“AN ORDINANCE ESTABLISHING A CITY POPULATION AND DEVELOPMENT


OFFICE (CPDO) OF THE CITY OF BISLIG, PROVINCE OF SURIGAO DEL SUR,
APPROPRIATING FUNDS, AND FOR OTHER PURPOSES THEREOF.”

WHEREAS, population is inherently a critical factor of development in any country


and locality and in any period of time. Population is the main focus of development
and, in turn, development conditions impact on the wellbeing of the people. Hence,
the capacity of any government at any level to ensure that its demographic
conditions are well-managed critically determines its success in bringing about
development of its people in their jurisdiction;
WHEREAS, the Philippine Population and Development Program (PPDP) remains a
key and important strategy in facilitating sustainable and inclusive development at all
levels. PPDP has become more important because of the country’s still growing
population and changing age structure and significantly unequal geographic
distribution and its impact on socioeconomic development;
WHEREAS, the critical role and importance of PPDP is likewise underscored within
the context of strengthening the devolution policy resulting from the increased share
of the local government from the national tax revenue in light of the Supreme Court
ruling on the Mandanas-Garcia petition. This policy effectively tips the balance of
implementing local development in favor of local governments;
WHEREAS, the role of the LGUs in population management has been long
underscored even before the enactment of the Local Government Code (LGC)
because of their more direct responsibility over their constituents. Moreover, the
LGC, recognizing the importance of population development interventions at the
local level, provided for the appointment of a Local Population Development Officer
and an office at three levels of local government (province, city, municipality) with the
main responsibility to ensure integration of population development principles in the
delivery of basic services;
WHEREAS, the Department of Budget and Management, in its National Budget
Circular No. 138, has identified the Section 17 functions of family planning services
and population development services within the technical umbrella of POPCOM in
the basic health and social services areas of local governance.
WHEREAS, in compliance to Executive Order No. 138,” the Devolution Transition
Plan of POPCOM (POPCOM-DTP), as two (2) of the DTPs approved by the
Department of Budget and Management, provides for the strategic direction and
thrusts of the PPDP within the context of devolution; the partnership framework
between POPCOM national and regional offices and local government units (LGUs);
the basic standards for the implementation of POPDEV strategies and services
including prescribed organizational structure and staffing complement in the LGUs;
the capacity development strategy for national, regional and local population offices
and workers;
WHEREAS, the implementation of the PPDP programs and strategies shall be
implemented basically through the framework of partnership and collaboration
between and among POPCOM Central Office and Regional Offices and national and
regional partners agencies and LGUs. The Local Government Code (RA 7160)
devolved to specific level of LGUs the provision of basic family planning and
population development services as part of the general welfare services enumerated
under Section 17 of the Code;
WHEREAS, the LGC underscored the devolution principle that the capabilities of
local government units, especially the municipalities and barangays, can be
enhanced by providing them with opportunities to participate actively in the
implementation of national programs and projects;
WHEREAS, in view of the foregoing, it becomes imperative to create a functional
office that will plan, implement, coordinate, and manage the population and
development program of the municipality.
NOW, THEREFORE, BE IT ORDAINED as it is hereby ordained by the
Sangguniang Panlungsod in session duly assembled that:

SECTION 1. TITLE. This Ordinance shall be known as creation of City Population


and Development Office (CPDO) of the City of Bislig, Province of Surigao del Sur.

SECTION 2. CREATION OF CITY POPULATION AND DEVELOPMENT OFFICE


(CPDO) - There shall be created a City Population and Development Office
hereinafter referred to as CPDO which shall basically serve as the main planning,
coordinating, policymaking and monitoring structure for the population and
development program within the entire municipality covering all its barangays.

SECTION 3. COMPOSITION AND STRUCTURE. The composition and structure of


the City Population and Development Office (CPDO) shall adopt the Proposed
organizational structure of City POPDEV Office of the POPCOM DTP, marked as
Figure 3, as approved by the Department of Budget and Management with the
following plantilla personnel:

The above structure shall ensure that the devolved functions of the CPDO are
carried out efficiently and effectively.
SECTION 4.QUALIFICATIONS, RECRUITMENT AND PLACEMENT: The
qualifications of the plantilla personnel, who are career employees, as enumerated
under Section 3 of this Ordinance shall be pursuant to the existing Civil Service rules
and regulations. The recruitment, selection, and placement of the personnel of
CPDO shall be guided by the existing Human Resource and Development plans and
policies of the city.
SECTION 5. POWERS AND FUNCTIONS: The City Population and Development
Office (CPDO) shall discharge the following powers and functions:
1. Formulate measures for the consideration of the Sanggunian and provide
technical assistance and support to the City Mayor in carrying out
measures to ensure the delivery of basic services and provision of
adequate facilities relative to the integration of the population and
development principles and in providing access to said services and
facilities.

2. Develop plans and strategies and implement the same, particularly those
which have to do with the integration of population development principles
and methods in programs and projects within the municipality. Specific
focus may be strategies to address issues on high fertility among rural
women, incidence of adolescent pregnancies and out-migration of
population.
3. Design various communication strategies that aim to generate demand for
responsible parenthood and family planning services, reduce adolescent
pregnancies and to build consciousness among the public on the
importance of population issues in relation to socio-economic
development.

4. Monitor and evaluate the implementation of the POPDEV program within


the entire municipality covering its component barangays. The result of the
M&E shall serve as inputs in the enhancement of the program at
municipal level.

5. Maintain and utilize population and development database and


information system for program management and service delivery
(e.g.referral within the municipality).

6. Integrate population and development initiatives and strategies in municipal


development plans, initiatives, services, and investment program.

7. Conduct of demand generation and Social Behavior Change


Communication (SBCC) activities for population and development at
the community level within the municipality.

8. Implement the provision of instruction on family planning and responsible


parenthood among applicants of marriage license or would-be-couples.

9. Mobilize the Barangay Population Volunteers (BPVs) for the delivery of


primary FP information and services particularly for short-acting methods
and natural family planning methods.

10. Direct provision of Adolescent Health and Development/ Adolescent


Sexual and Reproductive Health (AHD/ASRH) services through the health
and social facilities including the teen centers or one-stop-shop type of
facilities (in school and communities) for adolescents and you that the
municipal and barangay levels.

11. Monitor and evaluate population and development policies, plans and
strategies at the municipal level.

12. Provide report on the status of POPDEV implementation to the


Provincial POPDEV Office for consolidation, and for submission to the
Commission on Population and Development – Caraga Region.

SECTION 6: BARANGAY POPULATION VOLUNTEERS (BPV). There shall be a


Barangay Population Volunteer (BPV) at the ratio (e.g., 1 BPW/V: 5,000 population)
or at least one (1) BPV per barangay who shall be designated by the Punong
Barangay.
The deployment of BPV is crucial to ensure the delivery of POPDEV-related services
and activities at the community level. The BPV shall be separate from the existing
barangay health workers (BHW) and barangay nutrition scholar (BNS) to focus on
the delivery of POPDEV-related services and interventions or to be integrated within
their functions.
SECTION 7: The recruitment and placement of the plantilla personnel of the CPDO
can be in a gradual and progressive scheme for the period of 2022 – 2024,
depending on available resources of the municipality.
SECTION 8. The Sanggunian Secretary is hereby ordered to furnish copy of this
Ordinance to the Secretary of the Department of Budget and Management (DBM);
Executive Director, and the Regional Director of the Commission on Population and
Development; and the Regional Development Council, for their information.
SECTION 7. REPEALING CLAUSE. All ordinances, implementing rules and
regulations, and executive orders, or parts thereof, which are inconsistent with the
provisions of this Ordinance are hereby repealed and/or modified accordingly.
SECTION 8. SEPARABILITY CLAUSE. If, for any reason or reasons, any part or
provision of this Ordinance shall be held to be unconstitutional or invalid, other parts
or provisions hereof which are not affected thereby shall continue to be in full force
and effect.
SECTION 9. EFFECTIVITY CLAUSE. This Ordinance shall take effect immediately
upon its approval.
