What is Consumer Law?
Consumer Act of the Philippines or the R.A .7394

This law is designed to prevent business that


engage in fraud or specified unfair practices
from gaining an advantage over competitors
and provide additional protection for the
weak and those unable to take care of
themselves .
R.A. 7394 was approved in 1992,
thanks to principal authors
Congressman Emigdio Tanjuatco Jr.
and Senator Orlando Mercado, and the
indispensable role played by
consumerist Atty. Zenaida Reyes and
the UP Law Center.
Basic Policy of the R.A. 7394

It is the policy of the state to


protect the interest of the
consumer, promote general welfare
and to establish standards of
conduct for business and industry.

CONSUMER PRODUCT QUALITY AND SAFETY

It shall be the duty of the State:


to develop and provide safety and quality standards for consumer products,
including performance or use-oriented standards, codes of practice and methods
of tests
to assist the consumer in evaluating the quality, including safety, performance
and comparative utility of consumer products
to protect the public against unreasonable risks of injury associated with
consumer products
to undertake research on quality improvement of products and investigation into
causes and prevention of product related deaths, illness and injuries; to assure
the public of the consistency of standardized products.

and responding to consumer complaints into the development of
consumer policies, rules and regulations, assuring as far as
practicable simple and easy access on the part of the consumer to
seek redress for his grievances.
• All consumer products sold in retail shall bear an
appropriate price tag, label or marking indicating the
price of the article. Consumer products shall not be
sold at a price higher than that stated in the price tag
