At the end of subtitle E of title VI, insert the fol-

lowing:

1 SEC. 6ll. AUTHORIZATION TO TRANSFER EXCESS FUND-

2 ING TO CHILDCARE.

3 In addition to any other transfer authority, the Sec-

4 retary of Defense is authorized to transfer such funds
5 from each account specified in the funding table in section
6 4101 for which amounts are authorized to be appropriated
7 by this Act in excess of the amount requested for such
8 purpose by the President’s budget request for fiscal year
9 2024 to appropriate accounts of the Department of De-
10 fense as the Secretary determines necessary to fund
11 childcare programs operated by the Department of De-
12 fense.
