Sumber data yang digunakan adalah data hasil Survei Perusahaan Perkebu-
nan Tahun 2018 dan data perkebunan rakyat dari Direktorat Jenderal Perke-
bunan untuk menjadi data perkebunan nasional, serta data hasil kompi-
lasi dokumen ekspor dan impor dari Direktorat Jenderal Bea dan Cukai.

Publication of The 2018 Indonesian Rubber Statistics is an annual

publication of BPS-Statistics Indonesia. This publication presents data of area and
production on rubber by province and by category of producers, and the export
and import of rubber by country of destination and by country of origin. The
data sources are the result of the Plantation Estate Survey 2018, smallholders
data from Directorate General of Estate Crops, and data compilation of custom
documents from Directorate General of Customs,

I. PENDAHULUAN
1.1. Latar Belakang
Sektor pertanian, kehutanan, dan perikanan mempunyai peranan yang

cukup penting dalam kegiatan perekonomian di Indonesia, hal ini dapat dilihat
dari kontribusinya terhadap Produk Domestik Bruto (PDB) yang cukup besar
yaitu sekitar 12,81 persen pada tahun 2018 atau merupakan urutan ketiga
setelah sektor Industri Pengolahan, Perdagangan Besar dan Eceran, Reparasi
Mobil, dan Sepeda Motor. Pada waktu krisis ekonomi, sektor pertanian
merupakan sektor yang cukup kuat menghadapi goncangan ekonomi dan
ternyata dapat diandalkan dalam pemulihan perekonomian nasional.

Salah satu sub sektor yang cukup besar potensinya adalah sub sektor
perkebunan. Kontribusi sub sektor perkebunan dalam PDB yaitu sekitar 3,.30

Peternakan, Perburuan dan Jasa Pertanian. Sub sektor ini merupakan penyedia

bahan baku untuk sektor industri, penyerap tenaga kerja, dan penghasil devisa.

Karet merupakan salah satu komoditi hasil perkebunan yang mempunyai

peran cukup penting dalam kegiatan perekonomian di Indonesia. Karet juga

salah satu komoditas ekspor Indonesia yang cukup besar sebagai penghasil

devisa negara selain minyak dan gas. Indonesia merupakan negara produsen
ht
dan eksportir karet terbesar dunia.
Selain peluang ekspor yang semakin terbuka, pasar karet di dalam negeri
masih cukup besar. Pasar potensial yang akan menyerap pemasaran karet
adalah industri ban, otomotif, aspal, dan lain-lain.

yang diperlukan untuk memberi informasi mengenai potensi karet
Indonesia dalam rangka menunjang peningkatan pembangunan industri
karet Indonesia.

1.2. Ruang Lingkup
Publikasi ini memuat data dan ulasan ringkas tentang perkembangan

luas areal dan produksi karet yang dirinci menurut status pengusahaannya
yaitu perkebunan besar negara, perkebunan besar swasta, dan perkebunan
rakyat yang disajikan menurut provinsi. Perkembangan ekspor dan impor karet
Indonesia disajikan menurut jenis komoditas (kode HS - Harmony System) dan
negara tujuan/asal.
1.3. Metodologi
Data yang disajikan dalam publikasi ini berupa tabel-tabel, gambar/

grafik dan ulasan ringkas yang berupa analisis deskriptif dengan melihat pada
pertumbuhan, distribusi, dan kontribusi atau persentase. Data luas areal dan

produksi diperoleh dari Subdirektorat Statistik Tanaman Perkebunan, data

ekspor impor diperoleh dari Subdirektorat Ekspor dan Subdirektorat Impor, dan

data lainnya berasal dari sumber lain seperti Direktorat Jenderal Perkebunan,

Kementerian Pertanian.

diperoleh dari hasil Survei Perusahaan Perkebunan yang dilakukan melalui

pencacahan secara lengkap terhadap seluruh Administratur Perkebunan

di seluruh Indonesia. Pengumpulan data dilakukan dengan cara wawancara

langsung oleh petugas BPS ke kantor Administratur Perkebunan sesuai periode

survei. Periode survei yang dilakukan oleh BPS adalah triwulanan dan tahunan.
Pada publikasi ini, data luas dan produksi perkebunan negara dan swasta
merupakan angka tetap. Sedangkan data luas dan produksi perkebunan rakyat
diperoleh dari Direktorat Jenderal Perkebunan, Kementerian Pertanian, dan
merupakan angka sementara.
Data Ekspor diperoleh dengan cara pengumpulan data berdasarkan

dokumen ekspor/Pemberitahuan Ekspor Barang (PEB) dan Pemberitahuan
Ekspor Barang Tertentu (PEBT) yang diisi oleh eksportir dan telah diberikan ijin
muat oleh Direktorat Jenderal Bea dan Cukai dan selanjutnya mengirimkannya
ke BPS.
Data Impor diperoleh dengan cara pengumpulan data berdasarkan

dokumen impor/Pemberitahuan Impor Barang (PIB) yang diisi oleh importir
dan telah diberikan ijin bongkar oleh Direktorat Jenderal Bea dan Cukai dan
selanjutnya mengirimkan dokumen tersebut ke BPS.

1.4. Konsep dan Definisi
Perusahaan Perkebunan adalah pelaku usaha perkebunan warga negara

Indonesia atau badan hukum yang didirikan menurut hukum Indonesia dan

II. ULASAN RINGKAS
2.1. Perkembangan Luas Areal Perkebunan Karet
Perkebunan karet di Indonesia menurut pengusahaannya dibedakan

menjadi Perkebunan Besar (PB) dan Perkebunan Rakyat (PR). Perkebunan Besar
terdiri dari Perkebunan Besar Negara (PBN), dan Perkebunan Besar Swasta
(PBS).
Pada tahun 2016, Luas areal PBN karet Indonesia tercatat 230,65 ribu
hektar, meningkat 1.06 persen menjadi 233,09 ribu hektar pada tahun 2017.
Tahun 2018, luas areal menjadi 189,58 ribu hektar atau mengalami penurunan

Sedangkan luas areal PBS karet Indonesia pada tahun 2016 tercatat

dari total luas areal karet PR di Indonesia dan pada tahun 2018 diperkirakan
sebesar 788,77 ribu hektar (25,33 %) dari luas areal PR karet nasional.
2.2. Perkembangan Produksi Karet Kering
Perkembangan produksi karet kering Perkebunan Besar (PB) dari tahun

2016 sampai dengan 2018 cenderung berfluktuatif. Pada tahun 2016 produksi
karet kering PBN sebesar 238,02 ribu ton, meningkat menjadi 249,29 ribu ton
pada tahun 2017 atau terjadi peningkatan sebesar 4,73 persen. Tahun 2018
produksi karet kering PBN menurun menjadi 230,36 ribu ton atau sebesar 7,59
persen (lihat Gambar B).

Pada tahun 2016 produksi karet kering PBS sebesar 365,18 ribu ton,
meningkat menjadi 380,91 ribu ton pada tahun 2017 atau terjadi peningkatan
sebesar 4,31 persen. Tahun 2018 produksi karet kering PBS menurun menjadi
288,74 ribu ton atau sebesar 24,2 persen (lihat Gambar B).

Untuk Perkebunan Rakyat (PR), produksi karet kering dari tahun 2016

sampai 2018 cenderung berfluktuatif setiap tahun. Produksi karet kering pada

tahun 2016 sekitar 2 754,75 ribu ton, meningkat 10,73 persen menjadi 3050,23

ribu ton pada tahun 2017. Pada tahun 2018 diperkirakan sebesar 3 005,03 ribu

ton atau menurun 1,48 persen dibandingkan dengan tahun 2017.
Apabila dilihat menurut produksi terbesar, produksi karet kering yang

dihasilkan oleh PBN dan PBS yang relatif besar pada tahun 2018 berasal dari
Provinsi Sumatera Utara dengan produksi sebesar 49,42 ribu ton atau 21,45
persen dari total produksi PBN nasional dan produksi sebesar 118,79 ribu ton
atau 41,14 persen dari total produksi PBS nasional.
Produksi karet kering PR pada tahun 2018 terbesar berasal dari provinsi
Sumatera Selatan yang diperkirakan mencapai 926,54 ribu ton atau sekitar
30,83 persen dari total produksi karet kering PR nasional. Grafik perkembangan
produksi karet kering PR tahun 2016 sampai 2018* dapat dilihat pada Gambar
B.

Total ekspor karet alam sebelas tahun terakhir cenderung berfluktuasi,

berkisar antara -13,25 persen sampai dengan 18,05 persen. Pada tahun 2008
total berat ekspor mencapai 2,3 juta ton dengan total nilai sebesar US$ 6,06
milyar, meningkat menjadi 2,81 juta ton pada tahun 2018 dengan total nilai
sebesar US$ 3,95 milyar (lihat Gambar D).

Peringkat ketiga adalah India, dengan berat ekspor sebesar 302,85 ribu ton
atau 10,77 persen dari total berat ekspor karet alam Indonesia dengan nilai
US$ 429,23juta. Peringkat keempat adalah China dengan berat ekspor 252,02
ribu ton atau sekitar 8,96 persen dari total berat ekspor karet alam Indonesia
dengan nilai US$ 353,94 juta. Peringkat kelima adalah Korea dengan berat
ekspor 189,54 ribu ton atau 6,74 persen dari total berat ekspor karet alam
dengan nilai US$ 263,92 juta (lihat Gambar E).

Total ekspor karet sintetis delapan tahun terakhir cenderung berfluktuasi,

berkisar antara -46,76 persen sampai dengan 231,57 persen. Pada tahun 2011
total berat ekspor mencapai 35,44 ribu ton dengan total nilai sebesar US$
63,014 juta, meningkat menjadi 160,332 ribu ton pada tahun 2018 dengan
total nilai sebesar US$ 219,247 juta (lihat Gambar G).

Total berat impor karet alam selama sepuluh tahun terakhir sangat
berfluktuasi. Total berat impor karet alam pada tahun 2009 tercatat sebesar
12,76 ribu ton dengan nilai US$ 18,97 juta. Pada tahun 2010 berat impor karet
alam naik sekitar 34,40 persen, namun pada tahun 2011 menurun sebesar
3,03 persen. Pada tahun 2012 berat impor karet alam meningkat kembali
sebesar 63,08 persen dibandingkan tahun 2011. Pada tahun 2018 impor karet
alam tercatat sebesar 46,95 ribu ton dengan nilai US$ 52,4 juta atau terjadi
peningkatan 57,69 persen dari tahun 2017 (lihat Gambar I).

Dari berbagai jenis produk karet sintetis berdasarkan kode HS, impor

karet sintetis yang paling besar adalah Butadiene Rubber (BR) (HS 40022000)

40021990) sebesar 23,11 persen, diikuti berbagai jenis produk karet sintetis
lainnya.
Total berat impor karet sintetis selama delapan tahun terakhir cukup
berfluktuasi. Total berat impor karet sintetis pada tahun 2011 tercatat sebesar
270,57 ribu ton dengan nilai US$ 946,73 juta. Pada tahun 2012 berat impor
karet sintetis naik sekitar 9,33 persen, namun pada tahun 2013 menurun
sebesar 0,93 persen. Pada tahun 2014 berat impor karet sintetis meningkat
kembali sebesar 0,39 persen dibandingkan tahun 2013. Pada tahun 2018 impor
karet sintetis tercatat sebesar 347,59 ribu ton dengan nilai US$ 721,37 juta atau
terjadi penurunan 2,76 persen dari tahun 2017 (lihat Gambar J).
