Major Misconduct Offences (Cardinal Rules)

• Background
• FFBL Thar believes that the primary purpose of Operating
Discipline is to achieve Operational Excellence. Operating
Discipline means, “The right job, the right way, every time,
without supervision.
• It is therefore policy of the site to make use of disciplinary
procedures as necessary to obtain employees adherence to
acceptable standards of conduct.
• The site disciplinary system is intended to develop
employees to accept, respect, and adhere to established site
rules and behavior including adherence to safety rules.
Major Misconduct Offences (Cardinal Rules)

Infractions and Cardinal Rules


• The Law identifies two types of acts which may be committed by a
workman i.e.
• Acts that do not constitute misconduct unless frequently repeated
(hereinafter called infractions)
• Acts which constitute misconduct (hereinafter called Cardinal
Rules )
• In addition to Laws relating to employment and termination given
in the West Pakistan Industrial and Commercial Employment
(Standing Orders) Ordinance 1968, following Infractions and
Cardinal Rules will also be applicable to FFBL Thar.
Infractions
• Not using personal protective equipment
• Away from assigned workstation without permission.
• Filling out log sheets improperly, through carelessness.
• Swearing at another employee.
• Dereliction of duty that might result in loss or quality problem.
• Continued violation of minor safety rules
• Refusal to follow supervisory instructions/insubordination.

Flagrant violation of established rules, approved practices or


accepted behavior is considered a major misconduct offense
and violations of this type make an employee subject to
immediate disciplinary action including discharge from
duties. Violation of following rules shall be considered as a
major misconduct offence (cardinal rule)
Cardinal Rules Violation

• Following is to be considered as a Cardinal Rule


Violation which necessitates initiation of immediate
disciplinary action by the Management:
• Behaviour that is life- threatening or business – endangering and
covered by a published rule.
AND
• A knowing or willful violation
AND
• Breaking a rule that has been well communicated.
AND
• Breaks a rule that has been consistently enforced.
