Explain
If this switch is on and the PrachFalseAlarmDetRadThd or RachThdBoostRatio parameter is not set to
off, PRACH false alarm detection is enabled. If the eNodeB considers the initial contention-based
preamble sent by a UE as a PRACH false alarm, the eNodeB does not send the UE a Random Access
Response message, nor records the preamble on the performance counter L.RA.GrpA.Att or
L.RA.GrpB.Att if the preamble belongs to group A or B, respectively.
Indicates the threshold of the distance between a UE and the eNodeB for determining whether a
contention-based preamble sent by the UE is a PRACH false alarm. If this parameter is set to 0, the
eNodeB does not consider a preamble as a false alarm based on the distance. If this parameter is set to
a non-zero value and the eNodeB detects that the distance is longer than this parameter value, the
preamble is considered as a false alarm. The distance is calculated based on the timing advance (TA) of
the contention-based preamble that the eNodeB received for the first time from a UE.
Indicates the percentage by which the physical random access channel (PRACH) false alarm detection
threshold increases. For example, the value x indicates that the system-defined PRACH false alarm
detection threshold increases by x%, and the value -x indicates that the system-defined PRACH false
alarm detection threshold decreases by x%.

If this switch is on and the PrachFalseAlarmDetRadThd and RachThdBoostRatio
parameters are set to off, PRACH false alarm detection is disabled. If this switch is off,
PRACH false alarm detection is disabled.
If PRACH false alarm detection is enabled, a larger non-zero value of this parameter
leads to a lower probability that the eNodeB correctly detects false alarms, and
accordingly a lower probability that contention-based preambles are mistakenly
considered as false alarms; a smaller non-zero value of this parameter leads to the
opposite effects.
If PRACH false alarm detection is disabled, a larger non-zero value of this parameter
leads to a lower probability that preambles are detected, and accordingly a lower
probability that preambles are considered as false alarms; a smaller non-zero value of
this parameter leads to the opposite effects.
If PRACH false alarm detection is enabled, a larger non-zero value of this parameter
leads to a higher probability that preambles are considered as false alarms, a longer
delay for UEs to send contention-based preambles, and accordingly a higher probability
of contention-based access failures; a smaller non-zero value of this parameter leads to
the opposite effects

Unit Explain
Indicates the minimum required RX level for the cell to become a candidate for cell selection. This value is included in criteria S
2dBm and used in the evaluation of cell selection.
ms Indicates the timer value of Timer 300.This timer is started when the UE sends RRCConnectionRequest.
Indicates the timer for the eNodeB to wait for a RRC Connection Setup Complete.
If the number of fragments is large, it takes a long time to transmit all the segments. In this situation, this timer can be set to a
s large value to increase the RRC connection setup success rate.
Indicates the threshold for an RRC connection penalty. Certain UEs may repeatedly fail to access networks because of
compatibility issues. If the number of RRC connection setup requests that the eNodeB receives from a UE within the time
specified by T300+FilterReptRrcConnReqTimer exceeds the threshold (a non-zero value), the eNodeB imposes a penalty on the
count UE, rejecting RRC connection setup requests from the UE. If this parameter is set to 0, the penalty does not take effect.

Explain Comment
Indicates the length of the UE inactivity timer for UEs that have no QCI 1 or 69 bearers. If the large:call drop↑resource↑
eNodeB detects that a UE has neither received nor sent data for a period exceeding the value of small:call drop↓paging↑
this parameter, the eNodeB releases the RRC connection for this UE. If this parameter is set to 0,
the UE inactivity timer is not used. This parameter takes effect only for UEs that will access the
network after the parameter is set. If the QciParaEffectFlag parameter is set to ON(ON), this
parameter does not take effect but the UeInactiveTimerForQci parameter in the QciPara MO takes
effect
Indicates the UE-specific maximum number of RLC ARQ retransmissions, namely the maximum large:delay↑througput↓drop↓
number of AM PDU retransmissions. When the number of retransmissions reaches the value of this
parameter, RRC connection re-establishment is initiated. If you need to change the value of this
parameter, ask for assistance from Huawei technical support personnel.
Indicates the eNodeB-specific maximum number of RLC ARQ retransmissions, which limits the large:delay↑througput↓drop↓
maximum number of acknowledged mode (AM) PDU retransmissions. When the number of RLC
ARQ retransmissions reaches the value of this parameter, eNodeB releases the UE. If you need to
change the value of this parameter, ask for assistance from Huawei technical support personnel.
Indicates the length of timer 310. For details, see 3GPP TS 36.331. This timer is started when the small:RRC reestablish↑drop↑
UE detects any fault at the physical layer. The timer is stopped if the UE detects one of the following
before the timer expires: (1) The physical-layer fault is rectified; (2) A handover is triggered; (3) The
UE initiates an RRC connection reestablishment procedure.
After the timer expires, the UE enters the RRC_IDLE mode if the security mode is not activated. If
the security mode is activated, the UE initiates an RRC connection reestablishment procedure.
Indicates the length of timer 311. For details, see 3GPP TS 36.331. This timer is started when the large:RRC reestablish↓drop↓
UE starts the RRC connection reestablishment procedure. The timer is stopped if, before the timer
expires, the UE selects an E-UTRAN or inter-RAT cell to camp on. After the timer expires, the UE
enters the RRC_IDLE mode.
Indicates the maximum number of successive "in sync" indications received from L1. For details, in sync times
see 3GPP TS 36.331.
Indicates the maximum number of successive "out of sync" indications received from L1. For out of sync times
details, see 3GPP TS 36.331.

Indicates the length of timer T304 for intra-RAT handover. If the UE intra-rat ho
does not complete the handover before this timer expires, the UE
reverts back to the associated configuration and initiates an RRC
connection reestablishment procedure.
Explain
Indicates the duration within which the eNodeB performs downlink scheduling based on a low modulation
and coding scheme (MCS) order in handovers. The eNodeB starts this timer after determining a UE has
entered the handover area or has been handed over to the target cell. The eNodeB performs downlink
scheduling based on a low MCS order during the running of this timer. After the timer expires, the eNodeB
performs downlink scheduling based on a new MCS order after CQI adjustment.
Indicates the type of adaptive MIMO for a multi-antenna eNodeB. The values are described as follows:
NO_ADAPTIVE: A fixed MIMO transmission mode is used. That is, transition between MIMO transmission
modes is not supported.
OL_ADAPTIVE: The open-loop adaptive MIMO transmission mode is used. In this mode, UEs report RANK
and CQI values but do not report PMI values to the eNodeB.
CL_ADAPTIVE: The closed-loop adaptive MIMO transmission mode is used. In this mode, UEs report RANK,
CQI, and PMI values to the eNodeB.
OC_ADAPTIVE: UEs switch between the open-loop and closed-loop adaptive MIMO transmission modes
automatically.
FreqSelSwitch: Indicates whether to enable frequency selective scheduling. If this switch is on, data is
transmitted on the frequency band in good signal quality.
DlVarIBLERtargetSwitch: Indicates whether to enable downlink target IBLER adaption.
If this switch is On, the downlink target IBLER is adjusted based on the size of transport blocks (TBs) to
improve the spectral efficiency.
If this switch is off, the target IBLER is determined based on the setting of DlEnVarIblerTargetSwitch.
Indicates the initial step in which channel quality indicators (CQIs) are adjusted for UEs that initially access
or are handed over to the network. If the periodically measured initial block error rate (IBLER) exceeds the
fixed IBLER threshold, the CQI adjustment step is changed to its fixed default value 0.1.
