ABSTRACT
In airline industry especially for low cost carrier (LCC), fuel is the most
contributor for their cost structure. Fluctuation of the fuel price and the differences of
fuel price in each station need to be control by the airline. One of the initiatives to
control fuel and resulting efficiency is by implementing fuel tankering. Currently PT
XYZ already implement this initiative and they already have system to support fuel
tankering program. In this research, service-oriented modelling and architecture
(SOMA) will be applied to construct implementation of SOA-based solutions. Benefit
of using SOA because it has nature of interoperability with different system platforms.
Key words: service oriented architecture (SOA), service oriented modelling and
architecture (SOMA), web service, interoperability.

1. INTRODUCTION
PT XYZ is an airline company with low cost carrier (LCC concept. As an LCC, PT XYZ is
very attentive to any cost
Steps can be taken to control the cost of fuel is by applying the concept of fuel
conservation [2]. Nowadays, PT XYZ has implemented one of fuel conservation scheme,
namely fuel tankering. Fuel tankering are supported by several system, such as e-loadsheet,
navblue, airfase and fuel tankering underload. The problem is, currently all of the system is
not integrated at all and need intervention from user to perform data input in each system or
no integration within each system. Second problem is, source of data input does not reflect
actual data.

structure that plays a role in operational activities, this is because the business concept that
was carried encourage operational costs can be reduced to the optimum point and it will
encourage them to offer low-fare tickets to consumers and still maintaining the aspects of
flight safety.
Based on data from IATA through their airline cost management group (ACMG), fuel
contribute 28,1% of the whole airline cost [1]. The fluctuation of fuel price have major effect
to increase cost of fuel. The main source of fluctuation in oil prices is OPEC (Oil and
Petroleum Exporting Countries) which controls 40% of global oil supplies [2]. OPEC
influences oil prices by determining production levels to meet global oil demand; it can affect
demand by increasing or decreasing oil production. Different prices within each airport also
contribute increasing in fuel cost. Following are fuel price in 5 main airport in Indonesia:
To increase the effectiveness and benefits in the application of fuel tankering, an
integrated fuel tankering system is designed by utilizing a service-oriented architecture (SOA)
using web service. Web service is a form of service-oriented architecture (SOA)
implementation. SOA itself is a software architectural concept that defines the use of services
to meet the needs of a software and not only can be used by the shelter system but can be used
by different systems and integrated.

2. LITERATURE REVIEW
2.1 Fuel Conservation
Fuel Conservation is one way to reduce operating costs and increase the competitiveness of
civil aviation [4]. Fuel conservation is defined as a step taken by airline in fuel efficiency both
in terms of cost and number of fuel usage. Fuel conservation consist of several initiatives such
as fuel tankering, single engine taxi in, pack off and delay APU bleed.

2.2 Fuel Tankering

Fuel tankering is a method of calculating cost of fuel [5]. This method is primarily
considering economic reasons, in the event of fuel price difference between the departure
station and destination station.

2.3 Service Oriented Architecture

Service Oriented Architecture (SOA) is a form of software architecture that adhere to service-
orientation principles. SOA is an architectural style that modularize information system into
services. The main characteristic of SOA is to promote through the incorporation of software

components. The software components interact with each other in one unit. There are several
key aspects of SOA principles [6]:
• Loose coupling, service maintain a relationship that minimize dependency.
• Service contract, services attached and bound to a communications agreement, defined
collectively by one or more service description and related documents.
• Autonomy, services have control based on encapsulated logic.
• Abstraction, beyond what is described in the service contract, services hide logic from
the outside world.
• Reusability, logic is divided into services with the intention of re-use.
• Composability is a collection of services can be coordinated and assembled to create
different services.
• Statelessness, services minimize properties can be coordinated and assembled to create
different services.
• Discoverability, services are designed in a descriptive manner so it can be found and
determined using existing discovery mechanism.
SOA has three main parts: the service provider, service broker and Service requestor.

2.4 Web Service

Web service is a service provided through the internet using an XML message delivery
system as the standard [7]. To implement a web service required other applications that can
access the functions of a web service itself, and so we need an application that can be referred
to as the agent for sending and receiving messages from a web service when making access to
the web service.

3. RESEARCH METHODOLOGY
Purpose of this study is to minimize user intervention by integrating the system that owning
information of fuel burn (airfase), remain aircraft capacity or underload (e-loadsheet) with
main fuel tankering system (fuel tankering underload) that have different platform and
database by using service oriented modelling architecture (SOMA) development method.
Following are the steps for using SOMA as research method:

Figure 2: SOMA Methodology

Scope of this study will perform SOMA methodology only cover business modelling and
transformation, solution management, identification and specification.

4. RESULTS
4.1 Business Modelling and Transformation
The first step in the SOMA method is business modeling and transformation. This stage is a
process that is used to provide an overview and define the business processes that are
currently running. Running business processes are modeled, simulated, and optimized, then
identified using the stages in the SOMA method, so that a new business process is formed
which is the result of business process reengineering. An overview of the current business
process fuel tinkering at PT XYZ is as follows:

Use case diagrams are used to explain the system and how users interact with the system
interface. Following are use case diagram of fuel tankering platform:

4.2 Solution Management

At the stage of determining the solution template, it begins with understanding and evaluating
the ongoing business processes. In order to integrate the airfase system (fuel burn), e-
loadsheet (underload) with fuel tankering underload, SOA is used as the architectural basis
with the enterprise service bus (ESB). The service created will be placed in a container. The
manufacturing process for the created services is illustrated in a solution as follow:

Figure 5: Solution Architecture (Source: Author)

4.3 Identification
The third stage in SOMA is identification to produce service candidates needed to complete
the solution. This phase is the result of observing the fuel tankering system that will be
implemented using service. Decomposition made to the business process previously described
to produce a component service used.

Figure 6: Decomposition Process (Source: Author)

4.3 Specification
In the fourth stage, detailed specifications are produced for each service component that is
used as a solution. In this phase there are 2 main stages including the domain model and
component specification. The domain model is a conceptual model of the system will further
provide relevant descriptions of relationships between entities in the system that will be used.

The following domain models are shown below:

The service component will reflect the definition of service, both in function and quality
of service. Following are the results of the components and services in the image below:

The design results of the fuel tankering system architecture using SOA, illustrated
integration conditions as follows:

In Figure 10 above, there has been an integration between the e-loadsheet and the airfase
by a web service, so that both the fuel burn and underload data that were previously pulled
and entered manually can be retrieved through the service made on the web service. At last,
service can be used by fuel tankering underload application as a service consumer or other
applications and systems that want to use the data generated from the service.

5. CONCLUSIONS
Based on the results of the study, several important points have been obtained that can be
concluded as follows:
• Architectural designs applied in the implementation of the integrated fuel tankering
system can be applied and provide solutions using the SOA approach.
• Use of the SOMA method in making the architectural design integrated with the SOA
approach, combining key aspects of the overall design and manufacture of SOA
solutions, making it easier for someone to form a draft design set forth in a template
solution.
• The design of an integrated system of fuel tankering in this study, guide companies to
conduct better monitoring of the resulting costs.
