Reporting 3: The Practice of Civil Engineering: Client-Civil Relationship Civil Engineering Services Specialization in
Civil Engineering.

CLIENT-CIVIL ENGINEER RELATIONSHIPS

Engineering projects are conceptualized, designed, and built using efforts of civil engineers working for
governmental or commercial organizations. Civil engineering companies work to make other engineering
projects a reality. Civil engineers are utilized by numerous governmental and commercial organizations.

OBLIGATIONS OF THE CIVIL ENGINEER

The Civil Engineer must carry out his duties with appropriate competence, care, and devotion. They must make
independent decisions without the tainted opinion of others. The Civil Engineer has the right to represent the
Customer faithfully. The Civil Engineer must notify the Customer in writing of the change with specifics. Without
the Client's consent, the Civil Engineer is not permitted to begin or continue with any future step of the Services.
All other specialists must be directed by and coordinated with by the civil engineer. The civil engineer may
suggest specialized contractors and/or suppliers. Any interest the civil engineer may have must be disclosed to
the client.

OBLIGATIONS OF THE CLIENT

The Client is responsible for paying the Civil Engineer's fees and expenditures as specified in or agreed by their
agreement in exchange for his services. Any information needed by the Civil Engineer to perform his services
must be provided by the Client to the Civil Engineer within a reasonable amount of time. The Client must work
with the Civil Engineer and must not impede or interfere with the appropriate rendering of the services. The
Client is required to make all necessary arrangements as soon as possible to provide the Civil Engineer access to
the site and to inspect the facilities required for the performance of his services.

LIABILITY OF THE CIVIL ENGINEER AND THE CLIENT

The Civil Engineer is only obligated to compensate the Client for losses with their consent if a duty breach has
been proven. The same thing applies to the client's obligation and vice versa. Any disputes between the civil
engineer and the client are resolved by having a third-party arbitrator who is acceptable to both the client and
the civil engineer to establish the duty violation on the part of the civil engineer or client.

LIMITATION OR CIVIL ENGINEER'S RESPONSIBILITY

The Civil Engineer disclaims all responsibility for any costs and damages of any kind brought on by mistakes in
papers and plans that were not created by the Civil Engineer or any individuals under his or her control. The
client, any other consultant, contractor, or supplier to the client, or any employee or agent of the client, other
consultants, contractors, or suppliers, is also not accountable for any act of lack of performance, negligence, or
fraud on the part of the civil engineer.
Reporting 4: CIVIL ENGINEERING SERVICES

Among other crucial services, a civil engineer and civil engineering firms can provide design, consultations, and
advice, feasibility studies, field research and engineering data collection, environmental assessments and impact
statements, estimates of the likely cost of construction, preliminary and final designs, drawings, specifications,
and requirements for construction bidding, as well as assistance with obtaining bids and aiding in the awarding
of contracts. Civil engineers may perform the role of construction management as part of their services, as well
as employ extra subconsultants and subcontractors.

Within the field of civil engineering, the PICE recognizes five specializations: structural, geotechnical, water,
transportation, and construction management engineering. An expert in one of the aforementioned fields may
be a civil engineer who has finished specialization training in any branch of civil engineering.

While choosing a civil engineer, it is important to consider their credentials, expertise, reputation, and level of
client service. Choices chosen primarily based on cost of services and with little consideration for experience may
lead to subpar client service and higher project expenditures. The client must be aware that selecting an
engineer based on knowledge and skill is not necessarily an objective process. The individuals inside the client's
organization who are most equipped to make that choice must be designated by the client. A civil engineer and
client must have in-depth discussions to identify the scope and expectations of the engineering services to be
performed before agreeing on a cost for services. The interests of the client and the consulting engineer are both
protected by a specific scope of services.

Reporting 5: THE PRACTICE OF CIVIL ENGINEERING

The regulations specifically apply to engineering services contracts in which consulting civil engineers act directly
for the customer as the prime professional or indirectly through another engineer or architect who acts in that
capacity. The rules also apply to civil engineers employed by professional consulting firms, governmental
agencies, institutions of higher learning, construction firms, manufacturers, retailers, and other businesses. Civil
engineers might take part in design contests by coming up with innovative ways to meet client needs.
Additionally, they are only allowed to request, suggest, or accept professional commissions on a contingent basis
in circumstances where doing so would not impair their capacity to use professional judgment.

Foreign civil engineers are allowed by law to practice civil engineering in the Philippines if the laws of their home
country permit Filipino citizens to do the same, if it is permitted by an international agreement, if they work as
consultants on government projects that are funded or assisted by foreign governments, if they are employed
legally, or if they were previously employed as Filipino civil engineers and still wish to practice their profession.
Foreign civil engineers must still get a certificate of licensure or special permit from the Professional Regulation
Commission.
