LOCAL STATE OF EMERGENCY PROCLAMATION
WHEREAS, Pursuant to New York State Executive Law, Article 2-B, a local State
of Emergency may be declared by the Chairman of the Board of Legislators; and
WHEREAS, due to severe weather in Lewis County on August 7, 2023, including
touchdown of tornadoes; and due to the current weather conditions including flooding
and bridges under water, with the weather forecast indicating additional impending
flooding the infrastructure, residents and businesses in Lewis County are in danger of
harm and destruction to person and property; and
WHEREAS, the Lewis County Director of Emergency Services indicates that a
number of local Towns are in the process of declaring States of Emergencies for their
municipalities. The Director has advised the Chairman of the Board of the current
flooding due to the recent storm, the release of significant amounts of water from the
Stillwater Reservoir to the rivers and streams in Lewis County causing failures of
culverts and flooding; and
WHEREAS, there is reasonable apprehension of immediate danger of a public emergency
in Lewis County, with potentially numerous persons and /or their properties being stranded or
harmed by flooding and cut off on roads and bridges;
WHEREAS, in consideration of the above, | find a reasonable apprehension of
immediate danger posed by these circumstances with the public safety being imperiled,
not only for the persons and property of Lewis County residents and business owners,
but to the infrastructure of the County's numerous roads and bridges as well, and | deem
it necessary to take additional measures to respond to this situation;
NOW, THEREFORE, |, Lawrence L. Dothof, Chairman of the Lewis County Board of
Legislators, pursuant to Article 2-B, Section 24 of the New York State Executive Law,
and in order to protect life and property, do hereby declare a State of Emergency within
the territorial limits of Lewis County, effective and retroactive to 12:01 am on August 8,
2023, in the response to weather conditions resulting from the tornadoes and severe
weather on August 7, 2023 together with the current and pending and continuing
flooding.
This State of Emergency has been declared due to Lewis County flooding
conditions, including but not limited to road and bridge flooding, causing emergency
danger to persons, property and infrastructures.
This State of Emergency shall remain in effect for thirty days or untit rescinded or
amended at my direction.
