INTERIOR CONFIGURATION OF AIRCRAFT

A. AUTHORITY:
A1. This Airworthiness Notice has been issued under the authority vested in DG CAA vide rules 4 and
sub-rule (3) & (5) of 333 of Civil Aviation Rules 1994 (CARs, 1994).
B. PURPOSE:
B1. The purpose of this Airworthiness Notice is to define the PCAA requirements regarding acceptable
interior configuration of Pakistan registered aircraft.
C. SCOPE:
C1. This Airworthiness Notice is applicable to all PCAA registered aircrafts over 5700 kg MTOW,
certificated in the Public Transport Category (Passenger) and configured to carry 19 or more
passengers.
D. DESCRIPTION:
D1. DEFINITIONS:
D1.1 ECO: Engineering Change Order (ECO) is an approval of any Minor/ Major modifications
granted by PCAA
D1.2 LOPA: Lay Out of Passenger Accommodations (LOPA) is an aircraft interior
configuration document that includes, but not limited to, locations of passenger and flight
attendant seats, emergency equipment, exits, lavatories and galleys. LOPA is the
document that certifies the interior components and installation.
D2. REQUIREMENT:
D2.1 During the life of a large aircraft, the interior configuration may be changed several times
depending upon the requirements of an air operator.
D2.2 At the time of aircraft induction in Pakistan, PCAA may accept the interior configuration
on the basis of LOPA duly approved by the competent authority i.e. State of Design,
Design Organization approval holder etc.
D2.3 Any subsequent change in the aircraft interior configuration of Pakistan registered aircraft
requires prior modification approval from PCAA in accordance with the latest issue of
ANO-006-AWRG.
D2.4 Operators/Owners of Pakistan registered aircraft, intending for a change in aircraft
interior configuration, shall submit an application to HQs Airworthiness directorate on
PCAA form CAAF-133-AWEG along with following documents:
D2.4.1 For Major Modification (refer ANO-006-AWRG for defining major modification):
D2.4.1.1 ECO package in accordance with ANO-006-AWRG
D2.4.1.2 LOPA prepared by TC Holder or EASA Part-21 Design
Organization approval holder/ FAA approved DER having
relevant scope of approval
D2.4.2 For Minor Modification (refer ANO-006-AWRG for defining minor modification):
D2.4.2.1 ECO package in accordance with ANO-006-AWRG
D2.4.2.2 LOPA prepared by TC Holder or EASA Part-21 Design
Organization approval holder/ FAA approved DER having
relevant scope of approval or owner/ operator of aircraft
D2.5 After satisfactory evaluation and submission of necessary documents, PCAA will approve
the ECO along with the approval of LOPA.

This Airworthiness Notice shall be implemented with effect from 21st January, 2019 and repeals /

cancels / supersedes AWNOT-032-AWRG-3.1, dated 29 May, 2014.
