Subject: Engagement of Hindi Typists on contractual basis.

Ref.: Orders of Secretary-General on Note#395 above.


Pursuant to the orders of Secretary-General on Note#395 above, the tenure of
contract of 21 persons whose names are mentioned at para 6 on Note# 391 from Sl.
No(s). 1 to 29 to work as Hindi Typists/Office Assistants/Data Entry Operators upto
30th April, 2023 vide this Secretariat letter No. LAFEAS-ANI011/28/2021-AN-I dated 7 th
November, 2022 issued to NICSI. Further, 5 persons whose names are mentioned at
para 6 on Note # 391 from Sl. No(s). 30 to 34 were engaged as Hindi Typists/Office
Assistants/Data Entry Operators  upto 30.04.2023 vide this Branch note dated 7 th
November, 2022.

2. Till date, the requests for renewal of contract of a few persons have been
received as per details given below :-

(i) E&T Service vide their note dated 19.04.2023 have requested to renew the
contract of the following 13 persons further for a period of 6 months in view of
huge pendency of typing work and also to handle the session related work
during the months of July and August :-

(ii) LARRDIS (Reprography Section) vide their note dated 17.04.2023 have
requested that the contract of English typist Ms. AKANSHA CHAUHAN and Hindi
Typist Shri NITIN VATS may kindly be extended without any gap till posting of
regular English typist & Hindi Typist at Members' Reprography Unit, considering
the continuous work even during inter-session period in Reprography Section.

3. Meanwhile, the Work Study of O&M Section with regard to assessment of


requirement of Contractual Typists have been received vide their note dated
24.03.2023. In their above mentioned report, O&M Section have recommended for
hiring of 04 Contractual Typists against the projected additional demand by various
Services of the Lok Sabha Secretariat. They have further stated that AN-I Branch may
consider this recommendation of 04 more Contractual Typists while placing/renewing
the contract for extension of tenure of the existing 34 Contractual Typist. They have
also clarified that this recommended strength of Contractual Typist does not include 20
Typists for typing of pending English Debates and 20 Typists for typing of pending Hindi
Debates as proposed by Editorial & Translation Service subject to the final
outcome/decision in this regard.

4. With regard to the E&T Branch note dated 19.04.2023 regarding renewal of
contract of 13 Hindi Typists whose names are mentioned at para 2 (i) above, it is
submitted that the previous requests of E&T Service was only for Session period.
However, the current demand includes Inter-Session period also.

5. It may be relevant to mention that as per R&CS Order No.PDA- 1400/2019 dated
th
17 June, 2019, Persons to be appointed as Translator in the Secretariat on the basis of
Direct Recruitment examination will be required to qualify a typing test in English/Hindi
on computer at the minimum speed of 8000 key depressions per hour within a period of
two years from the date of their appointment to the grade for granUrelease of second
and subsequent annual increment in their scale of pay. In the event of their failure to
qualify the test within the specified period, their second and subsequent
annualincrements, after the expiry of the said period, shall be withheld until they qualify
the test or for a maximum period of 05 years whichever is earlier.

6. Presently, there are 61 persons in the grade of Translator against the sanctioned
strength of 105. On the basis of initiative taken by PRIDE, a Hindi Typing test was
conducted in January, 2023 by Ministry of Home Affairs (Rajbhasha Vibhag)wherein 19
Translators appeared for the said test. The result was declared in March, 2023 vide
Ministry of Home Affairs (Rajbhasha Vibhag) letter dated 09.03.2023. Out of 19
Translators, 10 Translators qualified the Hindi Typing Test at the speed of 30 words per
minute. The typing test in respect of the remaining Translators as well as those who
could not qualify the test held in January, 2023 will be schedule by the Ministry in near
future. Thus, it may be said that there are 10 officials available in E&T Service who
may provide Hindi Typing services with the requisite speed to cater the typographical
requirements of the Service. Further, the number of such officials may enhance in near
future.

7. In order to consider the demand of Hindi Typists during the Session/Inter-


Session period in E&T Service, it is essential to know the number of pages required to
be typed on daily basis. Further, the current as well as proposed deployment of Hindi
Typists are also required for accurate assessment of work. This will enable to
understand and justify the demands for renewal of contract of above referred Hindi
Typists.

8. The outsourcing of Hindi Typing work from another agency viz. NIELIT and
BECIL is also consideration. In the first step, NIELIT have been requested to provide
the details/scheme/terms & conditions for such contractual assignments. The response
from NIELIT is likely to be received soon.

9. In view of the position stated above, we may take a comprehensive


view on the Work Study Report of O&M Section, requests of Reprography
Section of LARRDIS and the request of E&T Service referred to above after
the receipt of response from NIELIT. Meanwhile, we may seek the
information on the points stated at para 7 above from E&T Service as per
draft note placed below for approval please.

In reference to E&T Service note dated 19.04.2023 wherein it was requested to


renew the contract of 13 Hindi Typists/Office Assistants/Data Entry Operators for
another 6 months, it is submitted that the matter has been examined in detail and the
Competent Authority desires to know the information on the following points before
initiating any action for engaging the services of Hindi Typists on contractual basis :-

(i) the approximate number of pages which are required to be typed by


each of these 13 Hindi Typists on daily basis;

(ii) the proposed Branches where these 13 Hindi Typists are to be deployed;
and

(iii) the time period required to clear the pending typing work.

2. E&T Service is requested to furnish the information on the above mentioned


points at the earliest so as to enable this Branch to process the matter further.

3. This issues with the approval of the Competent Authority.
