side and may require an upward
revision. The DPR was prepared
based on pilot project cost of 2018-
19 with only escalation of 10%.
Based on the market feedback the
price escalation has gone up

and as such the project cost may be
revised by another 20% in order to
have participation in this tender.
The project cost may be revised as
Rs. 30 Cr. in place of Rs. 25.46 Cr.

has been identified to carry out
as first Pilot project for Smart
Parking for which detailed
survey and demand assessment
of parking requirement of 4W
and 2W along with duration for
which parking is required has
been done by Advisor
(Mobility). In ‘total 2110
parking slots were identified
which included parking slots in
17 locations for on street
parking and 2 locations for off
street parking. Out of these
parking spaces, 1363 parking
spaces are On-street parking
spaces and 738 are Off-street
parking spaces.
Out of 2 location for off street
parking the approval of CA,
HSVP, Panchkula was
conveyed vide memo no.
STP(H)/2023/2489 dated
03.02.2023 for one parking site
no. 44-B (i.e. in front of plot no.
06 to 21) in Sector 44 Gurugram
subject to the — following
conditions:
i) Rental/Revenue of the
parking be given to HSVP.
ii) Ownership of parking will
remain with HSVP.
The matter was taken up with
Administrator, HSVP for
handing over the above site but
action in the matter is still the
site is not yet handed over to
GMDA.
A tender was invited by GMDA
for smart parking in Sector 44
on 09.06.2022/12.07.2022 in
anticipation that the NOC will
be issued by HSVP for the
above parking sites but as the
NOC was not issued timely the
tender was cancelled on
17.03.2023.

"(2) The Authority shall
insure persons appointed as
temporary staff for medical
exigencies on such terms and
conditions as the

referred regulation, it is quite
evident that no person appointed as
temporary staff under clause (i) of
regulation is eligible for
reimbursement for medical
expenses. However, the Authority
is under legal obligation to insure
persons appointed as temporary
staff for medical exigencies under
clause (i) of regulation 6 of the
regulations. But no medical
insurance policy for the contractual
employees as envisaged under
regulation 10 (2) of the regulations
has been purchased as yet and the
same is stated to be still under
process as per Note # 40.
Although the medical claim of
Shri Manoj Saini, Engineer Level -
1 (Network) is not covered by the
aforesaid regulation, yet keeping in
view the fact that the Authority was
required to insure the persons
appointed as temporary staff for
medical exigencies, it would be
appropriate if the medical claim of
Shri Manoj Saini in the sum of
Rs.5,58,584/-, now worked out to a
sum of Rs.4,00,913/- as per PGI
AIIMS vide note #17 dated
12.04.2023 may be considered
sympathetically as a special case, if
deems necessary and put before
the Authority for approval whose
decision shall be final and binding
in terms of regulation 13

process of insuring the persons
appointed as temporary staff for

which is self-explanatory, themedical claim of Sh. Manoj
Saini, appointed on temporary

2018 ( CP:11-18 ) provides that:

time, determine”.
However, at present, there is no
provision in. the GMDA
(Appointment of Temporary Staff)
Regulations, 2018 for
reimbursement of medical
expenses” by GMDA in the
absence Medical Insurance Policy
purchased under Regulation 10 (2)
as already mentioned in Note-23
of F& A Divn.
In view of above, if approved, F &
A Divn, may submit following
comments in this matter:~
Keeping in view the rule position
and regulations, the
aforesaid medical claim of the
Temporary Employee cannot_beentertained in present
circumstances.

‘The W/CEO directed all the Divisional Heads of GMDA to propose the new projects
Keeping in view the futuristic requirement which can be undertaken to cope the requirement of
residents of Gurugram, He also desired that the requirement of underpass, flyover and foot-
her bridge be examined, keeping in view the futuristic requirement. The process of planning
should be concentrated well in advance bearing in mind the requirement of Gurugram. He alsa
desired thatthe congestion points may be assessed and initiation for required action may be
carried out well in advance. He also desired that a proposal to these requirements be assessed
in next 15 days and preliminary studies may also be carried out in coordination with MCG and
ihe susgestion of residents may also be examined. The W/CEO desired that the safe passaze
be ensured in all respect.
The WICEO directed the Addl. CEO UED to examine and explore the better
specification for maintenance of green belt footpath and central verge etc. He also desired that
the designed avenue may be declared and the contribution of experts may be utilized while
designing the footpath with the verities of trees. The entries may be invited on the GMDA Web
