Passive Safety UK continues to be committed to promote safer


roadsides. Passive safety can greatly reduce the road toll on non-
trunk roads where most of our road casualties now occur.
These updated guidelines are to assist Highway Authorities in
employing passive safety to help make their roads safer. They
continue to target local authority roads where most ‘Killed and
Serious Injured’ accidents occur and should be read in conjunction
with the UK National Annex contained in EN12767:2019.
With any latest development there will be concerns about risk. With
Passive Safety in the past, this was centred on the possibility of
frangible posts hitting pedestrians or causing other secondary
accidents. Statistical and anecdotal evidence continues to show that
these concerns are groundless, and that the real risk is from impacts
with conventional street furniture and above all trees, as is so clearly
demonstrated in the relevant road casualty statistics.

9.5 To provide electrical isolation in an impact special

9.6 Where LED traffic lights and LED illuminated signs


operate at ELV (extra low voltage) of 50 volts or below it
is questionable whether electrical isolation devices are
required although such devices can be used to isolate
individual signals for maintenance. There still may be a
small residual risk of a spark setting fire to an impacted

9.7 Increasing use is being made of wind turbines and


solar panels to power ELV items mounted on passive
safety posts assemblies. A recent demonstration of a
collision with this type of combination of products
showed that the use of these products did not appear to
affect the performance of the passive post and can
safely be used provided that the post can support the
combined weight of the items.

9.8 The demonstration involved an aluminium NE rated


sign/signal post provided by Hydro (Pole Products), a
300mm VAS and solar enclosure, a 34 hour lead acid
battery, and post top mounting all supplied by
Westcotec Ltd. A 110W Monocrystalline solar panel and
LE-300 wind turbine were used and these were supplied
by Leading Edge Power trading as Leading Edge Turbines
Ltd.

ARTSM is an informed and influential force in the field of Highways and Transport. The Association seeks to benefit
Members through its representative role, aiming to influence technological developments and improve standards in traffic
engineering and operations. We consult with Members on European and UK standards through our Working Group meetings
and, when necessary, make representations to both central and local government. The Association attends major trade
Association for Road Traffic exhibitions and conferences and also make regular contributions to the technical press dealing with issues that affect our

Safety & Management
We work closely with the Department for Transport, and are represented on technical committees under their auspices,
including the Traffic Signs Technical Working Party. We have very good relationships with several divisions of DfT and
National Highways, working collaboratively for the good of industry. We form part of the Board of TOPAS alongside
representatives from DfT and ADEPT; TSG; Highways & Roads Industry Forum (HIF) and partner LCRIG (Local Council Road
Innovation Group).

By having seats on a number of committees we are well placed to participate in the development of standards which
relate to our industry sectors, ensuring that such standards continue to be driven by business and drafted by technical
experts in the field. ARTSM takes part in open participation, maintaining its strong links with other trade bodies, public
authorities, academia and NGO representatives to ensure consensus with Europe and EU standardisation processes.
