DATE MAY 2.2 2028 1.0 BACKGROUND. 11 The Department received various reports from the Philippine Charity Sweepstakes Office (PCSO} regarding the existence of unauthorized Bingo sa Baranggay (BSB) or Baranggay Lucky Bingo (BLB)operations in different parts of the country and requested assistance from DILG to halt the same 4.2 This Cireslar is issued to enjoin alt Local Chie Executives and the members of the local sanggunians to Undertake measures in the exercise of their power to impiement laws and their regulatory powers, respectively. with the end view of eradicating the proliferation of BSB/BLB lotteries operated by the barangays or by any of their officials in the guise of holding fund-raising activities under Section 291(11) of Republic Act (RA No. 7180, ot by any of their officials, 1.3 Under Presidential Decree 1607-A the Philippine Amusement and Gaming Corporation (PAGCOR) js the central authority that will control and supervise all games of chance in the country: on the other hand Republic Act 1169Be Fz 2 g £ 3 2 : 5 e 8 | | | ] | 2.0 COVERAGE 2.1 This Circular covers all levels of local government, all local government officials, DILG Regional Directors and Field Officers, and PNP Officers. 3.0 POLICY CONTENT 3.1 Taking into account the aforecited laws, rules, and regulations, all local 3.1.1 Discontinue or cause the discontinuance of all forms of unauthorized BSB/BLB or other illegal numbers games operated by the barangay, municipality, city, or province, or any government official in the guise of holding fund-raising activities under Section 391(11) of Republic Act (RA) No. 7160, or by any of its officials. eo 1.2 Submit related reports regarding the action undertaken to eliminate unauthorized BSB/BLB in their respective territories within (1) month from the issuance of this circular. e 1.3. The PNP and the local police forces are enjoined to further intensify their campaign against illegal gambling in their respective areas of Jurisdiction and submit related reports within one (1) month from the issuance of this memorandum circular. o 1.4 Ensure compliance with related laws, rules, and regulations issued by regulatory agencies such as PCSO, PAGCOR, and this Circular. 2 .1.5.
