1 Purpose
The purpose of these guidelines is to set down minimum requirements for undertaking Duct installations
& Civil works for Manholes & Headwall constructions. Where a discrepancy exists between ASN Drawings,
this guideline, and previous versions of ASN guidelines, the Contractor or Customer shall seek clarification
from ASN Landfall Department. This document must be read in conjunction with relevant supporting
documents and data available for the work, which include but are not limited to:
• Survey report(s) and relevant local utility plans, including positions of existing in-service
cables and other services
• As-built documents of existing infrastructure provided by the Customer, or other relevant
third party
• Marine installation program Plan of Work
• Scope of Work & BOQ if available
• General Drawings & Previous As-Built Drawings
• Local Authority Guidelines of respective Country
• A copy of relevant principal and environmental permits already in place.
• Municipal plans & Permits in Principle conditions.
2 Scope
The scope of this document is designed to deal specifically with manhole construction from Cable Landing
Stations (CLS) to the Beach Manhole (BMH), including seaward ducts and Concrete Headwalls. Other
issues such as land route surveys and HDD engineering are not covered in this document.
This document is prepared in the assumption that the construction of front haul works including Beach
Manholes is for the purposes of installing ASN optical fibre systems. If this document is referenced by the
system purchasers, landing party or provider or their subcontractors, the HSE standards, documentations
and submittals and its procedures (Section 4 to 10 & Section 16 to 18) shall be as per the standards of the
respective Landing Party or Provider, not of ASN. The technical guidelines (section 11 to 15) can be
referred for construction purposes and to understand the ASN requirements for the installation of its
terrestrial and submarine cables.

Beach Manhole The BMH is the transition between the marine cable and the terrestrial cable
and will house the beach joint. This manhole should be in an area of stable
ground, behind the beach or landing point, with good access for installation
and maintenance activities.
Concrete Concrete structure to support the transition between directly buried Marine
Headwall/Plinth cable from sea and ducted cable to BMH. This structure should normally be
located towards the back of the beach or landing point with good access for
installation and maintenance activities. Normally the structure is buried 2m
below existing ground level to enable smooth transition for beach burial
protection.
Pulling/Turning Manhole provided for cable pulling & installation. This manhole should be
Manhole placed at maximum 250 metre intervals for both powered and unpowered
systems.
Intermediate Manhole provided for cable splicing/ jointing. This manhole should be placed
Jointing/Splicing at 2000 metre intervals for powered system and 1000 metre intervals for
Manhole unpowered systems.
Site Refers to any area where construction, engineering, survey or testing related
activities are taking place, or are planned to take place as part of the project.
Outside Plant Refers to the Cable Landing Station infrastructure, including the Beach
Manhole, Fronthaul duct route to Cable-Vault or Zero MH located at the CLS.
Principal Contractor The Contractor company directly hired by the Customer to perform contract
specific tasks. This Contractor is normally responsible for other
subcontractors, nominated agents, suppliers or self-employed workers
involved with the project.
Competent Person(s) Someone who has sufficient training and experience or knowledge and other
qualities that allow them to assist properly in executing a specific task.
4 Introduction
This document details the work required to construct a terrestrial Outside Plant (OSP) infrastructure
network between a Cable Landing Station (CLS) and a Beach Manhole (BMH).
The civil engineering work may be performed on behalf of a Landing Party, System Purchaser or System
Supplier, referred to throughout this document as the ‘Customer’. The guidelines are intended to inform
a ‘Contractor’ of the standard technical engineering requirements for the safe and efficient installation of
submarine fibre optic cable systems by Alcatel Submarine Networks (ASN).
This document includes details on site investigations designed to aid in the design and build stages of the
manhole and duct route construction and should not be interpreted read as a Specification or Scope of
Work document. Engineering and construction requirement may differ from site to site, and the
nominated Contractor should provide its own engineering and construction designs for Customer review.
Due attention shall be paid to all aspects of the design and construction including internal and external
appearance, durability of materials, resistance to moisture, structural stability, fire resistance allied to
means of escape in case of fire, ventilation, and public health & security requirements. The infrastructure
should be built with a design life of minimum twenty-five (25) years.
The Standard Drawings show the preferred layout arrangement of each manhole type and the preferred
dimensions, and these shall not be changed without the written approval of the Author(s) of this
document.

compliance demonstrated in the Contractor’s plans and procedures.
Each party shall ensure that its servants and agents shall, during the contracted operations, observe any
local regulations and permit requirements pertaining to HSE.
The Contractor shall operate International Safety Management (ISM) and Health, Safety and
Environmental (HS&E) systems based on legislation relevant to the proposed activities.
All equipment to be used for the works, both by the Contractor and nominated agents, suppliers, and
subcontractors, shall be approved, and certified by an independent authority or classification society or
where appropriate by the Contractor or nominated agent, supplier or subcontractor as fit for the intended
use, with associated documentation provided.
The Contractor shall ensure the certification remains valid for three (3) months beyond the scheduled
demobilisation date. Where appropriate, equipment may be self-certified by the Contractors or
Subcontractor’s nominated Competent Person in accordance with stated industry standards.
All personnel shall be made aware of their obligations under the local HSE regulations and shall possess
appropriate protective clothing and safety equipment. They shall be in possession of an in date and valid
medical certificate. The Contractor shall provide an alcohol and drugs policy statement for Customer
review.
A detailed QHS&E plan for the construction operations should be provided to the Customer no less than,
twenty-eight (28) days prior to mobilisation.
Prior to the start of operations, the Contractor will provide written confirmation to the Customer that all
assessments, as required by the QHS&E Plans (e.g., Risk Assessments, RAMS & HSE evaluations etc.) have
been carried out. This will apply to the overall project work area, as well as the specific equipment and
manning levels and expertise that will be utilised during the operations.
A paper copy of the QHS&E Plan and written compliance statement from the Contractor’s project
manager shall be displayed on each work site for access by all personnel with hard copies of all approved
plans, procedures, and risk assessments available on site.
ASN reserves the right to audit operations, equipment, and documentation where construction
operations fall under ASN scope.
6 General Responsibilities
The Contractor shall be responsible for:
• Health, Safety and Security, complying with local and international standards to cover all site
work operations.
• Planning, management, and direct supervision of the construction operations.
• Provide all required documentation as required during the RFP process.
• Provide regular preparation and operational updates.
• Obtaining all operational permitting, including but not limited to notification to local
authorities/ harbour master/ local councils/ landowners/ highway authorities and any other
authorities specific to a particular site (ASN will provide access to Permit in Principle (PIP)
where applicable.
• Comply with PIP requirements, local environmental regulations, recommendations, and
practices that are specific to the installation and construction operations.
• Obtain all work permits, and entry visas for on-site personnel.
• The Contractor shall obtain/arrange access to all sites for all equipment and plant required
during all phases of the manhole installation operations, including:
o Location, Identification and marking of existing services.
o Perform exploratory geophysical & geotechnical survey operations, where required.
o Have accountability for all equipment mobilised to site.
o Provide all support equipment, including heavy lift, formwork, welding & cutting
equipment, and welfare facilities.
• QC of positioning for land-based survey & construction work.
• Disposal of any waste material generated and clear debris and dispose at a designated site.
• Provide Preliminary, and Final reports for each survey or construction operation.
• Provide safe and comfortable place of work for the Customer Representative(s).
• Timely delivery of serviceable equipment to site to meet the construction Plan of Work.
• Manage and supervise the installation and construction of the manhole and duct route, and
seaward duct infrastructure, as required.
• Control, manage and supervise all stages of the installation, construction, and site remediation
operations in line with operational permitting requirements.
• Complete all operations in a safe and timely manner, in line with current POW in force.
• Assume overall responsibility for all subcontractors on site, acting as Principal Contractor
through the duration of the civil construction works.
• At no time must the operations of the Contractor endanger any pre-existing infrastructure
identified prior to commencing construction work on site.
• Remain responsible for the Health, Safety & Welfare of all personnel on site, acting as
Principal Contractor for the management of QHSE on site.
• Provide suitable manning levels for all operations to run efficiently and in line with local
regulations & ASN guidelines.
• Provide the Preliminary Report after completing the manhole installation operations and
Final As-Built Reports as per contract requirements.
7 Reporting
All documentation shall be prepared in the English language unless otherwise specified and made
available to ASN prior to cable installation operations.
Prior to the start of the civil construction operations, the Contractor may provide a generic report
template so that the format of the report is in line with Customer requirements. If this is not provided,
then the contents of each report should include as a minimum the following:
• Introduction and Scope of Work.
• Summary of Operations and Diary of events.
• Materials specification, size, length, and condition.
• Project planning and preparation summary.
• List of all personnel.
• Project resources information and equipment specifications (including calibration certificates
• Completed Operational Permits Matrix.
• Detailed operations specifics including number of seaward ducts installed and length.
• All DPRs.
• Photographs of the manhole Installation location and surrounding area prior to start of works,
during works and on completion of all works.
• Any electronic drawings/ charts should be issued in a CAD file (e.g., DWG/DXF) and PDF format.
• All report text and or photographs should be issued in original (e.g., MS Word/JPEG etc) and
PDF format.
• All videos should be issued in native DVD format or common computer formats (e.g.,
MPEG/AVI).
• As Built Drawings.
• Guaranty & Warranty Letters.
• Defects Liability Period Maintenance Letter.
The Contractor shall provide the hard copies and electronic copies of the Final Report after receipt of
Customer review and comments on the Provisional Report.
10 Site Preparation
The contractor is responsible for:
• Preparatory works at the installation site for the manhole construction, subsoil investigations,
utility surveys and reinstatement operations.
• Mobilise all plant, equipment & personnel to the installation work site. Set up site hoardings,
protective barriers and secure the working area in preparation for the construction operations.
• Physical location of any buried services identified during the Desktop Study.
• Install any warning markers and communicate existence of buried services to all personnel as
part of a Toolbox Talk or pre-Job Safety Analysis workshop.
• Provide a detailed overview of all buried services locations for Customer Representative to
review prior to breaking ground.
• Perform ground investigations using appropriate methodology and serviceable equipment to
ensure subsurface geology conditions are known and the existence of other infrastructure is
recorded.
• An ASN approved & accepted survey spread, and drilling rig for test bores or water table
monitoring will be provided by the Contractor.
• Final site safety walkaround to ensure the site is safe to commence construction operations.
• Identify works area and enclose with safety fencing and barriers as required.
• Take photos of the installation site and immediate area to record “as-found” condition prior
to commencement of operations.
• Hold toolbox talk (TBT) with all employees and subcontractors on site, conduct safety audit
and review the HIRA and all applicable project procedures.
• Establish safe access into and exit out of the work site.
• Clear any vegetation, trees or shrubs as required to gain safe access to the work location.
• Establish a survey datum, as required, to enable beach profile to be made and to provide
correlation for depth of boring and IS cable burial measurement.
• Identify any existing services and in-service Transmission and/or Power Cables, and mark
clearly.
• Prepare equipment for survey or construction operations, before mobilising equipment to the
site ensure equipment checks are completed to minimise any risk of spillage or delays.
• Review Method of Procedure (MOP) and work plan documentation with key personnel and
record any deviations following approval of the Customer Representative.
• Provide mobilisation report for Customer review & acceptance.
• It is anticipated that though the Sites will be relatively level and free from obstructions it may
be necessary to provide fill to raise the ground level or to cut and remove to bring down the
ground level to heights like those for adjacent buildings, sites or the main roads and gate levels
as obtained from the Local Authority.
Steel reinforcement and concrete mix design shall be designed by the contractor considering the loads
applied on the concrete structures and the local authorities’ rules and regulations. The reinforcement
details and concrete details provided in our drawings are the minimum requirement recommended by
ASN.
Where a de-watering system is used, all necessary measures must be taken to avoid any land subsidence
due to soil migration. It is essential that the trench remains stable and firm during these temporary works
operations and that the lowered water level shall be maintained until the backfill has been placed and
compacted to the level of the surrounding ground water.
12.4 Trench Line for Duct Installation
Trench lines will be set to take into consideration the subsequent and all future cabling and jointing
operations. The trench will be kept as straight as possible considering other utilities, plants & trees,
structures, or other obstructions. The proposed trench lines will be set in advance over distances of 300
– 400 metres and then proved feasible by performing trial excavations and pilot holes, at 90 metre
intervals thus establishing the optimum line of the trench. Once excavation starts, the line will be
confirmed with trial holes at 30 metre spacing. This should be done in advance of the actual trenching
works commencing.
12.5 Width & Depth
The excavation will be no wider than is reasonably necessary for the execution of the work. In grass verges
the excavation can be wider if the Contractor wishes to use an excavator provided that the extra width
will not be detrimental to property or carriageway.
All excavations will be executed to a depth that is necessary to achieve the specified depth of cover from
the top of the ducts or concrete encasing. The measurement definition is detailed below.
The excavated floor will be flat and free from stones and rock. Where necessary suitable excavated
material or an imported fine fill may be used as a soft bed under the ducts. Extra excavation depth will be
necessary to allow for such a soft bed.
Depth of cover is defined as the measurement from the paving surface to the top of the uppermost duct
or for ducts encased in concrete to the top of the concrete surround. In the case of carriageway and grass
verge the measurement is from the surface to uppermost duct and where there is a banked verge the
measurement reference shall be from the road surface. A general guide for depth of cover for duct
installation is 1m in footway, unmade surfaces, and carriageway.
12.6 Backfilling & Compaction
Backfilling of trenches, excavations and levelling of the site shall be deposited in layers not exceeding 250
mm in thickness of uncompacted soil. Each layer watered when necessary and well rammed or otherwise
consolidated to minimum 95% of the Maximum Dry Density (MDD) obtained using an approved Standard
Compaction Test (SCT).
If soil improvement is not mentioned for any sub structure works, 200 mm thick road base material below
foundation shall be provided and compacted to not less than 98% MDD.
Should any slips occur in the excavations, banks, or filling during the execution of the works or during the
Defects Liability Period from any cause whatsoever, the Contractor shall execute the necessary remedial
works by means and use of materials approved by the Customer Representative. The Contractor shall
make good all settlement of filling that may occur up to the issue of the Final Take Over Certificate.
13 Concrete Works
The Contractor shall employ at the works a Competent Person whose first duty shall be to supervise all
stages in the preparation, placing, compacting, curing and protection of concrete for the construction of
manholes, headwalls & duct encasements. The Contractor is responsible for the day-to-day control of the
quality of the concrete, preparing reports and keeping record of these QC Reports. All test cubes shall be
made, and site tests carried out under his/her virtual supervision.
All concrete except where specifically permitted by the Customer shall be supplied by an approved
supplier of ready-mix concrete having a microprocessor controlled batching plant.
• The minimum cement content of any structural concrete for sub-structure shall be 370 kg/m3.
• The maximum cement content of any structural concrete shall be 480 kg/m3
• The maximum free water/cement ratio shall be 0.42.
• The maximum temperature of the fresh concrete shall not be more than 300C.
• The minimum temperature of the fresh concrete shall not be less than 90C.
• The concrete for RCC shall be ready mix concrete with SRC 35 grade
• The concrete for PCC shall be ready mix concrete with SRC 15 grade
• Mild steel and high yield steel bars and steel fabric shall comply with relevant approved standards.
• All reinforcement steel shall be deformed bars
Strength of Hardened Concrete (HC) in general shall be as per the specification below unless differing
values are specified in other clauses or for special properties and applications.

Unless otherwise directed by the Customer, approved power-driven vibrators of the immersion type shall
be used. They shall be inserted at standard distances apart or applied in such a manner to ensure that the
concrete is satisfactorily and uniformly compacted.
The concrete shall be covered by a layer of, Hessian, or similar absorbent material or a layer of washed
sand, constantly maintained wet for a period of no less than ten (10) days.
ASN recommends a set of six (6) test cube samples shall be made from three (3) consecutive batches.
Three (s) from each set of six (6) samples shall be tested after seven (7) days and three (3) at an age of
twenty-eight (28) days. The cubes shall be made, cured, stored, transported, and tested in compression
in accordance with approved standards and at an approved independent laboratory.
Concrete from each pour shall be tested for slump & temperature. No water shall be added to the
concrete after batching. The acceptable slump shall generally be 150 ± 25mm.
Where required by the drawings, high quality bitumen-based water-resistant emulsion paint in black
colour sourced from reputed manufacturers shall be applied to all concrete surfaces.
Care shall always be taken to ensure that concrete, mortar, or cement are not allowed to enter drains or
gullies, and that all spillages are satisfactorily cleaned up.
Nameplate’s signs and labels shall be securely attached using bolts, nuts, or screws; adhesives will not be
permitted.
14.3 Ladder Mount
Ladder mounts shall be made from steel and hot dipped galvanised for corrosion protection. The ladders
are to be hooked at the top to engage the steel ladder support positioned in the manhole shaft.
14.4 Anchor Irons (Hooks)
Anchor irons provide a strong and convenient attachment for pulling-in blocks when installing cables and
subducts. The irons are set into the concrete opposite the duct entrances and below the MH shaft
entrance. The anchor irons should be constructed of hot forged steel and hot dipped galvanised for
corrosion resistance. Generally, the anchor irons are 16 mm diameter, but vary in design and size from
country to country.
14.5 Cable Racks
High quality Galvanised C channel cable trays to be provided for tying the cables inside the manholes. The
arrangements of C channel inside the manhole shall be as per standard ASN drawings.
14.6 Steel Structures
I beam or other steel structure shall be provided for supporting the manhole covers depending on the
anticipated traffic load passing over the manhole cover. Manholes shall be properly supported with steel
structures and those steel structures exposed to atmosphere shall be galvanised to avoid rust and
corrosion. Additional reinforcement shall be provided around the manhole cover to support the cover in
cases where steel structures are not used. All nuts and bolts connecting galvanized members shall be hot
dip galvanized.
14.7 Earth Rod
One (1) copper earth rod of 14 mm diameter and two (2) metres long is to be provided in all jointing
manholes at 100 mm distance from the corner of wall.
14.8 Sump pit with sump cover
Sump pit should be a minimum 300 x 300 x 200 mm in size and shall be provided inside all manholes. The
manhole base slab should be designed to have a slight fall towards the sump pit to ensure drainage of
water towards the sump pit. Heavy-duty Glass Reinforced Plastic (GRP) shall be used for the sump cover.
15 Duct Installations
15.1 Duct Specification
Wherever possible, 110 mm OD / 100 mm ID PVC ducts should be installed along the terrestrial route.
This size requirement increases to 150 mm minimum ID for seaward ducts, where possible. In all instances,
the duct specification should be provided to the Customer prior to purchase. For both powered &
unpowered systems, the terrestrial route will also consist of a conventional duct and manhole
configuration, with a minimum of four (4) 100 mm ID main ducts. One (1) of the four (4) 100 mm main
ducts will be sub-ducted with two (2) inner ducts, each with a minimum 38 mm ID. Typical subduct
specifications used by ASN are 42/38MM (OD/ID). These subducts are installed to house the transmission
cable and the earth return cables whilst collocating one 110/100 mm main duct. In all instances, the duct
specification should be provided to the Customer prior to purchase.
All cable ducts shall be laid in straight lines and regular gradients as described or directed in the drawing.
Minimum internal diameters are to be maintained while installing the ducts.
All sub-ducts shall be installed using a swivel end assembly to minimize the risk of the ducts twisting or
crossing within the main duct during installation.
15.2 Duct material
Cable ducts may be PVC, UPVC, HDPE or other material approved by the Customer and obtained from an
approved manufacturer. It may be necessary to use steel ducts in areas where sufficient burial depth
cannot be achieved. In these exceptional cases the internal sections of the steel duct must be sleeved
with the 110 mm PVC duct. It is recommended that flexi duct is not used along terrestrial routes unless
these are kept straight and not used to achieve directional changes to the duct routing and have smooth
internal walls with lubricated surfaces to facilitate cable and/or subduct installation.
15.3 Line of duct lay
The line of the ducts must be as straight as possible.
Wherever possible the natural curve of a straight duct section should be used to negotiate bends and
natural hazards without stressing the duct. A maximum of two (2) slow 22.5-degree or four 11.25-degree
bends shall be permitted in a nominal MH to MH section (250 metres). Where special circumstances
dictate the duct section length may be increased following consultation with the Customer and ASN.
The preferred position of the duct is in the footway, verge, or rough unmade ground. Carriageway duct
should only be considered when all other options have been exhausted. The ducts shall be kept well clear
of other utilities and a minimum clearance of 150 mm should be observed in all cases.
15.4 Duct installation close to Power cables
15.4.1 Single core High voltage cables
Single core high voltage cables for electricity supplies exceeding 1000 volts shall have a minimum
clearance of 450 mm with no exceptions.
15.4.2 Multi core High voltage cables
Multi core high voltage cables exceeding 1000 volts used for any purpose shall have a minimum clearance
of 300 mm. Where this is not possible concrete shall be used to separate the cable from the ducts. The
concrete shall have a minimum thickness of 50 mm and shall have an overlap on each side for the entire
length where the clearance is less than 150 mm.
Formers should be used when pouring concrete around the ducts and the concrete should be vibrated in,
if necessary, around the ducts to provide proper fill with no voids.
15.13 Warning Tapes
Telecommunications warning tape will be laid directly over the duct nest during the trench backfill. The
tape will be placed 300 mm above the concrete surround along the entire length of the duct.
15.14 Duct Spacers
Duct spacers of approved brand providing minimum spacing of 50 mm shall be used at regular intervals
while laying the duct for providing the spacing between ducts.
15.15 Further guidance notes
When planning a route such as a four (4-way) duct system the duct bank should be split so that the ducts
enter and leave the manhole close to the side walls of the chamber. To achieve this the ducts should be
branched at a minimum distance of 6 metres from the manhole where a top and bottom duct are placed
so that they enter and leave each side of the manhole. This slight deviation of the ducts does not impinge
on the pulling tensions but will offer a far better cable management system in the manholes and will
eliminate the need to pull back the subduct to set back on the bearers.
Much time is taken up with setting cables and subduct in manholes where the duct bank enters and leaves
in the centre. The ducts in the centre system also on occasions prevent good access to the chamber
whereas by using the side walls, personnel access to the MH is unhindered. The subduct and cables can
then pass through the manhole and be comfortably supported each side allowing easy access into the
manhole. There is little difference to the route construction works, as the excavated area by a manhole is
always substantially larger. Therefore, there is no increase of labour time, and the finished item provides
a safer and more desirable cable management system.
16 Site Remediation
• Re-establish ground level where required and make good any disturbed ground or shoreline
excavations, grout, and compact borehole points (where required).
• Demobilise all construction equipment, remove from site along with any waste materials.
• Reinstate displaced vegetation, re-turf grass areas and remove security fencing and hoardings.
• Road resurfacing to be done in line with local municipality/council requirements in agreed
timeframes under all circumstances.
• Clean and clear site as appropriate.
• Photograph the construction area, including staging areas and lay-down areas in the
immediate vicinity of the installation site to prove the ‘as left’ condition.
• Inspect the site with the Customer Representative and any other local representatives prior to
demobilizing from site.
17 Demobilisation
The Contractor shall provide all the necessary evidence and documentation required to demonstrate that
work has been performed according to all the SOW requirements before any demobilisation may take
place.
Only on the agreement of the Customer Representative may demobilisation take place. If the Customer
Representative does not agree to demobilisation from site, and the Contractor believes this is
unreasonable, this grievance should be formalised in the form of a CV claim from the Contractor to the
Customer at the end of all operations. However, demobilisation must only occur following agreement
with the Customer Representative.
18 Debriefing
The Contractor shall de-brief all Customer & Environmental Representatives on site on what has been
achieved daily and explain and document where it has not been possible to meet the required SOW
requirements or where Non or Partial-Compliance has been documented.
The end-of-job debriefing shall include discussion and evidence on:
• Existing infrastructure condition and status.
• Performance of all equipment
• Preliminary findings from any onsite analysis, including soil classifications.
• Comprehensive data record, subsoil sample, survey positioning, photographic & videographic
data.
• Issues encountered, including failures or omissions of SOW items, both mechanical & technical.
• Provide demobilisation report for Customer review & acceptance.
