INSTRUCTIONS TO BIDDER

1.0) Proposal Background

Papua LNG Development PTE. LTD and its partners, are currently engaged in the Papua
LNG Development Project where the Upstream CPF and Well Pads are located in the permit
area known as Petroleum Retention License No 15 (PRL-15), Gulf Province, in the
Independent State of Papua New Guinea (PNG).

PAPUA LNG DEVELOPMENT PTE. LTD. desires ENGINEER (JV of TECHNIP ENERGIES
(M) SDN. BHD and CLOUGH PROJECTS AUSTRALIA PTY LIMITED) to participate in a
competitive Front End Engineering Design (FEED) which could potentially lead to the award of
a contract for Engineering, Procurement, Supply, Construction and Commissioning of the
PLANT.

2.0) E-Procurement

This RFQ is handled through E-Procurement website www.epc-business.com. The user

guides for this system can be obtained by clicking the icon “?” in the “Help-on-Line” at the
BIDDER’s homepage.

The bid will be considered as submitted when the “submit” button is clicked. This system is
unable to accept any bids received after the closing date.

3.0) Acknowledgement of RFQ

The BIDDER must acknowledge receipt of the RFQ within 48 hours by sending back
"Acknowledgment of RFQ", through the E-Procurement website.

4.0) Bid Submission

The bid must be submitted via EPC Business in accordance with the notification received. Bids
are only to be submitted using the tab ‘Upload Bid Documents’, and split into 2 distinct bids:
• Priced Copy
• Unpriced Copy

5.0) Commercial Bid Content

5.1) Validity of Bid

Budgetary only. BIDDER please indicate % accuracy.

5.2) Currency

Prices are to be quoted in US Dollars (USD) or other local currency.

5.3) Place of Delivery

BIDDER is to quote Base case FCA Supplier’s workshop, country of origin. Location to be
clearly specified.

5.4) Delivery Time

Please quote best expected FCA delivery in calendar weeks (including all holidays) from date
of P.O.

5.5) Other Optional Prices

BIDDER is to provide the following complementary information (whichever is applicable):

 Site supervision daily rates and estimated duration (mandays) for the following:
o Site assistance for installation of the equipment
o Site assistance operations for the pre-commissioning and
commissioning/start-up
 Training: Vendor to propose training programs (maintenance and operation) with
applicable rates and duration.
 Special tools
 Capital Spares
 Two (2) Year Operating spares

6.0) Warranty Period

Thirty-six (36) months from the PROVISIONAL ACCEPTANCE CERTIFICATE (PAC). At this
stage, bidder to provide optional estimated cost for warranty compliant up to end 2031.

7.0) Confidentiality – Property of Documents

As per signed Non-Disclosure Agreement.

All and any information related to the project within the scope of which the WORK is
performed, to implementation of this project or to this inquiry (Request for Quotation) shall
be treated as confidential. Any disclosure of such information or submission of such
information in any form to a third party or providing an opportunity to learn this information to
a third party is forbidden.
All and any documents included in this inquiry (Request for Quotation) are confidential and
remain ENGINEER’s property. Should the BIDDER decline to submit a bid or should the
ENGINEER not accept the Bid, all and any documents included in this inquiry (Request for
Quotation) or provided to the BIDDER in connection with the Bid, should be returned to the
ENGINEER within a minimum reasonable period.
