Scope of Work
You are required to do research which will cover the following Points
(1) How Land record management system is evolved in respective Provinces of
your interest, especially, Transformation of land record Management System from
physical record to Digital one?
(2) What agency/Authority is responsible to undertake it?
(3) What is hierarchy of That Agency/Authority?
(4) What law is governing to digitalize the record?
(5) What measures are adopted to facilitate the Public?
(6) How Public is facilitated to access to such Record?
(7) What measures are Provided to redress the Grievance of Public by way of
Complaint or otherwise?
(8) What achievements have been made so far by that agency/department or
Authority as the case may be?
(9) What is Mode of Access for General Public, i.e. by way of App, Website or
special window on certain point of Cities/sub-division?
(10) What Issues are being Faced by public in order to access to such digital
system?

Scope of Work
You are required to do research which will cover the following Points
(1) Housing Societies are working in different regime in the country, further,
each province has its own set of laws, governing the housing societies
and town planning, you will review in brief the laws governing such
societies from federal to province?
(2) What regulatory checks are provided under relevant laws in order to
monitor the development works and citizenry rights?
(3) What is remedy available to member/allottee of the housing society to
redress his grievance?
(4) What is the procedure for land transfer?
(5) Since it is a wide area, therefore, you need to segregate your works
initially for province wise and, further, such work could be divided into
each regulatory regime.
(6) The laws governing the topic includes but not limited to Local
Government, Town Planning Laws, Co-Operative Society, SECP,
Development Authorities i.e. CDA, KDA, LDA, RDA, RUDA, DHA.
(7) You will have to assess the governance of land transfer mechanism
provided under each such law and then give a at least one suggestion
how this process could be improved or aligned with developing idea of
land transfer.
(8) How rights of general public with respect land rights, i.e. Way, Sewerage,
Light, Utilities, Public Amenities, Environment, Living Standards, Water
and public road are secured/protected under each such law.

view of Indian experiences?
8. In India, land record management is a state subject and not of union,
therefore, you are at liberty to choose any state (province) of your
choice, however, it is appreciate-able to select most advanced state in
land management system.

5. Land Rights are fundamental rights in Pakistan Guaranteed under
Constitutional Scheme, how many major common law countries have
treated lands rights as constitutional one? And what are those countries?
6. Is land right absolute in other jurisdiction of common law? Or qualified
one?
7. What is difference between right and interest in UK Jurisdiction?
8. What is concept of Free-hold and Leasehold in UK?

rights attached with the land, how this is being resolved and is to be

it is being resolved?
5. Flooding is rampant in Bangladesh. How Bangladesh is coping with the
issue?

1. Visit website of any board of revenue, preferably BOR Punjab or Sindh and
enlist its composition, members of BoR, how it is working?
2. What specific areas are covered under its scope i.e. excise, Land
management?
3. Enlist, in summary manner, the laws which are being governed under the
mandate of BoR.
4. How a specific BoR is evolving from physical to Digital world.
5. What and How many Authorities are working under BoR.
Rules of engagement: -
1) One of four members would have a leading role to distribute the scope of
work amongst members, make an Opening Statement covering overview of
the work assigned to each member.
2) Each Member will have to participate, make a research and appear on dice
to represent his part of work.
3) Each member is at liberty to adopt Any Mode of Communication best suited
to him, i.e. White Board, Power Point Slides or an open speech.
4) Each group will have to summarize/express its views within time limit of 15
minutes, except group No. 05.
