1. INTRODUCTION
This proposal is submitted by Belstow Traffic Solutions (Pty) Ltd (Belstow) in response to
the invitation by the City of Cape Town (CCT) for the provision of traffic law enforcement
equipment, back-office systems and related services for a period of 36 months.

Belstow is one of only four service providers in South Africa capable of uploading AARTO
infringements and is currently an AARTO service provider to the Johannesburg Metro
Police Department in this regard. We have analysed the requirements for this bid and
believe that we are able to offer the City of Cape Town (CCT) an amazing, world-leading,
class solution utilizing best of breed equipment and state of the art 3 D Computer Vision
technology not yet utilised in South Africa.

To this extent Belstow has contracted with Messrs. KRIA s.r.l. of Milan, Italy, (KRIA) who
are world leaders in the latest generation of 3 Dimensional Image Recognition
Technology used not only for traffic law enforcement, but also for traffic management
with a view to radically changing driver and other road user’s attitudes.

Belstow has also contracted with Face Technologies (Pty) Ltd (Face) of Centurion, its
long-time partner in traffic law enforcement software and a former partner in the
Tasima Consortium (which was responsible for the development and hosting of the e-
NaTIS national traffic database). Face will provide Belstow with the latest and most
advanced web based traffic management software suite which integrates both Criminal
Procedure Act prosecution as well as the AARTO regime in a seamless integrated
software suite.

The management of Belstow have collectively, some of the most extensive experience in
traffic camera law enforcement and back office operations in South Africa. Our national
and international experience covers the management of more than 150 traffic cameras
deployed by more than 20 traffic law enforcement authorities, collectively processing
more than three million traffic offences per annum. The value of fines processed
annually in this regard was in excess of R1 billion . Belstow now offers the CCT the best
of both worlds, being both a seasoned service provider in the CPA regime and since
2013, one of only 4 AARTO camera service providers in the country
We will demonstrate in this submission that Belstow and its subcontractors bring unique
and novel approaches with an integrated communicating network of cameras that
monitor and record the movement of all road vehicles, being both law abiding drivers as
well as traffic law offenders. Our novel approach to traffic law enforcement will not only

ensure a much higher rate of settlement and finalisation of traffic fines than any other
conventional approach, but serves to alter road users’ attitudes.

2. BASIS OF SUBMISSION
Belstow Traffic Solutions (Pty) Ltd is the bidder and principal contractor in this proposal
and will as such, be responsible for the supply, delivery and installation of all the camera
equipment, facilities, resources and systems to be deployed in the prosecution of road
traffic offences within the CCT jurisdiction and will furthermore, facilitate the processing
of camera offences in the back office in collaboration with the Council.

Moreover, Belstow Traffic Solutions will not be making use of any sub-contractors, other
than the serving of summons for CPA cases (if required), as well as using commercial
service providers, but will undertake the entire service delivery required in terms of this
tender utilising its own internal resources.

The mobile laser cameras and back office software suite, as well as all supporting
resources and facilities, are designed, manufactured and supported in South Africa and
is independent of overseas suppliers. Belstow is the accredited representative of KRIA
s.r.l. and as such, carry sufficient stock of components and have factory trained
technicians to install and support their systems as if it is a local product.

3. BACKGROUND AND CAPABILITY STATEMENT

3.1 COMPANY BACKGROUND


Belstow Traffic Solutions (Pty) Ltd (Belstow) was formed following the merging of
business interests and technologies of Trevor Harper, a Black BBEEE entrepreneur and
management consultant and Geoff O’Connell, a former Municipal Manager of
Johannesburg Metropolitan Municipality and an engineering consultant. Belstow Traffic
Solutions (Pty) Ltd was from inception 50% ownership and 30% management, a black
economic empowered company.

Trevor Harper was the first black accountant to register as a Chartered Accountant in
Port Elizabeth and has played a prominent role as a black professional in his community.
Later Trevor teamed up with Geoff O’Connell and became involved with traffic camera
operations and support for Labat Traffic Solutions (now TCS) in Johannesburg. When
Geoff and Trevor left Labat/TCS to establish the Belstow group of companies, Trevor
became Group Financial Director. Later on Trevor accepted an appointment first with
the East Cape Gambling Board (as Financial Director) and is presently the Financial
Director of the Nelson Mandela Metropolitan Municipality in the Eastern Cape.

Geoff O’Connell is a management consultant with engineering degrees and an MBA


from Wits Business School. Geoff has more than 40 years’ experience as a Civil
Engineering Consultant, a City Engineer (Roodepoort), a City Manager (Johannesburg),
Chief Operations Officer of TCS (previously Labat Traffic Solutions) and General Manager
of the Belstow Group of companies. Geoff is intimately versed with the operation and
management of municipalities and traffic camera law enforcement. He has extensive
experience in civil engineering projects, government and municipal management and
also has interests in the communications sector involving fibre optic installations, cell
phone tower construction and 3G communications systems installation.

Q Investments Holdings (Pty) Ltd is the holding company of Belstow and was also from
inception, a fully black economic empowered company with a prominent background in
the sourcing, supply, calibration and maintenance of traffic cameras for clients such as
Labat Traffic Solutions, where it was responsible for a fleet of 150 traffic cameras. This
capability and experience with Labat and TCS, brought not only technology and
expertise to the Belstow Group, but also brought senior managers, engineers and
technicians to the Belstow Group, having formed the core and played a key role in the
operations of Labat and TCS.

3.2 COMPANY CAPABILITY

3.2.1 Design and Manufacture of Traffic Cameras


Although no longer active in this arena, Belstow has enjoyed the services of one of the
finest and most innovative teams of electronic engineers and designers in South Africa
with a fully-fledged research and development division, which produced the designs and
concepts of a number of uniquely South African traffic law enforcement cameras and
solutions. Not only were Belstow’s products SANS approved and operated in accordance
with the TCSP guidelines, but were also documented in accordance with ISO 9001
prescripts.

Since Belstow and its partners designed and manufactured its own electronic products,
it could ensure a continuous bulk supply of spares and support components. Not long
ago, Belstow and its partners produced some 30,000 laptop computers for an African
project, using its bulk purchasing power. Its technicians and service engineers are
accordingly, fully trained to repair and support every Belstow component in the most
efficient manner.

By designing and producing its own hardware systems, Belstow and its partners were
able to eliminate the profit of the middle man on many of the imported goods and kept
its cost of services and products at the lowest possible level. This enabled Belstow to
compete more keenly and to pass the savings which arose from its design and
manufacture, on to its clients.

3.2.2 Traffic CMS Software Development and IT Systems


In addition to designing and manufacturing its own hardware, Belstow also developed
its own software and IT systems according to its own customized requirements through
its IT partners. This eliminated the need to try and adapt under South African conditions
to the requirements of hardware and systems produced overseas for foreign conditions.

The other advantage of developing its own software and IT systems in-house is the time
saved when it is necessary to make alterations, or to customize software for clients’
unique requirements. This makes it possible for Belstow to offer one of the fastest
turnaround times in the industry for software adaption and customization.

3.2.3 Camera Installations and Operations

Belstow has its own field crews who travel around the country installing cameras
systems and repairing and supporting them. Belstow now has more knowledge and
expertise in
the installation of more types of traffic cameras than any other company competing in
this field in South Africa. It is well acquainted with the unique circumstances and
environmental conditions across the country, from the arid conditions and high
temperatures in the west, to the humid and rainy conditions in the east. This has
enabled Belstow to develop its own unique techniques to operate cameras in the most
adverse conditions throughout Africa.

3.2.4 Contravention Management Systems (CMS)


Belstow and its software partner, Face Technologies (Pty) Ltd, are currently jointly
rolling out their third generation state of the art, web based CMS, known as the
INFRINGEMENT MANAGEMENT SYSTEM (IMS), which encompasses all the best features
of the work it performed in producing the Enigma/NuTraffic, IOC and CAPS systems and
will utilise this system in the City of Cape Town, if this contract is awarded to us. IMS
has, in its earlier versions, been successfully used over the past 10 years in various
municipalities (as CPA software) and the Johannesburg Metro Police Department’s
AARTO project.

Belstow’s partners originally designed and developed the Enigma contravention


management system, a version of which was sold to NuTraffic Management and
renamed. This was the first internet enabled system to perform the complete CPA back
office function, from the uploading of camera offence images to the finalization of
offences in terms of payment, on a web based platform.

The camera software system used by TCS and known initially as the IOC camera software
system was also designed Belstow and its partners, as was the front-end for the CIPRUS
system, known as the CAPS system. The experience gained from the development of the
Enigma, CAPS and IOC systems made it possible to produce enhancements and features
which set IMS above its competitors such as TCS and CIPRUS (and their modern
derivatives), which were in the previous generation, regarded as the benchmark CMS’s.

The IMS system was designed and developed to interface with all known camera types
and with external pay systems such as EasyPay, FNB ATMs, Post Office (Trubill) and the
like. This enabled Belstow’s clients to operate in the most effective way possible and to
achieve the best results. Belstow and its partners have previously used and tested the
NuTraffic, TCS, CIPRUS and CAPS (now owned by TMT) systems on a number of its

contracts and is thus able to evaluate its client’s needs on a best of breed basis. This
background has placed Belstow and its software partners in a unique and strong
position regarding AARTO implementation because it has more knowledge and
experience of front end processing of contravention images than any of its competitors.

Belstow and its partners have also performed pioneering work on IMS to produce the
first real-time, online e-NaTIS interface for direct verification, adjudication and
uploading of AARTO offences directly (on a one-by-one basis) to e-NaTIS. The IMS
interface was developed for use in the Johannesburg Metropolitan Police Department
(JMPD) contract, where it has been thoroughly proven in the processing of some
500,000 offences. This work has set Belstow aside from other contenders as they all
have to access e-NaTIS through the old archaic batch process access interfaces.

IMS thus provides the CCT with the latest state of the art solution combining both
centralized local server solutions with a web based universally accessible option,
coupled with unlimited (SQL) reporting capability. It also utilizes the new e-NaTIS AARTO
interface developed for the JMPD to streamline the vehicle query, verification and
adjudication process, even though we will still be prosecuting according to the CPA
legislation in City of Cape Town for the foreseeable future.

3.2.5 Back Office Operations


Having had access to systems such as the NuTraffic, CIPRUS, CAPS and LightSpeed
systems, has given Belstow competitive advantages in operating its CPA back office
facilities. This was especially useful for smaller, remote rural clients who did not have
the full infrastructure to perform these functions on their own, but could, through the
internet connectivity of Belstow and the above systems, undertake full back office
processing of traffic contraventions on an equal footing with their larger counterparts.

The staff and management of Belstow have collectively, vast experience of operating
massive back office systems, arising from their employment at both Labat Traffic
Solutions and Belstow Traffic Solutions, being responsible for back offices such as the
Cities of Cape Town, Tshwane, Johannesburg (JMPD) and several more. This has given
Belstow the capability of dealing with the logistics of producing more than 100,000
offences per month per back office.

3.2.6 Internet Payment Portal

Belstow and its partners previously utilized the Altech NuPay and other internet
payment portals to facilitate web based traffic fine payment. Altech NuPay is a specialist
service provider to micro lenders, banks and financial institutions, municipalities, utilities
and parastatals to provide facilities for consumers to make payments to the above via
an internet payment portal.

This has advantages for Belstow in its municipal traffic contracts, because not only does
this offer an additional payment channel with real-time access to the CMS, but ensures
that all payments (including credit card and debit card payments) are immediately
allocated and verified against specific offences.

The payment portals sweep payments directly into the municipality’s bank account on a
daily basis and provides the municipality with daily reconciliation by e-mail. In this
manner, no payments can get lost or end up in municipal suspense accounts and both
Belstow and the client are assured of knowing at all times exactly what offences have
been paid.

3.2.7 Call Centre and Data Cleansing


Belstow has the capacity and capability to operate a scalable outbound as well as
inbound call centre and support centre. The inbound call centre serves as a help desk,
whilst the outbound centre plays a vital role in increasing the success level of finalization
of traffic fines. Belstow has found that when offenders are called upon and reminded in
a courteous manner about impending trials, court appearances, summons etc. that this
service is highly appreciated by the public and contributes greatly to improved payment
levels and finalization of cases.

In addition to maintaining its own database of repeat and habitual offenders, Belstow
also has access to commercial databases where the latest contact details of offenders
are obtained. This information is used to “wash” data received from e-NaTIS to remove
unreliable or incomplete data, making the serving of summons much more effective and
enables the Belstow to trace offenders who would otherwise be untraceable. This is
possible because offenders are continuously submitting their contact and residential
details when they wish to procure credit for cell phones, furniture purchases, home
improvements, vehicle financing, etc. The commercial institutions exchange this
information regularly and Belstow then has access to these data bases.

3.2.8 Summons Serving/Warrants of Arrest Service

Belstow has a fully-fledged summons serving capability employing former police officers
as summons servers and organizers, because of their knowledge and experience in
acting as servants of the courts. Belstow produces the Section 54 notices and sorts them
according to postal codes so that they may be dispatched to the summons server
concerned or where one is not employed, to the sheriff of the local court in that area.

Belstow also makes use of sheriffs of certain court jurisdictions and is thereby able to
extend its summons serving capability to be countrywide. The sheriffs are also legally
empowered to execute warrants of arrest and to take payment against traffic fines. This,
combined with the quality and accuracy of the data supplied by its tracing division,
makes Belstow and its partners highly successful in finalising traffic fines, achieving
finalisation rates in excess of 60%.

3.2.9 Road Block Support


Belstow can supply unmarked roving traffic patrol vehicles to the City of Cape Town,
which are comprehensively equipped with two front facing ANPR cameras, ANPR on-
board software, an on-board ANPR computer and printer, real-time live continuous
connection to e-NaTIS via both MTN and Vodacom 3G channels, with the Council’s data
base of wanted vehicles as well as the SAPS data base of wanted vehicles.

Such an unmarked vehicle is furthermore, equipped with blue lights and sirens, front
facing incident camera and microphones, as well as in-car cameras and PA system. The
vehicle is capable of intercepting more than 200 wanted vehicles daily in the City of
Cape Town region and is currently being operated on a daily basis in Johannesburg,
where during 2014 some 80,000 vehicles were read; 12,000 were identified as wanted
vehicles and 6,000 of these vehicles were intercepted/apprehended.

If the vehicle is wanted for outstanding fines, warrants of arrest or if it is listed as a


stolen vehicle or one involved in a hijacking, then different types of signals or alarms will
sound to the traffic officers and they can then take the appropriate action to apprehend
the drivers concerned. It also identifies vehicles (due to being constantly connected to e-
NaTIS) of which the licences have lapsed, or the vehicle is not registered at all, or that it
does not have a valid road worthy certificate.

These vehicles forms one of the cornerstone of our strategy to achieve the highest rate
of finalisation of offences in the country, because our software solution enables our
client (the CCT) to upload all outstanding warrants of arrest on e-NaTIS where they are
blocked pending finalisation. This means that such offenders are barred from renewing

their vehicle licences, renewing their driver’s licences, selling their vehicles or buying
and registering new vehicles in their names.

3.3 OUR EXPERIENCE


3.3.1 INTERNATIONAL EXPERIENCE
The management team of Belstow has had extensive operational and technical
experience of traffic camera law enforcement and has been responsible for
implementing the following successful international projects:

3.3.1.1 Bangalore City Police (Traffic), Bangalore, Karnataka Province, India


Supply, and provide 6 digital cameras for Interceptors (automobiles fitted cameras for
speed checking and law enforcement), utilizing Belstow products and technology. This
includes remote wireless printing solution. Installation of camera equipment and
training of staff in the operations of all the camera equipment.

3.3.1.2 Andhra Pradesh Road Traffic Authority, Hyderabad, India


Supply, and provide 49 digital cameras for speed checking, 5 digital cameras for
Interceptors (automobile fitted for speed checking and law enforcement), utilizing
Belstow products and technology. This includes remote wireless printing solution.
Installation of camera equipment and training of staff in the operations of all the
camera equipment.

3.3.1.3 Kerala Road Traffic Authority, Trivandrum, Kerala Province, India


Supply, and provide 40 digital cameras for speed checking, for Interceptors (automobile
fitted for speed checking and law enforcement), utilizing Belstow products and
technology. This includes remote wireless printing solution. Installation of camera
equipment and training of staff in the operations of all the camera equipment.

3.3.1.4 Baku City Road Traffic Police, Baku, Azerbaijan


Initial order to supply, and provide 20 digital cameras for speed checking, utilizing
Belstow products and technology. This includes remote wireless printing solution. An
additional order of 80 cameras is currently under consideration. Instillation of camera
equipment and training of staff in the operations of all the camera equipment.

3.3.1.5 Benguela Municipality Road Traffic Police, Benguela Province, Angola


Supply, and provide Belstow digital laser cameras for speed checking, instillation of
camera equipment and training of staff in the operation of all the camera equipment.

3.3.2 SOUTH AFRICAN EXPERIENCE


The management team Belstow has had extensive operational and technical experience
of local traffic camera law enforcement and has through its current and various previous
employers, been responsible for the following successful projects:

3.3.2.1 Johannesburg Metro Police Department (Belstow-Face JV)


The Belstow-Face Joint Venture was successful in tendering for the JMPD in 2012 and is
one of only two new companies to be appointed by JMPD to render electronic traffic
law enforcement services in the West Rand/Roodepoort area. The other three
companies were previously employed by the JMPD. The Belstow-Face teams operate
morning, afternoon and night shifts in its area and have processed more than 500,000
successful uploads to e-NaTIS in terms of the AARTO regime.

Belstow, as the lead operational partner in the JV, is therefore in a very strong position
amongst only four other service provider companies to provide the CCT with a unique
solution based upon the CPA regime at present, but capable of being converted
seamlessly to the AARTO regime, should this occur in future.

3.3.2.2 Swartland Municipality (Belstow)


During April 2008 Belstow successfully tendered for the supply of cameras as well as a
CPA back office solution for the Swartland Municipality and had this contract awarded
to it. After rendering outstanding service for about 150,000 offences with a finalisation
rate frequently exceeding 70%, the contract was extended upon completion in 2011 to
2013. The contract initially ran on CIPRUS and CAPS, but later converted to IMS
predecessor.

3.3.2.3 Witzenberg Municipality (Belstow)


During July 2009 Belstow successfully tendered for the supply of cameras as well as a
CPA back office solution for the Witzenberg Municipality involving Ceres, Tulbagh,
Wolsely and Prince Alfred Hamlet and had this contract awarded to it. Roll-out
commenced during December 2009. Contract Expired: January 2013.

3.3.2.4 Greater Tubatse Municipality (Burgersfort) (Belstow/Trapeace)


Belstow took over this contract from Trapeace (Pty) Ltd by mutual arrangement for the
supply of back office CMS operations and for speed checking utilizing Belstow products
and technology, on a contract fee basis. Approximately 30,000 images were captured

from two digital cameras and processed on Enigma back office software. Contract
Expired: February 2011
3.3.2.5 Thaba Tchweu (Lydenburg, Sabie and Graskop) (MMT Projects)
Contract for the supply of cameras, training and back office CMS installation for speed
checking on a vendor basis, under the auspices of MMT Projects, utilizing Belstow
products and technology. Contract commenced June 2012.

3.3.2.6 Matlosana City Council (Klerksdorp) (Bustque)


Belstow successfully tendered through its sister company (Bustque) for the supply of 6
REDFLEX red-speed™ Fixed System digital camera systems. This included supply, install,
commission and maintenance of cameras on an SLA for three years. After the SLA

3.3.2.7 Bela Bela Municipality (Belstow/Trapeace)


Belstow took over this contract from Trapeace (Pty) Ltd by mutual arrangement for the
supply of back office CMS operations and for speed checking utilizing Belstow products
and technology, on a contract fee basis. Approximately 30,000 images captured from 2
digital cameras and processed on Enigma back office software. Approximately 50,000
images were captured from two digital cameras and processed on Enigma back office

3.3.2.8 Bergrivier Municipality (Belstow)


During July 2009 Belstow successfully negotiated a Section 32 contract award for the
supply of cameras as well as a back office solution for the Bergrivier Municipality based
upon the super-successful Swartland contract. The SLA was finalised during September
2009 and roll-out commenced during October 2009. Approximately 20,000 images were
captured from two digital cameras and processed on Civitas CMS software. Contract
Expired: September 2011.

3.3.2.9 Mohokare Municipality (Smithfield) (Belstow)

subject of litigation. Prior to this the system functioned to the complete satisfaction of

3.3.2.17 Mangaung Municipality (Bloemfontein) (Labat)


Contract managed by Belstow staff, whilst employed by Labat for the supply, install,
maintain and provide digital cameras and digital technology image database operations
including comprehensive back-office operations for speed checking, red light and stop
street violations on a percentage fee basis. Approximately 300,000 images captured
from 5 cameras and 4 fixed installations on TCS back-office CMS. A fully integrated TCS
back-office service centre was established here. The old legacy Civitas traffic
contravention system had been phased out and all processing of fines for Bloemfontein,
Thaba Nchu and Botshabelo took place on a single TCS database.

3.3.2.18 City of Cape Town Metropolitan Municipality (Labat)


This contract was established, rolled out and managed by the current Belstow
management and staff for the supply, installation, maintenance and provision of digital
cameras and digital technology image database operations, including comprehensive
back office operations for speed checking, red light and stop street violations, on a
percentage fee basis. Geoff O’Connell, current GM of Belstow, was then the Chief
Operations Officer of Labat/TCS and was personally responsible for this project.

Implementation commenced during June 2004 after intense planning and preparation
to consolidate 7 administrations into one central processing unit with over 30 remote
service delivery centres to the public. The centres provided on-line processing of
payments, representations, enquiries and viewing of photo images. The 11 courts had
on-line connections to the traffic database to ensure essential integration with courts.
The team was severely challenged to integrate the output from the 3 former back
offices utilising Trafman, CIPRUS and TCS software CMS’s, as well as accommodating
the requirements of 11 courts in 3 judicial districts.

The project successfully processed some 120,000 offences per month, served 20,000
summonses per month and collected approximately R16 million per month. This
exceeded the City’s budget by about R20 million per annum. The payment rate was
approximately 50% and the client was at that stage extremely satisfied with the project,
in spite of much adverse publicity. Approximately 2 million images were captured from
54 digital and analogue cameras and 44 fixed installations on TCS back-office CMS.

3.3.2.19 Centurion Town Council (Tshwane Metro Municipality) (Labat)


Contract managed by Belstow staff, whilst employed by Labat for the supply,
installation, maintenance and provision of cameras, film processing, film scanning and
digitising facilities as well as database operations for speed checking and red light
violations on a percentage fee basis. Approximately 1,3 million images were captured
from 9 cameras (8 fixed installations) and processed on TCS back-office software.

Fatalities due to road accidents were reduced at one site in this municipality from an
average of 30 per annum to approximately 1 per annum since the traffic cameras were
installed.

3.3.2.20 Pretoria City Council (Tshwane Metro Municipality) (Labat)


Contract managed by Belstow staff, whilst employed by Labat for the supply,

4. OUR PRODUCT OFFERING

4.1 KRIA 3 D COMPUTER VISION TECHNOLOGY


New web-based traffic monitoring devices that could not even be conceived at the
beginning of the new millennium have been made available since 2008; they are
installed and now operational in many Countries of the world. They are the T-EXSPEED
by KRIA of Milan, Italy.

A single T-EXSPEED is able to simultaneously detect many vehicles in transit on up to 6


parallel lanes even in both directions; to measure all their speeds with 99% accuracy;
detecting red light violations at intersections; reading every vehicle’s license plates and
dangerous goods placards. The ALPR engine is used to measure section speed and to
compare license plates to black lists in real time, generating alarms.

The stereo cameras detect every vehicle’s three dimensional class and colour for
advanced traffic monitoring functions, computing the origin-destination matrix for
sophisticated traffic analysis, whilst detecting many other complex violations such as
tailgating, change of lane, moving with pedestrians on zebra crossings, travelling in
wrong direction up a (right turn) lane. The unique feature of the KRIA devices is that
they are all based on special high resolution cameras using powerful real-time
Computer Vision algorithms.

The video signals are used for both vehicle detection and event documentation,
eliminating all trouble due to traditional sensor integration and synchronization.
Conventional devices detect the vehicles by means of inductive loops, piezo, radar, laser
and ultrasonic sensors. Sometimes they make use of a combination of different kinds of
sensors in order to reduce the traffic detection rate error of each single sensor. They are
triggered only for recording offences, whereas KRIA devices record each and every
vehicle in each lane, whether an offence is committed with it or not. This generates a
large amount of important data about the traffic patterns on that road and the habitual
movements of regular offending vehicles (like a “Big Brother”).

T-EXSPEED, now at its third generation, is an all-in-one system featuring a very compact
(only 29cm long) stereo camera baseline. It is a non-intrusive visual system without any
cables in the roadbed or radiation system. It measures the vehicle in 3 dimensional view
(as opposed to 1 or 2 dimensional measurement with Radar/Laser). Belstow is the sole

accredited representative of KRIA in Africa and this is how in the last decade, the
inconceivable became possible:
 KRIA Computer Vision measures each and every vehicle passing in 3 Dimensional
accuracy to a single pixel on the 2 x 29 Megapixel cameras (also used to monitor
unstable avalanche slopes in 3D to a particle size of 30 mm x 30 mm x 30 mm);
 KRIA devices record and report each and every vehicle in each lane, whether an
offence is committed with it or not;

In one millionth of a second the T-EXSPEED measures the distance of a vehicle


(measuring up to a single pixel from its two 29 Megapixel cameras); measures the
elapsed time; computes the speed; reads the number plate data with the ALPR
algorithm; reads any other placards (indicating the type of load the vehicle is conveying);
determines the type of vehicle and speed limitation; checks red light violation;
determines correct lane usage; compares all data in real-time against available
databases (e-NaTIS, SAPS, CCT CMS) and shares the information with other cameras on
the same network.

Low-tech mono-dimensional signals, such as those coming from laser or radar reflected
from the vehicle body, are much simpler to process than a video signal. They are easily
processed in order to extract simple information and trigger the camera for the image
acquisition and are therefore favoured by conventional technologies. Moving from
uncomplicated signal processing to real-time 3D video processing requires uncommon
technical skills and knowledge as well as long-term R&D investments, which is where
KRIA distinguishes itself with its world-wide patented (WO 2007/107875 A2) Computer
Vision technology.

The advantages of Computer Vision 3D technology over other 1D technologies and


specifically radar triggering of cameras is clear because:
 their (radar) simple 1D sensors and signals, induced or reflected from vehicle
mass, while losing any visible vehicle feature, can only provide limited and rough
output;
 the vehicle detection fails whenever the traffic conditions are complex (e.g.
diagonal directions, many vehicles simultaneously in the device footprint);
 they cannot monitor more than 2 lanes simultaneously;
 their sensors fail in case of bad weather;
 they are so specialized that any future functional upgrade is precluded;
 the TCSP guidelines for radar usage for prosecution in South Africa are extremely
restrictive and if correctly deployed, simply curtail the usage of these devices,
viz. TCSP March 2012: Radar – Classes B1 and B2:.
o no metal road signs or vertical flat surfaces larger than 1 meter in vertical
height within 15 (fifteen) degrees on either side of the aiming direction,
within a distance of 100 metres of the antenna;
o no high voltage overhead power cables in the radar's field of detection
for at least 100m;

Despite the high amount of data generated, the KRIA’s proprietary algorithms refined in
so many years, process the video in real time, effectively eliminating all useless pixels,
quickly focusing on the image “regions of interest” where vehicles are visible, and
extracting every piece of information useful to IMS applications. Eventually only
necessary information in the form of small text strings are transmitted for enforcement
purposes.

4.2 REDFLEX FIXED CAMERAS (ALTERNATIVE SOLUTION)


Belstow proposes (as an alternative to the preferred KRIA Computer Vision cameras) to
use mainly Redflex NK6 configuration systems. These are a proven solution equipped
with a choice of 6 megapixel or 11 megapixel cameras. They are powered by a
ruggedized industrial computer operating on a Windows platform.

Redflex Traffic Systems of Melbourne, Australia, is the largest photo law enforcement
agency in the world with more than 2,000 camera systems in North America alone. The
REDFLEX red-speed™ fixed system is a world leading technology in traffic enforcement
utilising inductive and non-inductive detectors. It provides the enforcement of red light
and speed offences at intersections. The detection system utilises in-road inductive (i.e.
loop loop) detectors and is also capable of speed determination. Additional information
such as vehicle length and class can also be acquired using this technology.

This means that the camera can differentiate between heavy vehicles and light vehicles
and can even apply differential speed limits to different vehicles and even apply them in
separate lanes. The system is able to enforce red light, speed and combined red light
and speed offences. The following are some of the key features of the system:
 The REDFLEX red-speed™ system enforces offending vehicles that commit either
a speed offence, a red light offence, or a combined speed and red light
infringement.
 Detects vehicles offending in numerous lanes to be captured and enforced
simultaneously.
 Redflex’s high resolution camera system enables the positive identification of an
offending vehicle from a single photograph. Configurations of 6 or 11 megapixel
camera resolution can give up to four times the viewing area of standard photo
enforcement cameras.
 REDFLEX red-speed™ is installed and operating in a wide range of climatic
extremes from summer heat in the Middle East and the Arizona desert to the
harsh winter conditions in Toledo, Ohio.
 REDFLEX red-speed™ is able to enforce across a full six lanes of traffic from a
standard single camera enclosure and detection device.

Redflex high resolution camera systems work with a wide range of white light or
invisible infrared illumination systems for optimal imaging performance. Redflex has its
own proprietary flash system specifically for traffic enforcement and imaging of vehicles.

Belstow will install these cameras in the requisite numbers within the geographic areas
allocated to us and the method of triggering will depend upon circumstances such as
road surface condition (for inductive loop triggering) or radar triggering. All the technical
specifications of the Redflex NK6 systems comply with the requirements of this bid.

4.3 LIZR MOBILE LASER CAMERA


Although laser technology cameras have, in the view of Belstow, been completely
overtaken by 3D Computer Vision technology, it has been found that a handful of
inexpensive, reliable workhorse cameras are still required on a frequent basis to
perform random or incidental law enforcement duties, or to investigate speed profiles
on roads, when requested. In this regard Belstow would rely on the proven LIZR mobile
laser camera, now in its fourth generation, the forerunner of which was developed
under the auspices of Belstow and of which more than 100 were manufactured in Diep
Rivier, Cape Town and exported to law enforcement authorities in India, Azerbaijan and
Angola.

The LIZR has been development based upon the winning formula of the LIXR© laser and
digital speed measuring camera technology using a new generation Laser and ARM 11
based CPU’s, making it the smallest device in its class. The LIZR has been developed with
the cost conscious customer in mind, without comprising performance and features. The
LIZR can be used in a mobile deployment, semi-permanent and permanent installation
and is ideal for unmanned operations due to its high work rate. The LIZR has a very high
capturing rate and is accurate to 2 decimal places where it will capture cars in sequence
with a minimum distance of 2 meters apart.

The LIZR is a 5.1 mega pixel camera with a 24 bit colour imaging and black and white
features for low light conditions. The LIZR has the ability to capture video in real time,
thus allowing the operator to capture any incident that may occur. The LIZR also has a
tracking facility that enables a vehicle to be captured at long ranges and tracks the
vehicle until the number plate becomes visible. The LIZR also has a unique feature of 2
lane technology where it can distinguish vehicles in different lanes.

Data input is via a touch screen with a graphical keyboard interface and large icons for
easy access. The LIZR stores one image per static violation or a video clip of 60 seconds
for both incidents as well as tracking modes. There is a built in flash of 1800 Lumens that

facility is built into the device, allowing the officers convenience during night operations.
Unambiguous identification of the LIZR is provided by the sequence of stored images for
each speeding violation. These provide a reliable record of both the traffic situation and
the speeding vehicle. A 512 Bit encryption is used and is embedded into the image to
prevent tampering. LIZR takes only a few minutes to set up, after which is then simple to
operate via a user-friendly touch screen where both automatic and manual monitoring
is available with a dynamic range finder built in.

The LIZR can be tailored to suit individual customer needs with the options of various
language packs and key features for specific operations. The GUI of the LIZR is simplistic
in design with a rich feature set of functions reducing the complexities of human
interaction making it user friendly. The system has an auto start feature, allowing pre-
setup for rapid deployment of unmanned operations.

4.4 INFRINGEMENT MANAGEMENT SYSTEM (IMS)


4.4.1 CRIMINAL PROCEDURES ACT (CPA)

Belstow has in collaboration with its IT and joint venture partner, Face Technologies
(Face) developed a comprehensive, integrated CMS system for electronic law
enforcement, known as Infringement Management System (IMS). Face is a well-known
software developer, out of the Denel/Arivia.com stable in traffic and public
management areas, having been prominently involved as a former partner of the
Tasima partnership which developed and hosted the e-NaTIS system for the
Department of Transport.

Face is also, through its subsidiary interests, responsible for the management and
issuing of driver’s licences in South Africa and in other countries. This background makes
it the foremost candidate for the development of any interface with e-NaTIS or any
other government agency database such as pension payments, electoral solutions and
passport and border control. Face has vast expertise in designing, developing and
implementing customised, integrated election and voters’ registration solutions
internationally. They offer a single, comprehensive solution for hosting local and
national elections in their entirety and have done so in more than 10 countries on the
African continent and abroad.

The first and oldest component of this system is the CPA module which is a fourth
generation development of our original CMS, namely Enigma. The next generation CMS
developed from Enigma, became known as Nutraffic and thereafter Lightspeed. Each of
these developments was a unique pioneering development, since they were the first in
South Africa, of a generation of web-enabled CMS’s.

To perform look-ups of ownership of infringing vehicles, Belstow needs access the e-


NaTIS database. In previous years this was performed by submitting batch files to e-
NaTIS through the vehicle registration portal of the municipality concerned and upon
receipt of the return file, to import the names and addresses manually. This is a
cumbersome and inefficient process when providing services for large municipalities. In
the case of City of Johannesburg, Belstow has been registered as an authorised e-NaTIS
user and has a direct link by data line through which look-ups are performed in real-time
continuously. Being a SQL based CMS, customised reporting and processing capabilities
are virtually unlimited and the CPA functionality which was developed over these
generation of CMS’s covers the following activities:

Belstow proposes to host the database of the CMS on a local server on the premises of
the CCT, usually in its own LAN domain. The CMS local database is linked by datanet line
to an off-site cloud sister-database hosted on a database farm by a reputable and
registered internet service provider. The two databases communicate continuously with
each other at a relatively low speed, the one doing back up operations to the other on
an on-going basis whenever there is connectivity and bandwidth available (usually at
night).

4.4.2 ADMINISTRATIVE ADJUDICATION OF ROAD TRAFFIC OFFENCES (AARTO)

The AARTO suite of offence processing software of IMS was developed by Belstow and
Face in Joint Venture for the City of Johannesburg. Johannesburg and Tshwane City
Council are the only two municipalities in South Africa operating under the AARTO
regime, having initially commenced as a pilot project. It is now however, operated as
promulgated law and is likely to pave the way for traffic law enforcement in the rest of
the country, although time frames are not known and have been changed almost
seasonally.

Belstow and Face experienced massive challenges in developing this software suite and
the experience gained in the process will undoubtedly be extremely valuable for any
other municipality receiving service from Belstow and Face under the AARTO regime in
future. The solution which we implemented places Belstow and Face in an unassailable
lead in AARTO processing, because it is the only real-time, interactive processing facility
connected to e-NaTIS in the country for traffic law offence adjudication.

The question may be asked whether CPA offences and AARTO processing software
cannot be run as stand-alone systems independent of each other. Belstow and Face
have found that this is not suitable for large municipalities because their functions are
interrelated in the AARTO regime as follows:
 AARTO infringements are generally less serious transgressions and can be related
to Section 341 camera mailers (AARTO 03 notices) for speed infringements
recorded by camera of less than 40 or 60 km/h over the speed limit, as well as
 Section 54 offences which are recorded without the driver of the vehicle being
present and sent by post, can be related to AARTO 31 notices, and
 Section 56 summons are recorded at the roadside in the presence of the
offending driver and are served on the spot with a court date already reflected
and can be related to an AARTO 01 notice.

Any offence more serious than the above and constituting a No-Admission-of-Guilt
(NAG) offence, are not covered by AARTO jurisdiction and remain exactly what they are.
These NAG’s then get returned by the Road Traffic Management Corporation (RTMC) to
the law enforcement authority where they were generated and they have to be
processed under CPA jurisdiction – i.e. by serving summons to appear in court, warrant-
of arrest etc. It follows therefore, that if there are a large number of these offences such
as in a large municipality like the City of Cape Town, then the volumes will require that
the AARTO software suite and the CPA software need to be integrated with each other
and share databases where applicable. The IMS suite developed by Belstow and Face
performs the following functions:

The AARTO process commences when images are uploaded automatically from a field
camera to the database of the IMS system, which is hosted on the premises of the
control centre. These images then lie in waiting in one of several silos for “capturing”
the vehicle registration number. That is the only action and is done twice with a “blind”
entry to limit finger errors. Thereafter the case moves to and lies waiting in the next
functional silo.

The IMS then forwards the registration number to e-NaTIS interactively and brings up
the vehicle make and model description, which the operator must check against the
vehicle reflected on the computer screen (called “verification” of the offence). If the
data does not correspond then it must either be corrected if a capturing error was
made, or it must be rejected if e-NaTIS cannot produce a vehicle with the same
registration plate and matching the model on the screen image. This can be due to
vehicles not being registered or due to “cloned” number plates.

The verified offence then lies again in waiting for “adjudication” by an authorised traffic
officer or peace officer, who examines the screen image and thereby the offence and if
satisfied that it constitutes a prosecutable traffic law offence, signs it off interactively
with the e-NaTIS connection. The offence is then taken out of the law enforcement
agency’s domain and further processing such as printing, postage, courtesy letter and
enforcement letter is performed by the RTMC and its agents such as the South African
Post Office.

If an offence constitutes a NAG, then it is automatically returned by the e-NaTIS


database to the relevant law enforcement authority for processing as a NAG offence
under the CPA regime, involving court process and the like.

service provider’s staff) are never exposed to the name, ID number and address details
of the offender whilst processing an offence.

4.4.3 ACCIDENT MODULE

The Accident Module of the IMS system derives from the original Enigma CMS suite
developed by Belstow for the recording and processing of accident data. The accident
data can be recorded at the scene of an accident utilising a hand held Live Capture Unit
(LCU) which can scan the licence disks on the vehicles involved in the accident as well as
the drivers licence details of the drivers who are involved, if available.

All other data such as the site conditions, GPS coordinates, direction of vehicles
travelling immediately prior to the accident, positions of vehicles after the accident,
types of vehicles, passengers and drivers involved and many other details can all be
entered and signatures of affected persons can also be entered by stylus pen on the
touch screen.

Upon returning to the Control Centre, all the accident data can be downloaded
wirelessly onto the accident module of the IMS system. Here it is then automatically
entered into the IMS database and processed for further information. With the help of
the GPS the data will be fully integrated with the Google Earth software suite and
continuously updated for geographical relationship reporting.

A KRIA T-XROAD Red Light Violation (RLV) camera can also produce video evidence of an
accident at a traffic light intersection for 9 seconds preceding the red light and if no
event occurs, then the video data stream is over-written until the next event. This
information can then be used to reconstruct the accident scene with a step-by-step 3D
explanation of how it occurred. This can be very useful for insurance companies, law
enforcement authorities and the courts.

The reconstruction of accident scene with KRIA Computer Vision video technology
creates a 3D model of the intersection, because the KRIA cameras operate on a so-called
stereo basis. They therefore model the size, shape, colour and movement of every
vehicle and even pedestrians. This model can then be viewed from all angles, as if flying
around the accident scene in a helicopter.

4.5 ANPR ROVING VEHICLE


Belstow can provide Automatic Number Plate Recognition (ANPR) vehicles and already
operates such a vehicle on a daily basis in the City of Johannesburg. Belstow has made
provision for 11 ALPR roving vehicles in its tender for City of Cape Town. We propose
one Ford double cab 4 x 4 vehicle (or equivalent) with a canopy (which can also be used
as a roadblock vehicle) and 10 Chev Cruz sedans (or equivalent) in accordance with the
requirements of the tender document.

All 11 these vehicles which will be marked in accordance with the prescripts of the CCT
will be equipped with the same specifications to provide enhanced operations for a
roving interceptor vehicle and be equipped with:
 two front facing ALPR cameras,
 ALPR on-board software,
 an on-board ALPR computer and printer,
 real-time live continuous connection to e-NaTIS
 via both MTN and Vodacom 3G channels,
 the Council’s data base of wanted vehicles as well as
 SAPS data base of wanted vehicles.
 blue lights and sirens,
 front facing incident camera and shoulder microphones,
 in-car cameras and PA system.

This provides the traffic officers with protection against public criticism and abuse,
because they are continuously filmed and all discussions and actions are recorded. The
vehicle in Johannesburg is capable of recognising more than 300 vehicles daily with a hit
rate of approximately 18% wanted vehicles. The crew of the vehicle manage to engage
with approximately 4% of these drivers, but with more support, this figure could
increase to about 10% and 10,000 offenders could be apprehended per annum.

Belstow carries the cost of this vehicle and pays for the vehicle itself, the equipment
installed therein, the insurance on the vehicle, the servicing and consumables (like
tyres), the fuel and provides comprehensive training for the operators. Belstow also
provides airtime for the system to remain connected to e-NaTIS in real-time via the MTN
and Vodacom channels. Although the success rate of these vehicles is obviously limited,
they fulfil a greater role in creating public awareness, because offenders never know
when they are going to be flagged down by a traffic officer with this vehicle. This
contributes to the overall effort of changing driver attitudes to know that with modern
technology, they will be compelled to observe traffic laws.

5. BELSTOW STRATEGIC PROPOSAL

5.1 DEPLOYMENT OF FIXED CAMERAS

The staff and management of Belstow are well acquainted from previous experience
with traffic law enforcement in the City of Cape Town, having been responsible for the
previous Labat/TCS contract there. We have accordingly and on the basis of our
knowledge thus gained, prepared a strategic plan for this tender which we believe will
give the CCT the greatest advantage if our tender is accepted over the others. We have
in terms of this plan, analysed our pricing model based upon the probabilities which
would arise in the event of rolling out fixed KRIA cameras on the following highways and
roads.

5.1.1 National Roads

National Routes N1, N2 and N7 traverse the Cape peninsula and thereby the City of
Cape Town. However, our tender is not dependent upon deploying fixed cameras on
these highways, since we have experienced the opposition from SANRAL to fixed
cameras being deployed on their highways through urban areas, even when authorised.

Our cameras are extremely well suited to perform speed law enforcement (including
Average Speed over Distance), as well as moving violations monitoring, such as lane
management, on National Routes and if permission and wayleaves are/have been
granted for this purpose, we will agree to provide additional fixed cameras to our
tendered quantity, at such points. We do not however, rely on this, as their presence
will not detract from our viability, but may enhance it.

5.1.2 Provincial Roads

Various Provincial R routes traverse the City of Cape Town Metropolitan area, of which
the R27 (Milnerton), R44 (Strand), R101 (Kuilsrivier), R310 (Cape Flats) and R312
(Durbanville) are the most important. Our tender can provide for KRIA fixed cameras to
be deployed on these routes to perform both Average Speed over Distance (ASOD),
instantaneous speed and vehicle recognition duties. They can according track wanted
vehicles from Milnerton to Strand or from Cape Town to Stellenbosch up to the
boundary of Cape Town metropolitan boundary over a distance of 50 km. Very few
offenders will be able to evade this installation.

5.1.3 Urban Roads and Streets

Further KRIA fixed speed, ASOD or traffic monitoring cameras are available for the
following metropolitan areas:
 Southern suburbs (M3);
 Athlone (M5);
 Mitchells Plain (M7);
 Heideveld (M10)
 Belhar (M12);
 Durbanville (M13);
 And many others.

Some of the above roads can have dual cameras to facilitate ASOD speeding as well as
instantaneous speed measurement at each of the various installations. This proposal
attempts to provide equitable fixed speed law enforcement in all the major urban areas
of City of Cape Town. We recognise of course, that the location of fixed cameras is
subject to the approval of the Chief of Police of City of Cape Town, as well as the
Director of Public Prosecution.

Belstow has comprehensive experience (due to the employment of registered


professional civil engineers) in the processing and applying for wayleaves from the
Gauteng Provincial Roads Department as well as the DPP as can be seen from the
attached images.

5.1.4 Traffic Fines Generation

Belstow has analysed the probable volumes of fines to be generated from the
deployment of both fixed and mobile cameras, as well as the generation of hand written
fines by Metro Police Officers, all of which are reflected in the following table. This
analysis is based upon our experience in comparable areas with comparable equipment
and conditions and forms the basis for us to determine our targets and consequent
pricing for this tender:

The above analysis suggest that with 30 KRIA and 50 CCT fixed cameras and 20 mobile
laser cameras, the Metro Police Operators might generate about 300,000 camera

mailers and about 15,000 handwritten fines per month, which is consistent with
previous production, but far in excess of recent production. Of these, we expect about
40,000 per month to be discarded due to operators’ error during training and other
difficulties. A further 70,000 cases are expected to be lost due to inaccurate data on the
e-NaTIS database, leaving a net volume of cases per month to be produced of 220,000.

We realise of course, that these volumes could increase significantly if circumstances are
more favourable than we presume, in which event we are able to scale our
infrastructure up to meet the demand.

5.2 INTEGRATED BACK OFFICE FUNCTION


Our analysis suggest that approximately 60,000 (30%) of offenders will pay their fines
after receiving their notices, leaving some 140,000 to be prosecuted i.t.o. summons
issued, cell phone messaging, call centre calling etc. Following these actions, it is
presumed that a further 40,000 offenders will typically, pay their fines after further
action being taken against them, bringing the total to 100,000 or 46%.

A further 10% or some 25,000 offenders will have infringements of such serious nature,
such as red light violations, excessive speeding and such like that they will be classified
as No Admission of Guilt (NAG) fines and have to appear in court. Assuming that a
further 12,000 of these offenders are located and brought to court (each paying a typical
fine of R1,800-00) then a total of some 120,000 offenders will have been prosecuted and
either paid spot fines or admitted guilt and paid the applicable fine, bringing total
payments for such a typical month for the City of Cape Town, to some R45 million, or
some R500 million per annum. This workload is expected to need at least 10, but
preferably 12 Metro Police Officers dedicated to perform adjudication of the workload.

These tasks will require a substantial back office staff compliment to achieve these
results and we expect to employ about 110 persons (allowing for leave and sick leave) in
total, the vast majority of whom Belstow will source from local residents of the City of
Cape Town. We expect that many staff who have worked for the incumbent service
provider will be available and looking for work. Any shortfall will be made up from local
recruitments whom we will train on our software. It is the express policy of Belstow to
employ as many local persons as possible and Belstow will only bring a small core of
staff for training purposes (estimated at about 8 persons) to roll out the backoffice.

Belstow believes that the most meaningful way to contribute to Black Economic
Empowerment, starts with our own staff. It is for this reason that Belstow has
established a staff development trust (BSDT) for historically disadvantaged individuals
(HDI’s) employed by the company and who must have been employed for at least 12
months to participate and to benefit.
The BSDT participates in 25% of the shareholding and dividends of Belstow Traffic
Solutions (Pty) Ltd and is entitled to nominate one director to the board of directors.
Beneficiaries (HDI’s) receive proportional participation in dividends declared and the
trust also supports qualifying staff members with study bursaries, loans and support
during family crises. When the employment of a staff member terminates (for any
reason), then they still qualify for the dividend participation which was applicable up to
and at the time of termination.

Belstow believes that this is a more constructive way of contributing to Black Economic
Empowerment and furthermore contributes to BBBEE by using subcontractors with
equal or greater BBBEE status than Belstow. In this way we are able to retain a
motivated and empowered work force in a much better way than handing out shares to
politically connected individuals who are “fat cats” and do not contribute to the
upliftment of disadvantaged communities.

5.4 COMMUNICATION STRATEGY


The Belstow strategy for effective traffic law enforcement in the City of Cape Town is
based upon an integrated, comprehensive communication strategy in which all role
players will be well informed about the Council’s plans regarding traffic law
enforcement. Since the plan is based upon a push-pull strategy, it is vital that each party
understand where and how they fit into the plan. Belstow has the expertise to assist the
Council with the preparation and roll out of such a campaign. The following are the
components for such a strategy.

Formulation of the Message to be Conveyed

The overall objective of using traffic cameras is to make the urban roads safer and more
efficient for use by law abiding motorists. The method to achieve this is by changing the
attitudes of road users (both drivers and pedestrians) from one of opportunistic non-
compliance to one of compliance. This theme can be conveyed by various messages, but
in the end it will be clear that the attitudes and habits of road users and drivers must be
improved to comply with the laws of the country and of the road and to achieve this,
there must be law enforcement.

Road users and the public at large need to understand and believe that traffic cameras
are not deployed as a mere money making racket, but that this saves lives and that
people can more confidently expect to arrive at their destinations alive and safely.
Belstow will assist the Council and its officials to formulate appropriate messages from
time to time to convey the theme and intentions of the Municipal Management to all
roll players.
Identification of Role players

There are numerous role players in the enforcement of law using traffic cameras in a
municipal environment. It is important to identify each role player and the function
which that role player fulfills in the operations. These may vary from internal role
players such as Council staff, traffic officers, management and the Councilors to external
role players such as road users, drivers, the press and a vociferous legal fraternity. Once
the various role players have been identified, then different messages can be
formulated to convey different information to each group. All these messages must be
aligned and contribute to and support the main theme which should be determined by a
Project Steering Committee.

Selecting the Means of Communication

This requires not only the selection of the media to be used to convey the various
messages concerned, but also the spokespersons to convey various messages at various
times. This does not only relate to spokespersons who address the press from time to
time, but also spokespersons or communicators who must address staff, management
etc. from time to time on various issues. In fact, in the ultimate sense, this function is
basically determined by the reporting structures which are created in the municipality.
This therefore creates the notion of upwards and downwards communication. It means
that individuals communicate to role players about issues and messages which affect
them and the role players give feedback and messages back to the communicators who
in turn, must transmit them up their structures to those who are in positions of
authority.

Testing the Efficiency of Communication

A lot of effort and expense can be spent on communication and be completely


ineffective or even misleading. It is therefore necessary to test at regular intervals
whether the correct messages are reaching the target role players and audiences. If this
proves not to be the case, then the communication plan needs to be modified and
possibly re-designed.

This creates the concept of an iterative process where the messages being
communicated are continuously monitored to determine the efficiency and
effectiveness of the campaign. It is only with these measures that a successful campaign
can be implemented and this has found to function best when it is an integrated,
comprehensive communication campaign. A successful communication campaign can
reduce the workload and cost of the municipality and its traffic law enforcement
authority by a large amount.

It will be seen that the Belstow strategic traffic law enforcement plan is different from
other service providers and has at the heart of it and foremost, the objective of
changing the attitudes of road users to one of compliance, instead of always “trying to
beat the law”. Belstow has the unique technology and systems to achieve this objective,
but these efforts need to be reinforced by an effective communication strategy to avoid
the campaign from being undermined.

5.5 STREET WISE ENFORCEMENT


The essence of the Belstow strategy which sets us light years apart from other service
providers, is that the Belstow network of fixed cameras records and reports the date,
time, speed, (lane), direction of travel, location, number plate, vehicle size and freight
details (if shown) of every single vehicle passing the camera (regardless of whether it is
contravening the law or not) – day and night – 24/7, 365 days a year.

This means even vehicles which are being driven in compliance with the law are
recorded, which starts to form a traffic profile pattern. Add to this the fact that every
camera is connected in real time to the Control Room, as well as to all the other
cameras and also to e-NaTIS – all in real time! It also starts to produce a pattern of
where and when known frequent or habitual offenders are travelling with a vehicle, or
vehicles.

This is an immensely powerful tool which of course, also has important security
capability, such as when a vehicle is reported as hi-jacked or stolen, its progress across
the metro can be monitored by the network of KRIA fixed cameras provided by Belstow.
The larger the network, the more effective can the network and its monitoring be.

Roadblocks can be set up along the estimated route and destination of such a vehicle
and its occupants can be apprehended before they get far. When the road using public
start to realise the benefits of such a system, their traditional opposition to speed
cameras will soon change to one of support and welcoming them. They will also realise

that to enjoy these benefits, they need to accept the burden of compliance with the law
because it works both ways. A motorist travelling from Bellville to Strand via the R102
can be recorded over 3 sections of ASOD and 4 instantaneous speed cameras – in all 10
times within 30 km!

The network of all-encompassing cameras makes law enforcement so much easier and
effective. Where road blocks have been held to bring delinquent drivers to book by
serving summons and enforcing warrants of arrest, with great inconvenience and
frustration for law abiding road users, who for example, may be travelling to Cape Town
International Airport to depart on an overseas journey, the same objectives can be
achieved in a much easier manner.

This can be done either passively or actively. If one or more particular offending drivers
need to be apprehended (perhaps the top 20 offenders), then the traffic patterns of law-
abiding as well as offending drivers can be examined and the traffic camera pattern will
soon reveal (through smart intelligence) at what times on what days of the week, some
of the sought after drivers are likely to be travelling. A plan can then be set up to merely
wait for a driver to travel down a selected route on a predicted time and the KRIA fixed
camera can alert the squat team of the impending approach of the vehicle, which can
then merely be pulled over into a convenient stopping place, where the driver
concerned can be addressed. This will save innocent motorists countless hours of
frustration and agitation and they will most likely applaud the confrontation of a known
habitual offender.

In the alternative, the KRIA fixed cameras can simply respond to a database query for all
vehicles passing by it who have outstanding fines, so as to stop such vehicles at the
roadside and serve Section 54 summons on them. This can again save innocent
motorists the exasperation of roadblocks where they are unnecessarily inconvenienced,
but moreover, can save the CCT and the service provider hundreds of thousands of
Rands in costs of tracing motorists and having summons served on them by Metro
Police Officers or authorised summons servers. The same of course, applies to the
“passive” execution of warrants of arrest for drivers who have failed to heed a summons
and attend at court. The camera network can simply respond to the database of
outstanding warrants of arrest and can alert the squat team when a vehicle with
outstanding warrants of arrest is approaching a waiting point, where the driver can be
pulled over and the WoA executed.

The above examples can also be applied to vehicles which have not got valid vehicle
licence discs (because they have lapsed), or non-roadworthy vehicles (which have not be
registered or renewed for years). And then there is the marvellous facility of locating

and identifying vehicles with “cloned” number plates. The network can detect when one
or more vehicles are travelling in locations and directions too far apart to be compatible
with a single vehicle. Of course, that would necessitate confronting “both” vehicles, but
at least it would apprehend the guilty driver, which should be a relief for the “innocent”
driver. A similar situation would apply for vehicles travelling with no number plates at all
– as several are. If the fixed camera detects that there is no number plate to read, it can
signal that such a vehicle is travelling in a certain direction on a given road and it will
issue an image of the vehicle concerned and Metro Police Officers can identify the
vehicle and pull it over.

All of these strategies will have one result in common:


 Motorists will realise that cameras are operating 24/7, 365 days a year and that
their transgressions will be recorded in virtually all cases;
 Offenders such as mini taxi’s will know that these cameras are going to record
them if they travel on the shoulders in the yellow lines, or if they travel against
the traffic in a right turning lane;
 They will realise that the CCT knows almost all the time where and when they
are travelling;
 They will realise sooner rather than later they are going to get a huge surprise
when they are unexpectedly pulled over and confronted about outstanding fines
or WoA’s;
 This new and more effective form of law enforcement will be a huge morale
boost for Metro Police Officers who can once again take pride in their work and
believe that the are winning the war against lawless drivers;
 The motoring public will start realising that the CCT is actually helping them to
make the roads of Cape Town safer for them to use and that their
neighbourhoods, as a whole, will become safer,

The attitudes of drivers and road users will definitely start to change to one of
compliance. The City of Cape Town will be the first municipality in South Africa to roll
out this technology and will become a model for South Africa on how effective traffic
law enforcement should be applied. If the network can be expanded to include the
three national routes (the N1, the N2 and the N7) passing through City of Cape Town,
the network will be immensely reinforced and its efficacy will be greatly improved.

5.6 TRAINING AND SKILLS TRANSFER

The equipment offered by Belstow involves the deployment of cutting-edge technology


and sophisticated equipment. Not only do the operators and users require to be well

trained and understand the importance of proper care for the equipment, but they also
require the patience and experience to be the most effective they can be in the
execution of their tasks. It requires a dedicated and well trained task force to implement
effective traffic law enforcement.

Belstow is willing to place its own staff and managers side by side with the staff and
management of CCT and to expose them in the fullest sense to the technology used. In
the ideal situation there should be one CCT employee alongside each and every Belstow
staff member. Belstow is also willing to implement an on-the-job training scheme in
which the beneficiaries will be given the opportunity to continuously rate their own
capability relative to the tasks which they perform and to identify their own short
comings for further training.

Belstow will then provide training and instruction by highly skilled and qualified
operators. CCT staff will then have the opportunity to rate their capability before and
after training which will be continuous and on the job and thereby, develop a profile of
upward mobile capability. Belstow believes that it will distinguish itself from its
competitors by deploying a well-trained and motivated workers corps and making a
positive contribution to unemployment in the CCT. This undertaking does not focus only
on CCT employees, but anticipates skilling a whole generation of workers, many of
whom are currently unemployed. We expect to employ as much as 140 persons (mostly
in sustainable positions), if all the proposals in this bid were accepted.

6. AMPLIFICATION OF RESPONSES TO SPECIFICATIONS

4.7.25.1 TECHNICAL ARCHITECTURE AND PLATFORMS


The MSI CPA module is written in .Net Sharp open source language and uses MSQL data
base application. Consideration will be given if we are appointed, to migrating the
system to a licensed data base system such as Oracle. Although it is designed as a 2 Tier
system, it uses a 3rd Tier for presentation purposes with WCF (Windows Communication
Foundation) as the service communication/integration level.

The User Interface front end is WPF (Windows Presentation Foundation) (Tier 1 –
Presentation Tier). The WCF is hosted on IIS (Internet Information Services) via service
calls. (Tier 2 – Logic and Business Tier). The MSSQL/WCF Services are hosted on Tier 3 –
Data Tier.

The Client is a Thick Client, but is also a Web Client on 64 bit Windows with Internet
Explorer. The system is deployed via ClickOnce – per Microsoft Architecture. The system
is easily able to be packaged in MSI and deployed by MS SCCM to a locked-down,
managed desktop. As a thick client, an absolute minimum framework of .NET 3.0 is
required. No middleware is used or required.

4.7.25.2 INTEGRATION AND INTERFACES


Our main integrations with 3rd parties are either via our services directly to the 3rd
party database or via integration services exposed via web services. As far as SAP
integration is concerned, it would at this stage be BW. A SAP certificate of approval for
our software subcontractor, Face Technology (Pty) Ltd will be provided during the
interview stage.

In the light of resistance to and difficulties in crossing the client’s firewall system, we
have found it preferable to keep our system (which includes cash receipting) separate
from the Client system. In this method, the authorised client cashiers take verified
payments on the IMS system and at the end of the day when the have cashed up and
reconciled their payments, the amount with appropriate references is paid into the
client’s bank account as a single, compound payment (on a daily basis) using the client’s
HRK cash receipting systems. This has been found to be more secure and cases are
immediately reflected as finalised, should anybody do an internet query.

Apart from providing the client and authorised individuals windows of access to view
and draw management reports and cash receipting as described above, the system is
kept completely separate from the client system. The guideline for this division is that
any transaction which does not update the data base can be integrated with other
(including the client’s) system. If the transaction results in the data base being updated
or altered, the transaction should be performed on our IMS system. Real time
integration is not required with the client system, unless required by the client.

4.7.25.3 BANDWIDTH IMPLICATIONS


Accessibility for end users is determined by bandwidth available, but especially by
whether camera offence images are part of the transaction or not. Typical package size
could be around 200-800kb with a single photo. So on a 64kb line this will be rather
slow. It must however be remembered that the vast majority of transactions such as
printing, processing Section 341 notices, summons, court rolls, warrants of arrest,
representations, change of address, payment receipting etc. do not involve the offence
photograph and as text data, occur virtually instantly.

Photo images of offences are used at the stage of uploading, capturing, verification and
adjudication. Thereafter it is only when a query is received to view an image such as for
the courts, when it is accessed again. So, the majority of transactions occur at high
speed and we also implement certain measures to ameliorate the transactions involving
photo images, such as off-line pre-processing.

4.7.25.4 SECURITY
No external sources are required except if we backup our own servers of the premises
with the approval of the CCT and make use of an external hosting company. We have
our own 128 bit encryption and certificates.

We make use of http/https over tcp – IIS port 8080 or any available non conflicting port.
The Active Directory can be used as part of the system but is not required – the system
has both an internal user authentication or can integrate with Active Directory directly.
Patches via WPF is updated every time the browser is opened. At present we use ESET
NOD32 Antivirus, but this may change from time to time. We currently run hosted via
port 8080. But any port that is available can be used.

4.7.25.5 DEPLOYMENT/TECHNICAL SUPPORT


Belstow strives to provide full time on site support. To this end we intend to deploy a
Technology Manager who has been intimately involved in the development of the IMS
system from inception. This person is also an expert on digital cameras, having designed
and built the LIZR mobile camera and is proficient in the use of the highly specialised
KRIA 3D Computer Vision camera technology which we intend to deploy.

4.7.25.6 LICENSING AND SUPPORT AGREEMENTS


The CCT may have free and unlimited use of the MSI CMS for the duration of the
contract and any extension thereof. If Belstow is permitted to run the system “dry” in
the months following the termination of the contract, then this concession will continue
to apply.

If the client or any third party wishes to use our IMS CMS apart from this contract or
after the contract without our involvement and benefit, then a commercial licensing
agreement will need to be negotiated, but Belstow and its partners will not block any
bona fide user from using the system.

4.7.25.7 BACKUPS AND DISASTER RECOVERY


The IMS server will be housed on the CCT premises and we hope that the service centre
will be able to be housed in the same premises. Belstow observes strict housekeeping
rules and does daily and hourly backups. The proposed and preferred backup process
has been described above and involves cloud backup taking place after working hours
during low traffic at eg. DataCentrix.

We are also able to implement a local backup process in conjunction with the CCT
whereby we, in addition to the above, backup to another server with the CCT. If the
Council’s fibre optic backbone can be utilised to back up to a CCT server outside the
same building, this could be a preferred solution.
