Syllabus for 2021/2022/2023 NDDC Promotion, Confirmation & Conversion Examinations

1.0 INTRODUCTION

The Administrative Staff College of Nigeria (ASCON) is cognizant of the


need to provide members of staff of the Niger Delta Development Commission
(NDDC) with a fair, consistent, objective, transparent, professional process in
tandem with the promotion guidelines of the NDDC. The goal of the
promotion, confirmation and conversion examinations is to evaluate the
potential of candidates who are seeking for higher rank, confirmation of their
appointment and necessary conversion to officer’s cadre.
As it is common practice in public service organizations, various
evaluation techniques will be used during the promotion, confirmation and
conversion process, to identify candidates who have the potential for assuming
greater responsibility and the knowledge, skill, or competencies required for
success in the position aspired to.
This syllabus should synchronize and standardize the promotion,
confirmation and conversion examinations within the NDDC. The main
purpose is to assist candidates to understand and prepare more effectively for
the relevant examination.

2.0 SPECIFIC OBJECTIVES


The objectives of this syllabus are to:

(i) apprise the candidates of the rules for the NDDC Promotion,
Confirmation and Conversion Examinations;
(ii) relate to candidates the requisite information needed to prepare
for NDDC Promotion, Confirmation and Conversion
Examinations;

(iii) demonstrate a positive attitude towards the NDDC Promotion,


Confirmation and Conversion Examination process; and
(iv) create a fair, transparent and consistent examination process.

3.0 SCOPE OF SYLLABUS

The questions in the examinations will test candidates’ knowledge and


understanding. The examinations will comprise of four (4) subjects but
compressed into three (3) papers as shown in the table below:
(i) Professional/Management Paper;
(ii) Public Service Rules (PSR);
(iii) Financial Regulations; and
(iv) General Knowledge.

4.0 PROMOTION EXAMINATION

Paper I of the promotion examination will cover questions on the


‘management/technical/professional aspects’ of the job of the officers that will
seat for the examination. The paper will consist of four (4) questions from
which the candidates will answer two (2). Paper II will consist of two parts,
namely: Public Service Rules and Financial Regulations from which the
candidates on GL 07 and above will answer ten objective questions from each
part. Paper III will be General Knowledge with twenty (20) objective questions
for candidates on GL. 07 and above. While Candidates on GL 03 – 06 will
answer forty (40) objective questions (General Knowledge) as Paper 11 and
sixty (60) objective questions in their professional areas (Security, Admin,
Driver/Mechanic, etc.) as Paper 1

4.1 Professional/Management Paper


Questions will also be set in management and the relevant professional
background/skills areas of the candidate. For example, candidates on GL 15 and

above are expected to answer questions in specific areas of management, such


as: team building, conflict management, delegation and management theories
with focus on the 14 Principles of Fayol.
Candidates on GL 14 and below would answer questions related to what
they do in their respective Directorates. For example, candidates in Project
Monitoring and Supervision (PMS) will answer questions on Project Monitoring
and Evaluation. Similarly, those in Administration and Human Resources will
answer questions on Personnel and Human Resources Management. A Driver
Mechanic will be examined in the areas related to driving and basic/routine
vehicle maintenance. Similarly, those with accounting, engineering, legal,
medical background, etc. would be examined in their respective areas.

4.2 Public Service Rules (PSR)


Candidates should familiarize themselves more on the following chapters
in the PSR as questions would be drawn from the underlisted areas for the
examination:
Chapter 2 - Appointments and Leaving the Service
Chapter 3 - Discipline
Chapter 5 - Annual Performance Evaluation Reports
(APER), Certificate of Service, Petitions
and Appeals
Chapter 9 - Leave
Chapter 10 - Allowances

4.3 Government Financial Regulations (FR)


Candidates should also familiarize themselves more on the following
chapters in the FR as questions would be drawn from the underlisted areas for
the examination:

4.4 General Knowledge Paper

Candidates are enjoined to revisit their effective communication skills,


and also have good knowledge of current affairs (within and outside Nigeria),
as questions will be drawn largely from these areas.

5.0 CONFIRMATION EXAMINATION

Paper I of the confirmation examination will cover questions on the


Commission’s functions, duties, mission and vision statement. The paper will
consist of four (4) questions from which the candidates will answer two (2).
Paper II will consist of three parts, namely: General Knowledge (20 objective
questions), Public Service Rules (10 objective questions) and Financial
Regulations (10 objective questions) from which the candidates on GL 07 and
above will answer. While candidates on GL 03 – 06 will answer Paper II with
forty (40) objectives (General Knowledge, Public Service Rules and Financial
Regulations) and Paper 1 with four (4) theory questions to answer two (2).

in the PSR as questions would be drawn from these areas for the examination:

5.4 General Knowledge Paper

6.0 CONVERSION EXAMINATION

Paper I of the conversion examination will cover questions related to the


academic qualification of the candidates. The paper will consist of four (4)
questions from which the candidates will answer two (2). Paper II will consist
of three parts, namely: Section A: General Knowledge with twenty (20)
objective questions, Section B: Public Service Rules with ten (10) objective
questions; and Section C: Financial Regulations with ten (10) objective
questions.

6.1 Professional Paper


Candidates for conversion examination would answer questions related
to their academic qualification. For example, candidates with B.Sc./HND/OND
in Business Management will answer questions on management and the related

subjects. Similarly, those with marketing, accounting, sociology, economics,


engineering, legal, medical background, etc. would be examined in their
respective academic disciplines.

6.2 Public Service Rules (PSR)


Candidates should familiarize themselves more on the following chapters
in the PSR as questions would be drawn from these areas for the examination:
Chapter 2 - Appointments and Leaving the Service
Chapter 3 - Discipline
Chapter 5 - Annual Performance Evaluation Reports

7.0 POSTSCRIPT
All candidates are enjoined to familiarize themselves with the
functions/duties of their Directorates as well as their professional areas

(subjects). With respect to Public Service Rules (PSR) and Financial Regulations
(FR), the Chapters listed above are relevant for the examinations.
All questions in the examination papers will be developed by proficient
individuals. All questions will be linked to the syllabus to ensure the questions
and scenarios are relevant to the role of officers. All questions will go through
a quality assurance process to ensure legal accuracy, validity, and that questions
are relevant.
