Masters must ensure that emergency response drills are held every three months to ensure that

The maximum capacity, associated sounding and ullage of each tank used for bilge waste or
sludge must be clearly posted in the engine room or engine control room. If any of these tanks
are fitted with a high level alarm or indicator then the sounding and capacity at which this alarm
or indicator is activated must be clearly identified

All bilge pump overboard valves should be kept closed and seized with a strip of wire which
will break when the valve is operated. This seizing should be clearly marked with a "Do Not
Operate" tag. All such valves must be clearly marked with the instruction "This valve can only
be opened when duly authorised by the Chief Engineer". In addition a placard as required by
USCG Regulation 155.470 "Discharge of Oil Prohibited" should be located at the overboard
valve.
