Report of Drafting Group 1

General

1 The Drafting Group on Validation of model training courses met


from 1 to 3 May 2012 under the Chairmanship of Capt. Kersi Deboo (India).

2 The group was attended by representatives from the following Member States:

Terms of reference

3 The group, taking into account decisions, comments and proposals made in
Plenary, was instructed to:

.1 consider and comment, as appropriate, on the text of the draft model


courses set out in the annexes to documents STW 43/3/1, STW 43/3/2,
STW 43/3/3, STW 43/3/9, STW 43/3/10, STW 43/3/11, STW 43/3/14,
STW43/3/19, STW 43/3/20, STW 43/3/21 and STW 43/3/23; and

.2 submit its report on Thursday, 3 May 2012.

V ALIDATION OF MODEL COURSES

Revised model course on the operational use of Electronic Chart Display and
Information Systems (ECDIS)

4 As instructed, the group considered the draft model course on the operational use of
Electronic Chart Display and Information Systems (ECDIS) set out in the annex to document
STW 43/3/1, taking into account decisions and comments made in plenary, together with the
following documents that provided comments and proposed amendments: STW 43/3/9
(GlobalMET), STW 43/3/10 (ICS et al), STW 43/3/11 (Finland and Germany), STW 43/3/19
(Poland), STW 43/3/20 (United Kingdom) and STW 43/3/21 (United Kingdom).

5 The group was of the opinion that the model course should not be too prescriptive in
particular with regard to the hardware requirements. In view of this, the group focused on
identifying learning objectives and avoiding details of a 'prescriptive' nature. The group
agreed to make changes to give greater flexibility and practicability to the model course.
An example of an equipment set up for ECDIS training is placed as an appendix to the model
course.

6 Regarding staff requirements, majority of the group was of the view that ECDIS
course is primarily a technical course designed to teach proper operation of an ECDIS.
The group agreed that the only qualification and experience needed to deliver this ECDIS
course which contain element from both the management and operational section of the
STCW Code is an Officer of a Watch Certificate of competency. United States, supported by
Denmark, IAMU and others, commented that this course alone is not intended to fulfil the
competency and therefore we believe the instructor qualifications set out in the model
courses are appropriate, However, the United Kingdom, supported by others, expressed the
views that management level courses should be delivered by trainers with relevant
management level qualifications and experience. In case of an ECDIS course, the level of
qualification and experience should either be an STCW Master's qualification or other
qualification or experience at the discretion of the administration approving the course.

7 The group was of the opinion that trainees should be fully aware of the nature, risk
and methods taken to resolve ECDIS anomalies. In particular, it should be understood that
as a software driven system, ECDIS will remain susceptible to future anomalies and that
advice and guidance regarding this matter will from time to time be made available to ships.
Therefore, the group agreed to incorporate an "anomalies" item in the detailed teaching
syllabus.

8 Terms which were specific to a manufacturer's product were revised to follow


generic terminology from IMO documents on ECDIS performance standards.

9 In light of the above discussions in paragraphs 4 to 8, the Group prepared


amendments to the text of the model course on the operational use of Electronic Chart
Display and Information Systems (ECDIS), as set out in annex 1.

Revised model course for Ship Security Officer

10 As instructed, the group considered the draft model course on Ship Security Officer
set out in the annex to document STW 43/3/3, taking into account decisions and comments
made in plenary together with document STW 43/3/23 (Norway) that provided comments and
proposed amendments.

11 Regarding the entry standards, the group noted that no specific entry standards
were required to attend the course. In that respect, the group agreed that in order to obtain
a Certificate of Proficiency as Ship Security Officer, the trainee shall obtain approved
seagoing service as mentioned in STCW Regulation VI/5 as amended, in addition to meeting
the standard of competence as ship security officer.

12 In light of the above discussions in paragraphs 10 and 11, the group prepared
amendments to the text of the model course on Ship Security Officer, as set out in
annex 2.

New model course on Security training for seafarers with designated security duties

13 As instructed, the group considered the draft model course on Security awareness
training for seafarers with designated security duties, set out in the annex 1 to document
STW 43/3/2, taking into account decisions and comments made in plenary together with
document STW 43/3/14 (China) that provided comments and proposed amendments.

14 Regarding the use of citadels, the group discussed the inclusion of citadel training in
the draft model course. It was agreed that citadels were not universally used on ships and
that training for their use where fitted should be a matter for an individual ship's Safety
Management System and the group considered that it was appropriate to add "use of citadel
where provided on board" as a subtopic under hijacking or seizure of ships or of persons on
board and make reference to MSC.1/Circ.1334 on Guidance to Shipowners and Ship
Operators, Shipmasters and Crews on Preventing and Suppressing Acts of Piracy and
Armed Robbery against Ships.

15 In light of the above discussions in paragraphs 13 and 14, the group prepared
amendments to the text of the new model course on Security awareness training for
seafarers with designated security duties, as set out in annex 3.

New model course on Security awareness training for all seafarers

16 As instructed, the group considered the draft model course on Security awareness
training for all seafarers set out in the annex 2 of document STW 43/3/2, taking into account
decisions and comments made in plenary.

17 After some discussion, the group prepared amendments to the text of the new
model course on Security awareness training for all seafarers, as set out in annex 4.

18 The Sub-Committee is invited to:

.1 approve and validate the proposed amendments to the following model


training courses, and

.1 Operational use of Electronic Chart Display and Information


Systems (ECDIS) (paragraphs 4 to 9 and annex 1);

.2 Ship Security Officer (paragraphs 10 to 12 and annex 2);

.3 Security awareness training for seafarers with designated security


duties (paragraphs 13 to 15 and annex 3);

.4 Security awareness training for all seafarers (paragraphs 16


and 17 and annex 4); and

.2 approve the report, in general.

Replace subparagraph .3 as follows:

relevant Port Facility Security Officers"

trainees should understand recommended actions as suggested in
MSC.1/Circ.1334 ("Guidance to Shipowners, and, Ship Operators,
Shipmasters and Crews on Preventing and Suppressing Acts of Piracy and
Armed Robbery against Ships") and in the Best Management Practices to
Deter Piracy off the Coast of Somalia and in the Arabian Sea Area. In case
pirates climb onboard, the crew should secure themselves in a "citadel"
if provided. The trainees should know what is a citadel, equipment and
supplies placed in a citadel, when citadel should be used and challenges
and limitations in using citadels."
