Minutes of the meeting held on 27.6.2023 by the Addl. CCLA & Secretary,
O/o CCLA A.P. Mangalagiri with respective Departmental Employees
Associations for resolving the employee’s grievances.

At the outset, the Addl. CCLA & Secretary has welcomed the
President, General Secretary, and Treasurer of A.P. Revenue Service
Association along with other participants and Ofcials. The Addl. CCLA &
Secretary has briefed the objectives and requested to discuss the
grievances of the Employees. It is decided to update the position to
General Administration (Services) Department.

The President, A.P. Revenue Service Association has elaborated the


grievances of the Employees on the following issues.

1. Jagananna Suraksha: He has requested that “not to give target


oriented during the Re-Survey”. Because, the employees are facing so
many problems mental agony and fnancial problems for issuing
certifcates (nearly 15) certifcates due to lack of sufcient budget to issue
certifcates.

2. Survey Training: The Government have issued orders for 40 marks


to pass the examination of survey training on par with the VROs. Gr-II.
But, the orders of the Government are not implemented. Hence requested
to issue instructions to implement the Government orders to reduce the
minimum marks of passing of theory, plotting and practical examination

conducted recently to 40% to the Jr. Assts/Typists also on par with VROs
Gr-II as directed in Government Memo dt. 13.4.2023 and to publish the
revised supplementary result sheet of passed candidates immediately
after reducing qualifying marks to 40% as was done in case of Grade-II
VROs.

Vide this ofce letter No. Ser-III/33/39/2023 dt. 5.5.2023, a proposal


has been submitted to the Government on representation of APRSA. The
Government have issued directions to Commissioner, SS7LR to reduce the
minimum marks of passing of theory, plotting and practical examination to
40% to the Jr. Assts./Typist on par with VRO. Gr-II as ordered to conduct
supplementary examination for Survey Training examination.

3. Watch & Ward: Stated that out sourcing Employees working in some
of the Mandals for cleaning the ofces in Srikakulam, Krishna,
Ananthapuramu and Kurnool Districts. But the salaries have not been paid
to them from Jan. 2022, its very sorrowful thing. Hence, request to post
one person to each Mandal for cleaning purpose on outsourcing basis
through concerned Agencies and release the sufcient budget for payment
of salaries to them.

4. Sanction of Posts: Request to sanction on post in addition to existing


staf in Collectorates, Newly created Tahsildar ofcers and Revenue
Divisions due to work load. The matter was included their agenda of
agitation.

A report has been sent to the Government.

5. ACB Inspections: Stated that during surprise visits of the ACB


authorities and inquiry of Vigilance & Enforcement Department in
Tahsildar ofcers, they are being verifed all the ofce records and they
have issued charges against the employees instead of Departmental
Ofcial on meaning less and pointless issues. Due the said charges issued
by the ACB authorities/ on Vigilance matters. un necessary, the employees
are facing problems and mental agony years together. It takes long time
to fnalize the cases. Requested to bring the issue to the notice of the
Government and take necessary action to change the process.

6. Mee- Seva Budget: Stated that earlier, all Tahsildars have got their
share in the Mee- seva budget regarding web land issues to meet the
expenditure of ofce purpose. At present, they have no share in Mee-seva

budget. Hence requested to retain the old process.

7. Computers: Requested to supply new computers to all ofces in the


state due to employees are facing much inconvenience for sending the
reports to the higher authorities in time with old computers.

8. Other Office Expenditure: Requested to allot the sufcient budge to


all the ofces under other ofce expenditure, due to lack of budget, its
very difcult to meet the ofce expenditure.

9. Vehicle Budget: Stated that vehicle budget has not allotted in time,
it is very trouble to Ofcers. Hence requested to release sufcient vehicle
budget to all ofcers concerned in time.

10. Legal Charges: Stated that no budget released under legal


charges. Hence requested to allot the legal charges to meet the legal
matters to avoid the further complications of the law.

11. Buildings: Stated that newly constructed buildings of Tahsildar


ofces have not been handed over till to date. Requested to take
immediate action to complete the construction of the building and
handover.

12 Training: Requested to conduct the introduction training to


employees who joined newly.

The Addl. CCLA & Secretary has stated that the proposal has already
been sent to the HRD. The matter is in process.

13. House Sites: Requested to take immediate action regarding


allotment of House sites to the employees.

14. Joint Staf: Requested to mark a copy to the Association which are
recognized for information regarding Government orders/circulars and
other important matters relates to the employees.

15. Promotions as Dy. Collectors: Requested to necessary action to give


promotions to eligible Tahsildars as Deputy Collectors.
The Addl. CCLA & Secretary has informed that a proposal has already
been sent to the Government. If the orders received, action will be taken.

16: The General Secretary, APRSA has requested to provide vehicles to all
Asst. Secretaries and Addl. Asst. Commissioner who working in CCLA’s
Ofce to go to Secretariat/ High Court etc.

Finally, the President, APRSA has requested to take immediate action


and bring all aspects to the Government for necessary orders.
The Addl. CCLA & Secretary has observed that the action will be
taken regarding all points as discussed and also to bring the same to the
notice of the Government for taking necessary action.
Further discussed regarding G.O.Rt. No. 1233 Genl. Administration
(CABINET-II) Department dated 24.6.2023 in which, the Government have
issued orders to conduct employees Grievance day on every third Friday of
the month by all the District Collectors and Head of Departments in the
state for attending the grievance of employees and resolving the issues in
a time bound manner.
Further action shall be taken by Addl. Asst. Commissione, rAdmn-II/
Co-ordination) O/o CCLA. A.P. Mangalagiri to pursue the matter from here
after and also to conduct grievance day in the ofce of CCLA. A.P.to
resolves the issues of employees as per G.O.Rt. No. 1233 Genl.
