2.1 General Administration

All general project adminisation, i.e. how the office functions, is included in the
Project Administration Handbook. This is a Master Document and can be found in the
Master Documents folder on the P drive.

2.2 Project Directories

Project Directories, covering all the project zones and including HCEM, Client and
Consultant staff are kept up to by Edith Chu. They are live documents which are
stored on the P drive. Any amendments and discrepancies need to be highlighted to
Edith Chu.

2.3 Imported Labour Process

The process detailed below is the traditional form of importing labour and obtaining
work visas. VCL are agreeing annual labour quotas with the Macau Government in
order to speed up the process and prevent works being delayed on site. Once this
has been agreed the new procedure will be added to this section.

Documents to be submitted for import labour to Macau (non-resident workers)

For all applications of employment of skilled non-resident workers, the following


documents must be submitted:

1. Photocopy of identification document of the applicant or the legal representative


of the company
2. Photocopy of the company’s registration on Commerce and Movable Property
Registry
3. Photocopy of the Industrial License or similar certification documents
4. Photocopy of the Industrial Contribution M/8
5. Photocopy of the passport of worker with pages containing personal particulars,
date of issue and date of expiry (for holders of Identification Card of China,
please contain the official phonetic translation of the name)
6. Academic qualifications and/or professional experience testimonial of the worker,
together with a resume (must be in either Chinese, English or Portuguese, if not,
please submit a translated copy)
7. Employment contract signed by both parties

A. For new admission applications, additionally submit


1. The fill-up form Model A49 (Application for Admission of Skilled Non-Resident
Workers)
2. Photocopy of proof for Social Security Fund payment of last 2 trimesters
3. Photocopy of proof for local recruitment

B. For renewal applications, additionally submit


1. The filled-up form Model B49 (Application for Renewal of Contracts of Skilled
Non-Resident Workers)
2. Photocopy of the previous dispatch authorizing employment of the worker
3. Photocopy of the TI/INR (Blue Card) of the non-Resident worker

C. For substitution applications, additionally submit


1. The filled-up form Model C49 (Application for Importation by Substitution of
Skilled Non-Resident Workers) form properly filled
2. Photocopy of the dispatch authorizing employment of the worker being
substituted

3. Photocopy of the TI/TNR (Blue Card) of the non-resident worker being


substituted

D. For transfer applications, additionally submit


1. The filled-up form Model D49 (Application for Transfer of Skilled Non-Resident
Workers)
2. Photocopy of the identification document of the former employer
3. Declaration of the former employer, consenting transfer of his / her non-resident
worker (signature must be recognized)
4. Photocopy of the previous dispatch authorizing employment of the worker
5. Photocopy of the TI/TNR (Blue Card) of the non-Resident worker

Notes:
 Submit the above documents with 1 set of photocopies
 Modification of any submitted information should be updated once detected.

Procedures for Importing Skill Labour to Macau


(Total time needed approximately 3 months or longer)

1. Employer should arrange the required documents for the import labour application,
such as Identity Card copy of the legal representative, Business Registeration
Certificate Copy, Company Incorporation Certificate Copy, Memorandum &
Articles of Association of the Company.
2. Employer should also arrange the required documents from the Employee for such
application, such as Identity Card copy of the employee, academic attainment
record and contract.
3. Employer will submit the required documents to the Macau Labour Department.
4. The above will take around 2 months.
5. When the Macau Labour Department approves the application, they will issue two
permits, one from Macau Economic Department and the other from the Macau
Labour Department.
6. Employer should fill in and complete the “Non-Resident List” and arrange required
documents for “Labour Identity Card” (Blue-Card) application to the Macau
Immigration Department.
7. It will take about 1 day, with Macau Immigration Department to send back the
stamped “Non-Resident List” to the employer and advise a date for the employee
to go for finger print.
8. After Finger Print, Macau Immigration Department will take about 30 days to issue
the employee a Blue Card, which stated a Blue Card expiry date, name of the
employee, Blue Card number, working site and employee personal data.
9. Upon the expiry of the Blue Card, employer should ask employee to return the
Card and apply for cancellation to the Macau Labour Department.

Procedures for Importing Skill Labour from China to Macau


(Total time needed approximately 5.5 months or longer)

1. Employer should require selecting a qualified Agency to assist recruiting


necessary PRC labour. This will take about 7 working days.
2. The employer is required to apply the Skill Labour quota from the Labour
Department and Economic Department in Macau.
3. Employer should then submit the required documents to the Macau Labour
Department. This will take about 2 months.

4. When the Macau Labour Department approves the application, will issue two
permits, one from Macau Economic Department and the other from the Macau
Labour Department.
5. Both employer and the Agency should sign employment contract with the skill
labour, and the Agency will report the application to the Commercial Department
of PRC (Beijing).
6. This will take about 5 working days.
7. The Agency will apply Visa & documents from the Security department of PRC. It
will take about 10 working days for those in Guangdong Province, and will take
about 1 month for other provinces.
8. The Agency will arrange the departure issues for the skill labour from PRC to
Macau.
9. The Agency will arrange the documents with the Macau Immigration Department.
This will take about 20 working days.
10. The Agency will arrange the skill labour to have finger print to the Macau
Immigraiton Department.
11. The Macau Immigration Department will issue the Labour Identity Card (Blue-
Card). This will take about 30 days.
12. The Agency will provide supervision and management to the skill labour.
13. Upon expiry of the Blue Card, employer should ask skill labour to return the Blue
Card to the Agency. And skill labour should depart Macau & return to PRC.

2.4 Project Image

It is important that all project documents are suited and formatted in the same way to
ensure there is a consistant project image and brand are portrayed to the client and
all third parties. This section sets out the basic principles agreed for the proect.

Typeface
 All documents are to be written in Arial
 General text is to font size 11
 Titles and section headings are to be in bold
 Underlining is to be avoided
 Headers are to be written in Arial size 12 and bold
 Footers are to be written in Arial size 6

Logos
 All project specific document should have the client logo inserted into either
the header or footer. The logo should not be stretched or distorted but the
size maybe altered to suit the location. Note all templates have the logos
inserted already.

Headers
 Headers are to contain the project name, “Venetian Cotai, Macau” and the
logo.

Footers
 Footers should contain the following information:
o Project: M138 Ventian Cotai, Macau
o Document: (this is the document name)
o File reference: (this is the electronic file name incl revision number)
o Date: (date this revision was produced)
o Produced by: (name of author or owner)
