcement
over the Public Address.

 System to inform personnel that an ‘actual emergency’ has occurred. All persons on the
Gathering Station, including visitors, will participate in these drills with the exception of KEY
personnel nominated by the Gathering Station Supervisor.

 The drill will be logged and a list of personnel excused will be recorded and retained in the
log.

 No person may be excused two successive drills.

 Emergency Muster Drill Reports should be completed at the end of each drill and distributed
to those concerned as indicated in the report.

 Realistic exercises may be carried out during drills by members of the Emergency Response
Team (ERT).
