EXECUTIVE ORDER NO. 2022-003

AN ORDER ESTABLISHING THE ANTI-VIOLENCE AGAINST WOMEN AND CHILDREN’S DESK IN

BARANGAY POBLACION SUR, BALASAN, ILOILO.

WHEREAS, Republic Act 9262, otherwise known as the “Anti-Violence Against Women and their
Children Act of 2004” strengthens the commitment of the state on safeguarding the dignity of women
and children while guaranteeing full respect of their human rights and to protect them from violence
and threats to their personal safety and security.

WHEREAS, the Department of the Interior and Local Government , Department of Social Welfare and
Development, Department of Education, Department of Health and the Philippine Commission on
Women, issued a Joint Memorandum-Circular No. 2010-2 requiring all local government units to
establish violence against women desk in every barangay.

WHEREAS, Section 16 of the R.A 7160, otherwise known as the Local Government Code of 1991, states
that every local government unit shall pursue undertakings to provide public morals and maintain
peace and order, among other equally significant concerns.

NOW, THEREFORE, I, RITCHIE A. BALBERONA, Punong Barangay of Barangay Poblacion Sur, Balasan,
Iloilo, by virtue of powers vested in me by laws, do hereby order and direct the following

Section 1. Establishment of Anti-Violence Against Women and their Children’s (AVAWC) Desk. A Desk
shall be provided for to entertain complaints on violence against women and their children.

Section 2. The Anti-Violence Against Women and their Children’s (AVAWC) Desk Focal Point Person.
There shall be a Focal Point Person for the AVAWC Desk which shall be the Barangay kagawad,
Committee Chairman on Women and Family, which shall be Mrs. Mary Ann Mosqueda (Barangay
Record Keeper), who shall be assisted by the Barangay Kagawad who is the officer-of the-day.

Section 3 Function of the AVAWC Desk Focal Point Person. The AVAWC Desk shall provide for the
following services.

a.) Provide assistance to the complainant/victim technical assistance or referred to appropriate

authorities,
b.) Provide transport and/or escort the victim to a safe place, clinic or hospital,
c.) Assist victim or complainant in removing personal belongings from the house
d.) Ensure the enforcement of the Barangay Protection Order

Section 3. Affectivity – This Order shall take effect immediately
