INTRODUCTION

The system has a suitable mechanism available for creating Framework Agreement
(FA). The FA can be created by the authorized user of the agency with required
business rules and parameters as per the requirement of the framework agreement.
The User can view the summary details of the FA such as Agency, Item details, User
details and validity. The User has the access level to cancel the framework
agreement. The detail view of the FA allows the User to view the created FA.

mGEPS – This document briefs about the framework agreement which will be created by the buyer.

SYSTEM STRUCTURE
Main Users of the System:
Procuring Entity users are main users of the module. Merchant user will require to quote their individual
bid against the e-Reverse Auction.

Login Access:
Procuring Entity Users are required to have a valid login ID and password before they can perform any of
the items listed above.

User Access Rights:


Procuring Entity user is entitled to perform the following access or commands:

This section will illustrate the step-by step walkthrough of the system from initiation trough exit. The
logical arrangement of the information shall enable the Agency user to fully understand the flow and
functionality of the system.

SYSTEM LOG-IN FOR
AGENCY / OBSERVER
USERS
SYSTEM LOG-IN FOR AGENCY/OBSERVER USERS
Step 1: Key in MGEPS URL or link : https://www.philgeps.gov.ph/
SYSTEM LOG-IN FOR AGENCY/OBSERVER USERS
Step 2: In landing page select LOGIN menu Item.

Step 3: In first box of drop-down field, choose Log in type. Select Login as Agency/Observer
Step 4: In second box or text field, type or key in the username given by System Administrator
Step 5: In third box or text field, type the password.
Step 6: In fourth box or text field, type the Captcha code then select LOG IN button.

Step 7: If any of the box or fields are left unanswered, a prompt message will appear beneath the boxes
and user will be asked for the certain field to be filled up.

Step 8: If Incorrect username or password, a prompt message will be shown, and user needs to key in
correct username and password.

Step 9: Successful login will route the system to pending task of the user on the MGEPS system.

A. Accessing of Event Management Submenu
Step 1: The Award Notice creator, login into the system (Refer System Log-in for Agency Users).

Step 2 : Select Event Management and click on FA Masters, this will open the List view of Awarded Bid Notices.

B. Creation of Framework Agreement

Step 1: The Award Notice creator, login into the system (Refer System Log-in for Agency Users).

Step 2: Creator user will require selecting Create FA to initiate the FA creation process

Step 3: This will display message “Framework Agreement initiated successfully”. Select “OK” to close the
message box.

Step 4: The FA creator shall get a page with auto populated details. Only the fields FA Description, FA validity To*
and Terms and Conditions* are to be filled by the user. Fill in the details and click on Save

Step 5: System will ask for confirmation “Do you want to Save Framework Agreement”. Click “Yes” to
save the details.

Step 6: In Step – 4 Framework Agreement Creator User will need to click on “View Items” to view /edit the rate.
Enter the Rate and close the View FA Items Box.

Step 7: This will display message “Framework Agreement saved successfully”. Select “OK” to close the
message box.

Step 8: The FA creator can view the FA saved. Select “View FA” under Actions.

Step 3: This will open list of Published Framework Agreements.

Step 4: Select “View FA” to view the Published Framework Agreement

B. Adjust FA Validity
Step 1: The Award Notice Creator, login into the system (Refer System Log-in for Agency Users).

Step 2: Select FA Masters, this will open the List view of Awarded Bid Notice.

Step 3: Select “Adjust FA validity” from Select under Actions

Step 4: Framework Agreement creator can change the FA Validity date and Save the details by clicking on Save
Button.

Step 5: System will ask for confirmation “Do you want to Save Framework Agreement”. Click “Yes” to save the
details.

Step 6: System displays the message “Framework Adjustment Agreement Submitted Successfully”. Click on “OK”
to close the Message.

C. Cancel FA
Step 1: The Award Notice Creator, login into the system (Refer System Log-in for Agency Users).

Step 2: Select FA Masters, this will open the List view of Awarded Bid Notice.

Step 3: Select “Cancel FA ” from Select under Actions

Step 4: Framework Agreement creator can cancel the Framework Agreement. The user has to enter the
Cancellation comments and upload the Supporting Documents for cancelling the Framework Agreement. Click on
Save button to save the Cancellation Comment and Supporting Document.

Step 5: System will ask for confirmation “Do you want to cancel the Framework Agreement”. Click “Yes” to cancel
the Framework Agreement.

Step 6: System displays the message “Framework Agreement Cancelled Successfully”. Click on “OK” to close the
Message.

Step 7: The user can see the Status as FA Cancelled under status in FrameWork Agreement Master.
