Background

Nuclear energy is emerging as an important theme in global energy transition scenario. Globally,
it constitutes about 4 % of the primary energy mix. Small Modular Reactors (SMRs)—with
multitude of applications including electricity generation, grid integration of renewables, process
heat, desalination and hydrogen production—are opening up new avenues for deeper and
accelerated adoption of nuclear technology. Small Modular Reactors (SMRs) are advanced
reactors that have a power generation capacity of typically ranging from <30 MW(e) to 300
MW(e) per reactor. SMRs are:

Small – physically a fraction of the size of a conventional nuclear power reactor.


Modular – making it possible for systems and components to be factory-assembled and
transported as a unit to a location for installation.
Reactors – harnessing nuclear fission to generate heat for electricity production or direct
application.
Due to their capacity to address the demand for flexible power generation for a larger range of
consumers, to serve non-electrical applications and replace ageing fossil fuel-fired power
facilities, small and medium-sized or modular reactors have gained increasing attention on a global
scale. Additionally, they exhibit improved safety performance through inherent and passive safety
measures and are appropriate for cogeneration and non-electric applications. They also provide
possibilities for isolated areas with less developed infrastructures and the potential for synergetic
hybrid energy systems that mix nuclear and alternative energy sources, such as renewables.

More than 80 SMR designs, and concepts are currently under development across the world and
have varying degrees of readiness levels. The deployment of SMRs require a roadmap which will
include key issues such as safeguards, safety, security, regulatory and policy environment,
manufacturing, design etc. Sharing international best practices and creating a conducive
investment environment are needed to encourage the participation of both private and public sector
in this area.

This G20 International Seminar on “The Role of Small Modular Reactors in the Energy
Transition” intends to bring together industry, policymakers, public sector enterprises, private
sector companies, regulatory bodies, and international agencies to deliberate upon the key issues
with respect to SMRs development and deployment. The exercise aims to initiate discussions
around the way forward for enabling policy/regulatory framework and other challenges faced by
nuclear sector which can accelerate the deployment of SMRs.
