Information and Instructions to Candidates

Common Registration of Application to seek admission to University Department of Anna University,


Government Aided Engineering College and for the seats surrendered by the Self – Financing Engineering
Colleges under the unified Single Window Admission System for INDIAN NATIONALS.

1. ALLOCATION OF SEATS IN COLLEGES


Seats in B. Arch. Degree Course in University Department of Anna University in the
School of Architecture and Planning Campus.
Seats in B. Arch. Degree Course in Government Aided Engineering College and seats
surrendered by the Self-Financing Engineering Colleges.

As a prerequisite for selection to B. Arch. Degree course, the candidates should have
qualified an aptitude test in architecture conducted by the Council of Architecture.

A Candidate needs to register only one application for all the Colleges / Institutions
mentioned above. Candidates seeking admission under special reservation should also give
their option for Special Reservation category at the time of registration. The Special
Reservation categories are given in Section 6 on pages 5 to 8.
2. Duration of the Programme
Five Academic Years comprising 10 Semesters.
3. ELIGIBILITY RULES

Candidates satisfying the eligibility conditions given below as on the last date prescribed for registration of
online application are eligible to apply. Passing the qualifying examination after the last date of
registration of online application shall not be considered.
Nativity of Tamil Nadu
i) Tamil Nadu candidates who have passed VIII, IX, X, XI and XII Std. from schools situated in Tamil
Nadu are eligible to apply. They need not produce Nativity Certificate for verification.

ii) Tamil Nadu native candidates who have passed any of the VIII, IX, X, XI and XII Std. or their
equivalent examination from schools situated outside Tamil Nadu can also apply. They should
produce Nativity Certificate only in electronic form/digitally signed e-Certificate issued
by the Government of Tamil Nadu.

iii) Children of Central Government Employees may also apply for admission, irrespective of their
native, provided their parents or guardians (only if both parents are not alive) have been serving
in Tamil Nadu continuously for the past FIVE YEARS at the time of submission of application.
This should be supported by producing a certificate from the employer of the parent or guardian,
to that effect.

iv) Children of employees in Public Sector or Government recognized Institutions who at the time of
submission of application for admission employed in Tamil Nadu continuously for the past five
years may also apply irrespective of their domicile. A certificate from the employer stating that the
person is a Permanent Employee of the Firm or Institution concerned with evidence like Income
Tax return, PF Slips, etc. and is working in Tamil Nadu continuously for the past FIVE YEARS has
to be produced.

v) Sons and daughters of All India service Tamil Nadu cadre officers are eligible to apply. A Self
declaration from the parent in this regard is to be produced.
vi) Other State candidates who have studied VIII, IX, X, XI and XII Std. in Tamil Nadu are eligible to
apply. They need not produce ―Nativity Certificate.

Note:
1. Applications without proper Nativity Certificate of Tamil Nadu for Category (ii) without
proper employer certificate for categories (iii) and (iv) & without self-declaration
from the parent for category (v) will not be considered.
2. Category (vi) need not produce employer certificate / nativity certificate of Tamil Nadu.
3. Categories from (iii) to (vi) will be considered under ―Open Competition.

Srilankan Tamil Refugee

As per G.O. (St) No. 172 Higher Education (J2) Dept. dated: 29.06.2010 candidates who are Srilankan
Tamil Refugee studied in Tamil Nadu will be considered under open competition. They have to produce
the following certificates for verification.

(i) Identification certificate from the Head Quarters Tahsildar.


(ii) Those who have not registered in the refugee camp should produce original passport,
visa and letterregistered with Police Station.

Qualifying Examinations and Eligibility

 No candidate shall be admitted to architecture course unless he has passed an examination at the end
of the 10+2 scheme of examination with at least 50 per cent. aggregate marks in Physics, Chemistry
and Mathematics and also at least 50 per cent. marks in aggregate of the 10+2 level examination or
passed 10+3 Diploma Examination with Mathematics as compulsory subject with at least 50 per cent.
marks in aggregate.
 The candidate needs to qualify an aptitude test in architecture conducted by the Council of
Architecture.
 The candidates should have obtained marks greater than or equal to the qualifying marks prescribed in
NATA2023 score card to consider NATA marks.
 As per (NATA2023 Information Brochure), in case a candidate appears for 2 Tests, best of the 2 scores
shallbe taken as the valid score and in the case of 3 attempts, valid score shall be taken as the average
of the 2 best scores.
a) HSC (Academic)/ Equivalent:
Candidates who have passed 10+2 or its equivalent examination with atleast the following
minimum aggregate marks in Physics, Chemistry & Mathematics and also at least Minimum aggregate
mark in all the subjects put together category wise.

c) International Baccalaureate Diploma
Candidates who have passed International Baccalaureate Diploma after 10 years of Schooling,
with Mathematics as a compulsory subject.

Note:
1. When the candidates produce grade certificates, they have to produce the actual marks also
otherwise, only the minimum marks applicable to the grades in the eligible subjects will be taken into
account.
2. For the purpose of calculation of marks for eligibility in respect of sandwich Diploma candidates, the
marks of allthe other semesters in which there is no industrial training shall be considered.
3. For minimum eligibility, rounding of marks and normalized marks will not be considered.

Improvement Marks: As per the G.O. No. 184 HE (J2) Dept. dt: 09.06.2005 and G.O. (st) No. 143 HE
(J2) Dept. dt: 06.05.2008 improvement marks obtained by the candidates including Other State
candidates from 2006 onwards will not be considered.
4. MODE OF SELECTION FOR ADMISSION TO GENERAL CATEGORY
The ranking of candidates for the seats will be on the basis of the marks obtained in the qualifying
examinationand also in the NATA 2023 conducted by Council of Architecture, New Delhi. Those who have
not appeared or not qualified in the NATA 2023 are not eligible for admission to B. Arch. Degree Course
through single window counseling.

HSC Academic/Diploma/Equivalent
The total academic marks for H.Sc candidates will be reduced to 200 or diploma marks in all the
Semesters put together will be reduced to 200. The maximum marks for the Aptitude Test (NATA 2023) for
academic or diploma candidates are 200. Ranking of the candidates will be based on the total marks of 400
(NATA mark 200 and Academic mark 200).

A merit list will be prepared based on the total marks of 400. In cases where more than one
candidate have got the same marks in the common merit list, the inter-se-merit among such candidates
shall be determined in the order of priority as specified below:-

(i) Higher Secondary/Diploma Aggregate (ii) date of birth (elder will be given preference) and (iii) Random
number Assigned (higher value will be given preference)

The overall rank and Community-wise rank list will be published in website, https://tneaonline.org or
https://www.dte.tn.gov.in. The college will be provisionally allotted only through online counselling,
as per their choice.
5. ALLOCATION OF SEATS
Selection shall be made under seven categories namely OC, BC, BCM (BC Muslim), MBC & DNC, SC,
SCA and ST following the rule of reservation of Government of Tamil Nadu as follows.

(a) Tamil Nadu native candidates alone will be considered for communal reservation. The community
recorded in the certificate of Tamil Nadu candidate should appear in the list of communities approved by
the Government of Tamil Nadu (Annexure – I).

(b) The applicants from Tamil Nadu State should have obtained permanent community certificate (for
SC/SCA/ST/MBC & DNC, BC and BC Muslim candidates) either in permanent card format / electronic
form / digitally signed e-Certificate issued by Govt. of Tamil Nadu only from the authorities given
below on or before the last date prescribed for registration of online application. Community Certificate
obtained after the last date prescribed for registration of online application will not be considered.

(c) Community Certificate obtained from Other States will not be considered for communal reservation.

(d) For communities linked with Districts (See Annexure-l) the candidates should obtain their community
certificate in the respective districts except the communities mentioned in the G.O. (st) No. 95 BC, MBC &
Minorities Welfare Department dt: 28.10.2009. Such of those community certificates obtained on or after
28.10.2009 will be considered. Community certificate obtained from other than the respective district will not
be considered.
(e) Candidates who have not produced the Permanent Community [Card] Certificate or
electronic form/ digitally signed e-Certificate at the time of original certificates verification at
TFC their application willbe treated under “Open Competition” (OC) Category only.

The candidate is further informed that in the event of such a decision, the eligibility conditions & rules
prescribed for OC Category will be applicable for such candidates and if such candidates do not satisfy
the rules of OC Category their applications are liable to be rejected. No correspondence in this regard will
be entertained.

(f) ST / SC / SCA / MBC & DNC / BC / BCM candidates are eligible for selection under Open Competition
in additionto the reservations made for them.
6. Special Reservation

6.1 Special Categories

The special reservation categories and the quota for these categories are given in the Table.
Candidates are instructed to produce appropriate certificates and supporting documents for special
reservation claim. If appropriate certificates and documents are not produced, their claim under such
categories will not be considered.

Only Tamil Nadu Native candidates are eligible for Special reservation.

(i) Candidates claiming admission against the reservation of seats under Son‘s / Daughter‘s of Ex-
Servicemen Category (Item No. 1) should produce the certificate in the format (Certificate No. III) from an
officer of the Department of Ex-servicemen‘s Welfare of Tamil Nadu not below the rank of Assistant Director
of Ex- servicemen‘s Welfare of the district in which the dependent is a native. Candidates should also
produce discharge certificates and Ex-Servicemen ID card of their parent.
(ii) Candidates seeking admission against reservation set apart for Visually Impaired, Hearing impaired (Deaf),
orthopaedically Differently Abled Persons, Autism, Multiple disabilities (Item Nos. 2a to 2e) should produce
the certificate from the Medical Board (minimum 3 doctors) of the District concerned certifying the
nature and extent of disability in percentage and with regard to his/her suitability for admission to
Engineering Colleges specifically mentioned under 6.2 and in the format (Certificate No. IV/V/VI/VII/VIII).
Certificates obtained from an individual Doctor will not be considered.

Further, a separate medical Board for each category will examine the candidates with
reference to their certificates.
(iii) Candidates seeking admission against special reservation of seats under Eminent Sports Persons (Item.
No. 3) should upload their original sports certificates along with appropriate forms as given in Annexure
III. A separate instructions will be given later after the completion of registration process.
(iv) Candidates seeking admission against seats under Special reservation categories (Item No. 1 to 3) should
also satisfy the eligibility rules. The candidates are also eligible for admission under general
counseling.

6.2 Eligibility criteria for various disabilities

A. Norms for Visual Impairment


Candidates with low vision of 40 % and above are considered as disabled, and hence eligible for claiming Admission
againstDifferently Abled Persons category (Certificate No. IV).

1. "Blindness" means a condition where a person has any of the following conditions, after best correction—
(i) total absence of sight; or
(ii) visual acuity less than 3/60 or less than 10/200 (Snellen) in the better eye with best possible correction; or
(iii) limitation of the field of vision subtending an angle of less than 10 degree.
2. "Low-vision" means a condition where a person has any of the following conditions, namely:—

(i) visual acuity not exceeding 6/18 or less than 20/60 up to 3/60 or up to 10/200 (Snellen) in the
better eye withbest possible corrections; or
(ii) limitation of the field of vision subtending an angle of less than 40 degree up to 10 degree.
Person with impairment of vision of less than 6/18 to 6/60 with best correction in the better eye or
impairment of fieldin any one of the following categories:
(a) Reduction of fields less than 50 degrees, (b) Heminaopia with macular involvement, and (c)
Attitudinal defectinvolving lower fields categories of Visual Disability all with correction.

B. Norms for Hearing Impairment
Candidates with hearing ability of 40 db and above only in the better ear with speech discrimination score
of 50 % and above are considered disabled and hence eligible for claiming Admissions against
Differently Abled Persons category (Certificate No. V).
1. "Deaf" means persons having 70 DB hearing loss in speech frequencies in both ears.
2. "Hard of hearing" means person having 60 DB to 70 DB hearing loss in speech frequencies in both ears.

C. Norms for Locomotor Disability


Candidates with permanent physical impairment of 40 % and above are considered as disabled. The
candidates with Locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and
muscular dystrophy of the following types are eligible for claiming Admission against Differently Abled Persons
category (Certificate No. VI).
1. Locomotor disability (a person's inability to execute distinctive activities associated with movement of self
and objects resulting from affliction of musculoskeletal or nervous system or both).
(i) Independent in ambulance with or without calipers but without walking aids. (ii) Good Standing Balance
without calipers but without any support. (iii) Hand Function with normal limit without any aid. (iv) Good
control over bladder & bowel. (v) Disease must be non progressive.

2. “Leprosy cured person" means a person who has been cured of leprosy but is suffering from—
(i) loss of sensation in hands or feet as well as loss of sensation and paresis in the eye and eye-lid but with
no manifestdeformity;
(ii) manifest deformity and paresis but having sufficient mobility in their hands and feet to enable them to
engage in normal economic activity;
(iii) extreme physical deformity as well as advanced age which prevents him/her from undertaking any gainful
occupation, and the expression "leprosy cured" shall be construed accordingly;
3. "Cerebral palsy" means a Group of non-progressive neurological condition affecting body movements and
muscle coordination, caused by damage to one or more specific areas of the brain, usually occurring before,
during or shortly after birth;

4. "Dwarfism" means a medical or genetic condition resulting in an adult height of 4 feet 10 inches (147
centimeters) or less;

5. "Muscular dystrophy" means a group of hereditary genetic muscle disease that weakens the muscles that
move the human body and persons with multiple dystrophy have incorrect and missing information in their
genes, which prevents them from making the proteins they need for healthy muscles. It is characterised by
progressive skeletal muscle weakness, defects in muscle proteins, and the death of muscle cells and tissue;

6. "Acid attack victims" means a person disfigured due to violent assaults by throwing of acid or similar
corrosive substance.

D.Norms for Autism, Intellectual Disability, Specific Learning Disability and Mental Illness

Candidates with permanent physical impairment of 40 % and above are considered as disabled. The
candidates with Autism, Intellectual Disability, Specific Learning Disability and Mental Illness of the following types
are eligible for claiming Admission against Differently Abled Persons category (Certificate No. VII).

1. "Speech and language disability" means a permanent disability arising out of conditions such as
laryngectomy or aphasia affecting one or more components of speech and language due to organic or neurological
causes.

2. Intellectual disability, a condition characterized by significant limitation both in intellectual functioning


(reasoning, learning, problem solving) and in adaptive behaviour which covers a range of every day, social
and practical skills, including—
(i) "specific learning disabilities" means a heterogeneous group of conditions wherein there is a deficit in
processing language, spoken or written, that may manifest itself as a difficulty to comprehend, speak, read,
write, spell, or to do mathematical calculations and includes such conditions as perceptual disabilities, dyslexia,
dysgraphia, dyscalculia, dyspraxia and developmental aphasia;
(ii) "autism spectrum disorder" means a neuro-developmental condition typically appearing in the first three years
of life that significantly affects a person's ability to communicate, understand relationships and relate to others,
and is frequently associated with unusual or stereotypical rituals or behaviours.

3. Mental behaviour — "mental illness" means a substantial disorder of thinking, mood, perception, orientation or
memory that grossly impairs judgment, behaviour, capacity to recognize reality or ability to meet the ordinary
demands of life, but does not include retardation which is a condition of arrested or incomplete development of
mind of a person, specially characterized by sub normality of intelligence.

4. Disability caused due to—


(i) chronic neurological conditions, such as—
(a) "multiple sclerosis" means an inflammatory, nervous system disease in which the myelin sheaths around
the
axons of nerve cells of the brain and spinal cord are damaged, leading to demyelization and affecting
the ability of nerve cells in the brain and spinal cord to communicate with each other;
(b) "Parkinson‘s disease" means a progressive disease of the nervous system marked by tremor,
muscular rigidity, and slow, imprecise movement, chiefly affecting middle-aged and elderly people
associated with degeneration of the basal ganglia of the brain and a deficiency of the neurotransmitter
dopamine.
(ii) Blood disorder—
(c) "hemophilia" means an inheritable disease, usually affecting only male but transmitted by
women to their male children, characterized by loss or impairment of the normal clotting ability of
blood so that a minor would may result in fatal bleeding;
(d) "Thalassemia" means a group of inherited disorders characterized by reduced or absent
amounts of hemoglobin.
(e) "sickle cell disease" means a hemolytic disorder characterized by chronic anemia, painful
events, and various complications due to associated tissue and organ damage; "hemolytic" refers to the
destruction of the cell membrane of red blood cells resulting in the release of hemoglobin.

E. Norms for Multiple Disabilities


Candidates with multiple disabilities with permanent physical impairment of 40 % and above are
considered as disabled and they are eligible for claiming Admission against Differently Abled Persons
category (Certificate No. VIII).
Multiple Disabilities (more than one of the above specified disabilities) including deaf blindness
which meansa condition in which a person may have combination of hearing and visual impairments causing
severe communication, developmental, and educational problems.

7. MODE OF SELECTION FOR ADMISSION UNDER SPECIAL RESERVATION CATEGORIES


Candidates who are applying for special reservation categories as in Item No. 1, 2 and 3 (Refer Section
6.1 & 6.2) should satisfy the rules stipulated for admission. Allocation of Special Reservation seats will be
followed as per communal reservation.
Selection for Item No. 1, Sons / Daughters of Ex-Servicemen and Item No.2, Persons with Benchmark
disabilities will be based on their ranking.
Selection for Item No. 3 will be based on the total marks obtained for Achievements in sports as per Annexure
III.
If any vacancy arises, it will be reverted to the general counseling in the respective communities.

8
8. TUTION FEE CONCESSION
8.1 Full Fees Waived for Those Admitted Under 7.5% Reservation For Government
SchoolStudents.
As per the GO 221 Higher Education (J2) Dated: 15.11.2021, The State government will
absorb the expenses for education in professional courses of students admitted under the 7.5%
reservation for government school students. The fees for counselling, tuition and hostel, would be
paid by the government itself. They have to submit the proof for Government School study details
from Sixth Standard to Twelfth standard.

The following categories of schools are classified as Government schools.

8.2 First Graduate Tuition Fee Concession


In the G.O. (st) No. 85 Higher Education (J2) Department dated: 16.04.2010, the Government have ordered
to grant tuition fee concession to the candidates who are to be the first graduate in a family, those who are
attending counselling and joined in professional courses in Government / Aided and Self-Financing
Engineering Colleges.
They have to submit the following:
Certificate obtained from Head Quarters Deputy Tahsildar in the format prescribed in G.O.
Electronic form/digitally signed e-Certificate only will be accepted which necessarily should include
name of applicant‘s father, mother, father‘s father, father‘s mother, mother‘s father, mother‘s mother,
brother (s) and sister (s) and joint declaration by himself and parent/guardian in the prescribed format.

If the applicant’s Brother or Sister has already availed First Graduate Tuition Fee
concession for studying Professional Courses, then the applicant is not eligible for such
concession.

8.3 POST MATRIC SCHOLARSHIP

In the G.O. (st) No. 6 Adi Dravidar and Tribal Welfare (AD3) Department dated 09.01.2012, G.O. (st)
No. 92 Adi Dravidar and Tribal Welfare (AD3) Department dated 11.09.2012 and G.O. (st) No. 16 Adi
Dravidar and Tribal Welfare (AD3) Department dated 24.02.2014, the Government have ordered to grant
Post Matric Scholarship to SC/SCA/ST candidates and for SC/SCA converted Christians, whose parental
annual income is less than Rs. 2,50,000/- from all the sources shall only be eligible. The eligible candidates
have to submit income certificate obtained from appropriate authorities and get the Post Matric Scholarship
from the colleges where they get admitted.

9. PROCEDURE FOR REGISTRATION OF APPLICATION FORM

A Candidate seeking admission to first year B.Arch. degree course under unified Single Window
Admission System [TNEA 2023] should register his / her candidature online in Web Portal
https://www.tneaonline.org or https://www.dte.tn.gov.in from anywhere. For the convenience of
candidates, TNEA Facilitation Centers (TFCs) have been established in selected cities. Candidates can use
the facilities available in TFCs. The candidate, who satisfies the eligibility conditions as given in Section 3,
has to register his/her name by providing a username and password. The candidate has to remember
his/her username and password for further login and fill-up the application. The candidates must be ready
with details such as

12. The candidate should exercise their option whether he/she is applying for seats
reserved underspecial reservation categories such as

a) 7.5% reservation for Government School Students

11. COUNSELLING OF CANDIDATES
A merit list will be prepared based on the marks obtained in the qualifying examination and also in the
NATA 2023 conducted by Council of Architecture, New Delhi. The overall rank and community rank
will be published in the official TNEA Web portal (https://www.tneaonline.org or https://www.dte.tn.gov.in).
3-4 days are reserved for addressing applicant‘s grievances after the publication of the rank. In case of
grievances, applicants can contact the office of the Secretary, TNEA at Directorate of Technical Education,
Chennai 600025.
The applicant has to login in to the TNEA portal by using his/her user-ID and Password (same as
that used at the time of registration) for performing various activities in counseling. The online
counselling has four stages.
1. Choice Filling

2. Allotment

3. Confirmation of Allotment

4. Reporting to College/TFC and payment of fees depending upon their confirmation.

The following procedure will be followed for online counselling.


 A candidate will be given three days for the choice filling wherein the, candidate will have to fill
their choices of colleges and branches based on their preferences and informed decisions. The
order of choices is important. A candidate can fill any number of choices.

 Candidate‘s allotment will be based on the preferential order of choices based on their rank and
the eligible seat matrix.

 During Allotment stage, If the candidate is allotted a seat, then the following below mentioned
options will be shown for confirming the seat. The candidate must confirm their seat within 2 days
from the date of allotment. Failing to confirm the allotted seat, the allotted seat will be forfeited.

Various confirmation options

1. Accept and Join


 Candidate who is satisfied with the seat allotted, can download the provisional allotment
order and can report to the college on the specified date for admission. Candidate will
lose his/her allotted seat if failed to report to the college.

2. Accept and Upward


 Candidate is satisfied with the seat allotted but wishes to wait for allotment in the higher
order of his/her choice in the ensuing upward movement. For example, if the candidate is
allotted seat for choice 5, he/she can wait for choices 1,2,3,4. In case no better
choice is available in upward movement, then candidate is confirmed with the previously
allotted choice 5.

3. Decline and Upward

 Candidate is not satisfied with the allotted seat therefore he/she declines the allotment,
but prefers to wait for allotment in the higher order of his/her choice in the ensuing
upward movement. If he/she is unable to get his/her preferred allotment in upward
movement, then the candidate will not
be confirmed with any seat.
4. Decline and Quit

 If the candidate is not satisfied with the allotted seat and he/she do not wish to
participate in counselling, he/she can opt this choice.

 All candidates who are satisfied with the currently allotted seat and have opted for ―Accept and
Join must download the allotment order and report to the college within 5 days and complete the
admission procedure by paying the necessary fees (Candidates who has been allotted seat in
government 7.5% quota and candidates who have uploaded the required certificates for first
graduate scholarship or Post matric Scholarship are exempted from paying the fees). Non-

admission in the college will be considered as not willing to join and the allotment order will be
cancelled.

 All candidates who are satisfied with the currently allotted seat and have opted for ―Accept and
Upward‖ will be given tentative allotment order. They must report to the nearest TFC and pay the
tuition fees and submit their original certificates for holding the current seat. (Candidates who has
been allotted seat in government 7.5% quota and candidates who have uploaded the required
certificates for first graduate scholarship or Post matric Scholarship are exempted from paying the
fees).Non-reporting and non-payment of fees, will be considered as not willing to join and the
allotment order will be cancelled. Such candidates will lose allotted seat.

 During online counselling process, before start of upward movement, seats of candidates not
reported to college and seats of candidates not reported to TFC are pooled and will be considered for
upward movement.

Counselling for (i) Eminent sports persons, (ii) Differently abled persons, (iii) Sons and daughters of Ex-service
men and counselling for vacant seats of SCA will be held in online only. Applicants must ensure that all online
counselling activities like adding choices, locking choices, tentative allotment, submission of allotment option and
final allotment are performed at the official TNEA web portals (https://www.tneaonline.org or https://
www.dte.tn.gov.in ) only.

DEFINITIONS

Ex-Serviceman is a person who has served in any rank (whether as a combatant or as non
combatant ) in the Armed Forces of the Union, including the Armed Forces of the Former Indian
States (but excluding the Assam Rifles, Defense Security Corps, General Reserve Engineering
Force, Lok Sahayak Sena and Territorial Army) for a continuous period of not less than six months
after attestation and has been released, otherwise than at his own request or by way of dismissal
or discharge on account of misconduct or inefficiency, or has been transferred to the reserve
pending such release, or has to serve for not more than six months for completing the period of
service requisite for becoming entitled to be released or transferred to the reserve or, has been
released at his own request after completing Five Years‘ Service in the Armed Forces of the Union.

Locomotor disability (a person's inability to execute distinctive activities associated with movement of self and
objects resulting from affliction of musculoskeletal or nervous system or both).

"Cerebral palsy" means a Group of non-progressive neurological condition affecting body movements and muscle
coordination, caused by damage to one or more specific areas of the brain, usually occurring before, during or
shortly after birth;

"Dwarfism" means a medical or genetic condition resulting in an adult height of 4 feet 10 inches
(147 centimeters) or less;

"Muscular dystrophy" means a group of hereditary genetic muscle disease that weakens the muscles that move
the human body and persons with multiple dystrophy have incorrect and missing information in their genes, which
prevents them from making the proteins they need for healthy muscles. It is characterized by progressive skeletal
muscle weakness, defects in muscle proteins, and the death of muscle cells and tissue;

"Acid attack victims" means a person disfigured due to violent assaults by throwing of acid or similar corrosive
substance.

ALLOTMENT OF SEATS FOR CANDIDATES UNDER QUOTA FOR EMINENT SPORTS PERSONS

1. The purpose of this quota is to recognise and give weightage to the sports eminence of the candidates and
hence marks for sports achievements alone will be considered in ranking the candidates. The candidates are
expected to continue their good performance in sports, even after admission.
2. The candidate shall submit all the sports certificates along with participation certificates and relevant
forms issued by Association / Federation recognised, but only one highest achievement in a tournament (among
the International, National, State, Divisional and District) in an academic year in the sports disciplines listed in
Table VIII will be considered for awarding marks.
3. Selection of the candidate will be based on the marks obtained by the candidate strictly following the guidelines,
given in the tables.

4. (a) For International Tournaments:

Category – I Olympics, World Cup, Commonwealth Games and Asian games (Games organised in 4
years frequency by the International Olympic Committee).
Category – II A minimum of six countries must have participated for International tournaments which are
not covered under Category I and such tournaments should have been approved by Indian
Olympics Association(IOA), Sports Authority of India (SAI) and Ministry of Youth Affairs and
Sports(MYAS),Government of India. Open or Invitational or Memorial or any indifferent
nomenclature or title of tournaments or Championships at International level, not approved
by any of the above authority will not be considered for marks.
1. Participation or achievement in International tournaments will be considered only with earlier
achievements at National and State level tournaments. Direct participation in any International
or National tournaments will not be considered for award of marks.
2. The highest achievement in only one annual regular tournament, officially conducted in a regular manner by
the member National Olympic Committee (NOCs) authorised by the International Olympic Committee (IOC)
or International Sports Federations affiliated to the IOC will be considered for award of marks. The
players/sports persons representing the Country in such tournaments through Indian Olympic Association
(IOA) or respective National Sports Federations recognised by the Ministry of Youth Affairs and Sports,
Government of India or IOA will be considered for award of marks in each year.
3. Only tournaments officially recognised by the Indian Olympic Association / respective official National
Federations will be considered for the award of marks (for each year) from 01.06.2019 to Last date of
submission of application (01.06.2019 to 31.05.2020, 01.06.2020 to 31.05.2021, 01.06.2021 to
31.05.2022 and 01.06.2022 to Last date of submission of application).
4. Certificates of Participation or Achievements in tournaments, submitted along with Form I alone are eligible
for marks indicated in Table (I) above (should be submitted before the last date for submission of application).
5. Players who participated in any of the categories I and II, in Table(I) should produce the copies of the
following:-
i. VISA, Immigration entry in passport, clearance from Ministry of Youth Affairs and Sports (Government
of India), Indian Olympic Association and respective National Sports Federations including BCCI.
ii. The fixture, draw, schedule of events, players‘ accreditation, National Medal, Merit, Diploma, Participation

certificate and Form–I issued by the respective National Sports Federation and certificates signed
and issued in the prescribed format by the President or Secretary General of the National Olympic
Committeeof the Organising Country and International Federation.
4 (b) For National Tournaments
1. National tournaments should have been officially be recognised as the regular annual championship /
tournament by MYAS or IOA or SAI or SDAT or respective official National Sports Federation will be
considered (for each year) for the award of marks.
2. Marks will not be awarded for selection trials and coaching camps.
3. Tournaments conducted by the Federations which are not recognized by the IOA or MYAS, TNOA or SDAT
at National level for a particular period will not be considered for award of marks.
4. Candidates must have participated at Zonal, District, Divisional, National, and International in a particular
Game/Sport in the same hierarchical order as per the existing norms applicable for a particular
Game/Sports.

4 (c) For State Tournaments


1. State level tournaments should officially be recognized as the regular annual championship or tournament
by respective official State Association or SAI or SDAT will be considered (for each year) for the award of
marks.
2. Marks will not be awarded for selection trials and coaching camps.
3. Any tournaments conducted by the Association which are de-recognised by the TNOA or SDAT at State level
for a particular period will not be considered for award of marks.

4 (d) For CBSE/KV Schools Sports Achievements


1. The number of KV and CBSE Schools, when compared to State Board Schools in TamilNadu, is very less.
Hence, the cluster level achievements are not considered.
2. The candidates participated in the tournament conducted by CBSE and KV Schools, at Regional / South Zone
are equated to Divisional Level Achievements, and the National Level Achievements are equated to State
Level of State Board Schools.

5. General Conditions
1. For consideration of candidates seeking admission under the category of eminent sports person, he/she
shouldenclose all the attested photo copies of participation certificates and the relevant forms issued by the
competent sports authorities. The application along with all the sports certificates /relevant
forms/documents as given in 4(a) 5 (page number 28), should be presented for certificate
verification which will be done at College of Engineering, Guindy Campus, Anna University
Chennai.
2. Participation / achievements in each academic year from 01.06.2019 to Last date of submission of
application (01.06.2019 to 31.05.2020, 01.06.2020 to 31.05.2021, 01.06.2021 to 31.05.2022 and
01.06.2022 to Last date of submission of application). in sports / games shown in the list alone will be
considered for the award of marks. National or State Level Championships or Tournaments conducted by
Sports Federations or Associations recognized by MYAS or IOA or SDAT or TNOA alone will be considered
for the award of marks. (Recognition of State Associations / National Federations should be relevant to
the year concerned).
3. Relevant attested copies of certificates issued by the competent authorities as detailed below are to be
submitted along with the application before the last date for receiving the applications.

4. These Certificates are not valid unless signed personally in ink by the authorities mentioned above.
5. Open or Invitational or Memorial or any indifferent nomenclature or title of tournaments or Championships at
District or State or National or International level will not be considered for marks.
6. District or Inter-District Championship means the championships conducted by the respective recognized
District or State Sports Association for a Revenue District or Revenue Districts in the State of TamilNadu.
7. Direct participation or achievement at any level without participating in the qualifying level competitions such
as District or State or National or direct selection conducted by District or State Sports Association or National
Sports Federation to represent the District or State or National or International tournaments or championships
will not be considered for award of marks.
8. For International achievements in Tennis, marks for Gold, Silver and Bronze will be awarded to players who
are ranked first, second and third respectively in the ATP or WTA rankings of International Tennis Federation
for awarding participation marks for the top 5 ranked players will be considered from the ATP or WTA list
published by the International Tennis Federation. Necessary document and proof should be enclosed by the
candidate.
For National or State level achievement in Tennis, marks for Gold, Silver and Bronze will be awarded to players

who are ranked first, second and third respectively in the AITA or TNTA at National or State. For awarding participation
mark the top 5 ranked players will be considered from the list published by AITA or TNTA at National or State level
based on the ranking. Necessary document and proof should be enclosed by the candidate.
9. Certificates should be in printed form and necessary Form–I and II should be in prescribed format. (Certificates or
forms issued in letter pads will be invalid).
10. All other sport disciplines in which ranking is the criteria for assessment of achievement, rules indicated in item 8
above will be applicable for the award of marks.
11. For Cricket, the annual official Championships or tournaments conducted within the country under the auspices of
TNCA or BCCI at District or State or National Level alone will be taken into consideration for that year.
12. Multiple events in a particular sport must be standardized events and in accordance with the events organized by the
approved International Federations. Events newly created and not in accordance with the requirement will not be
considered for award of marks.
13. Participation or achievements of candidates with nativity of Tamil Nadu who represented Tamil Nadu alone are eligible
for marks under National Category.
14. Only Tamil Nadu candidates are eligible to apply for admission under Sports Quota and only the KVS and CBSE schools
within Tamil Nadu are eligible for marks.
15. A Common Committee for Engineering and Medicine constituted for this purpose will rank the candidates based on the
marks assigned to the certificates enclosed along with the application. Candidates with a minimum sports mark of 5
and above alone will be considered for ranking.
16. All the achievement certificates are to be supported necessarily by the relevant participation certificates and
appropriate forms.
17. No further enclosures or certificates will be entertained after the last date for submission of completed application, in
person.
18. Highest achievement or participation certificates obtained by candidate at different levels such as District or State or
National or International in each year along with earlier achievements should be enclosed without fail. (A candidate
shall enclose copy of all eligible certificates for scrutiny).
19. Candidates in proportion to the available seats will be called to appear before the Common Committee for Engineering
or Medicine for verification of the Originals, followed by counseling after ranking.
20. If any candidate fails to produce the requisite Original Certificates or Forms, his/her place will be allotted to the
candidate next in rank and so on. The consequential vacancy at the end of the rank list will be filled up from among
the additional candidates according to their ranks.
21. All the highest level of participation or achievement should be supported by earlier achievements at all levels of
competition.
22. Short listed candidates will be called for counselling based on their rank and branches and colleges will be allotted
according to their choices from the number of seats reserved under sports quota based. Sports quota counselling will
be held before the commencement of general counselling.
23. Candidates securing admissions under Eminent Sports Persons quota should sign an undertaking at the time of
receiving allotment order assuring participation in sports activities in the college preferred by them.
24. Legal action would be taken on parents and candidates for furnishing bogus documents. They should ensure that the
certificates obtained are from competent authorities.
25. A candidate can utilise the Sports Quota only once for Engineering or Medicine.

The Sports Development Authority of Tamil Nadu(SDAT) has received recognized Sports Federation by

Ministry Youth Affairs and Sports Department(MYAS) based on which finalizes the list of State Sports Associations.

The above list of State Sports Associations subject finalization of list of Federations for the year 2023-2024 by

MYAS.

Accordingly, apart from the certificates issued by the above listed Sports Association, the SDAT cannot

recommend certificates issued by other Sports Association. Directorate of Technical Education should provide

recommendations for certificates issued by the Sports Association which is not recognised by the SDAT. Further,

Anna University alone has to respond to court cases arising out of this.
