SK BARANGAY RESOLUTION NO. 03

Series of 2019

“A RESOLUTION APPROPRIATING THE AMOUNT OF SEVEN HUNDRED FORTY-

THREE THOUSAND FIVE HUNDRED FIFTY-SEVEN AND THREE CENTAVOS (743,557.30)
AS THE ANNUAL SK BUDGET FOR CALENDAR YEAR 2020 OF BARANGAY
POBLACION, ESPERANZA, SULTAN KUDARAT.”

WHEREAS, R.A. 7160 otherwise known as new local government code of 1991 of the
Philippines, Section 423 states that there shall be in every barangay a Sangguniang Kabataan (SK)
elected for Katipunan ng Kabataan (KK);
WHEREAS, R.A. 10742 otherwise known as SK reform act of 2015, provides for the
formulation of the local Youth Development Plan (LYDP), the Comprehensive Barangay Youth
Development Plan (CBYDP);
WHEREAS, Sangguniang Kabataan is a training ground to develop young individuals,
their skills, talents, etc. for future leaders given the opportunity.;
WHEREAS, the CBYDP is the ultimate plan of the SK officials for this is where they will base
their activities, programs, and projects including on how will they operate for the entire term;
WHEREAS, Chapter II, Section 8 of R.A. 10742 that the CBYDP must be aligned with the
Philippine Youth Development Plan (PYDP). This PYDP is a national scope of the prescribed
programs, activities and projects for all youth related institution;

 WHEREAS, the preparation of the annual budget and other documents particularly
Financial Transactions of the Sangguniang Kabataan (FTSK) will steer the SK officials to
exercise their authority in managing their financial operations with due diligence and cognizant
of their responsibilities and accountabilities over the limited resources entrusted to them as
public servant.
WHEREAS, the SK is cognizant of the significant roles and contributions of the non-
government organizations and other concerned sectors in the barangay for its steady growth and
adopted governance which is transparent, participative and accountable;
WHEREAS, this SK council has adopted the Annual Barangay Youth Investment Plan
(ABYIP) for Calendar Year (CY) 2020 through SK resolution No. 2, series of 2019;
WHEREAS, the total SK annual budget as certified by the barangay council through the
barangay treasurer is Seven Hundred Thirty-Three Thousand Five Hundred Fifty-Seven and
Three Cents (733,557.30) which represent the 10% of the Barangay total revenue;
WHEREAS, the SK council is planning to conduct an activity that will generate an income and
the estimated amount is 10,000.00 pesos.
WHEREAS, the total SK budget had been thoroughly discussed and deliberated that it is in line
with the CBYDP and ABYIP.
NOW THEREFORE, on motion of Hon. Nicanor Owen L. Gellecanao, Committee Chairman
on Finance and Appropriations, and duly seconded by the members of the SK Council that the
Sangguniang Kabataan Council of Barangay Poblacion shall adopt the following below:
Section 1. The Annual Budget of Barangay Poblacion, Esperanza, Sultan Kudarat for Calendar Year
2020 in the amount of Seven Hundred Thirty-Three Thousand Five Hundred Fifty-Seven and
Three Cents (733,557.30) is hereby authorized and approved subject to the review of the Sangguniang
Bayan.
Section 2. Source of Funds. The amount represents the 10% share of the total revenue of the Barangay
Poblacion which is Seven Million Three Hundred Thirty-Five Thousand Five Hundred Seventy-
Three Pesos (P7,335, 573.00) which is Seven Hundred Thirty-Three Thousand Five Hundred
Fifty-Seven and Three Centavos (733,557.30) and other local source, Ten Thousand Pesos
(10,000.00) with a total of Seven Hundred Forty-Three Thousand Five Hundred Fifty-Seven And
Three Centavos (743,557.30).
Section 3. Appropriation of Funds. The total share is hereby appropriated covering CY 2020 as
stipulated, to wit:

Section 4. General Provisions.

a. To implement trust and programs aligned with Department of Budget and Management
(DBM), Department of Interior and Local Government (DILG) and the National Youth
Commission (NYC) through Joint Memorandum Circular (JMC) No.1, series 2019, dated
January 23, 2019.

b. All items of appropriation in this resolution shall be used only for the purpose which they are
appropriated.

c. All procurements shall follow strictly the provision of R.A. 9184.

 Section 5. If any portion or provision of this resolution which may be disallowed upon budget review
or maybe declared invalid or inconsistent with the existing laws by the Sangguniang Bayan or other
authorities, shall not affect or invalidate the other parts or provisions of it and the same shall continue
to be in full force and effect.
Section 6. Copies of this resolution shall be furnished to all concerned offices for their appropriate
information, perusal, guidance and archive.
Section 8. This resolution shall be effective starting January 1- December 31, 2020.
