Dangerous Goods Emergency Response
Following is guidance for dealing with Dangerous goods incidents by Class, provided to
their staff by an Airline;
Class 1 – Explosives
Immediate Action

a. No smoking or flames allowed


b. Isolate the area

Class 2 – Gases
Immediate Action

a. No smoking or flames allowed


b. Wear protective clothing against cryogenic liquids or poisonous gas
c. Avoid rough handling of cylinders as it may aggravate the situation

Fire

All extinguishers acceptable though BCF is the most effective.

Class 3 – Flammable Liquids

Immediate Action

a. No smoking or flames allowed


b. Use water spray to reduce vapours

Dry chemical, BCF, Co2, alcohol foam or water spray

Class 4 – Flammable Solids

Immediate Action

a. No smoking or flames allowed


b. Do not touch spilled material

Fire - Do not use water on goods displaying Dangerous when wet label and
cover with dry sand or other dry non-combustible material.

Dry chemical, sand, foam, BCF, Co2, Water spray, dike ahead of spill for later disposal

Class 5 – Oxidizing Substances and Organic Peroxides

Immediate Action

a. No smoking or flames allowed


b. Use water spray to reduce vapours

Fire;

Dry chemical, BCF, Co2, alcohol foam or water spray,take up with sand or other
non-combustible material then flush the area and dike ahead of spill for later disposal

Class 6 – Toxic & Infectious Substances

Division 6.1 – Toxic Substances

Immediate Action

a. Do not touch spilled material


b. Use water spray to reduce vapours or airborne dust

Fire & Spillage

Dry chemical, BCF, Co2, alcohol foam or water spray, take up with sand or other
non-combustible material then flush area & dike ahead of spill for later disposal

Division 6.2 – Infectious substances

If any person responsible for the carriage or opening of infectious substances, person
should aware of damage or leakage of such packages and must follow below mentioned
points -

❖ Avoid handling or keep handling to minimum

❖ Inspect adjacent packages for contamination and put aside any that may have been
contaminated

❖ Inform appropriate authority, notify the consignee and / or consignor

Class 7 – Radioactive Materials

If it is evident or suspected that a package of radioactive material is


damaged or leaking following immediate action must be followed;

❖ Restrict access to the packages immediately


❖ limit entry to shortest possible time
❖ Get a qualified person to assess the extend of contamination and resulting radiation
level to the package, aircraft equipment and all other materials.
❖Notify the appropriate national authority (AERB / DGCA) and follow additional steps
in accordance with directions from the relevant competent authority to minimize the
consequences

Class 8 – Corrosives

Immediate Action

Do not touch spilled material

Fire & Spill

Dry chemical, BCF, Co2, foam or water spray, take up with sand or other
non-combustible material then flush area with water and dike ahead of spill for later
disposal

Class 9 – Miscellaneous Dangerous Goods

Potential hazards can be unique to the type of item. Listed below are some
items in class 9
1. Asbestos (All types) – Fine minerals fibres can lodge in lungs and cause disease

Immediate Actions ;

❖ Isolate hazard area


❖ Water self contained breathing apparatus or filter mask

2. Carbon dioxide, solid (Dry Ice) – Can cause severe damage to skin tissue by
freezing , can cause suffocation of humans and animals.

Immediate Actions ;

❖ Avoid handling

❖ Wear self-contained breathing apparatus and protective clothing

❖ Encourage ventilation of confined spaces

❖ Remove victims to fresh air.

3. Class 9 - Lithium battery fire fighting procedures -

Causes of Fire;

❖ Damaged battery, including old batteries not functioning properly


❖ Improper storage of batteries (sunlight exposure, extreme heat)

Storage;

❖ Lithium batteries should be stored away from direct sunlight


❖ Stores batteries separately from anything hazardous, such as explosives,
combustibles or any other highly flammable material
❖ Batteries are to be packed in such a way as to prevent short circuits under
conditions normally encountered in transport

Fire Extinguishing;

❖ Employees should not use fire extinguisher unless formerly trained in the proper
operation of an extinguisher
❖ Let the fire department fight the fires

First Aid;

❖ In case of battery rapture or explosion, evacuate personnel from contaminated area


❖ Provide maximum ventilation to clear out corrosive fumes / gases and pungent odour

❖ Seek medical assistance

General Emergency Procedures for Passenger Handling, Security & Ramp Personnel to be followed
during a dangerous goods incident comprise the following;

❖ Notify immediate supervisor and get professional assistance


❖ Identify the dangerous goods ( if safe to do so )
❖ Where safe to do so, isolate the package by removing other packages or property
❖ Avoid contact with the content of the package
❖ If the content come in contact with your body or cloths :

• Thoroughly wash off body with plenty of water


• Remove contaminated clothing
• Do not eat or smoke
• Keep hands away from eyes, mouth and nose
• Seek Medical assistance

❖ Staff involved in such incidents should stay on site until their names are noted
❖ The appropriate authorities (DGCA) must be notified

First Aid for Dangerous Goods Emergencies

❖Remove victim to fresh air

❖ Remove contaminated cloth

❖ If not breathing give artificial respiration

❖In case of contact with material, flush skin and eyes with running water for
atleast 15 minutes

❖Effects may be delayed, keep victim under observation

❖ Seek medical assistance

First Aid for Dangerous Goods Emergencies

❖ If not injured shower victim with soap and water

❖ Seek medical assistance as persons may have been exposed to radiation


(Radioactive material)

❖ Except for the injured, detain persons and equipment exposed to radiation
until instruction or arrival of the national competent authority (Radioactive
material)
