Hubballi, formerly known as Hubli is a Commercial


hub of Karnataka. It literally means ‘Flowering
Creeper’ in Kannada. Hubballi and Dharwad, which
is situated about 20km from Hubballi are collectively
called ‘Hubballi-Dharwad’. It is the second largest
urban agglomeration after Bengaluru in the state of
Karnataka. The twin cities together make up the
cultural and commercial capital of North Karnataka.
It has produced some of the most well known
Hindustani music exponents. This land holds a unique

Mysuru Urban Agglomeration and Metropolitan Region Mysuru has grown beyond its corporation
limits and has become an urban agglomeration. Until 2020, the parts of UA outside the corporation
limits were handled by Gram panchayats and had a population of 9,90,990 according to 2011 cen-
sus. In November 2020, Many of there Gram Panchayats were converted into bigger municipalities
including the City Municipal Council of Hootagalli, Town Panchayats of Bhogadi, Srirampura, Ka-
dakola and Rammanahalli and this increased the population to 1,060,120. The metropolitan region
of Mysuru contains the Urban Agglomeration of Mysuru, City of Nanjangud, Surrounding Villages

jangud Local Planning Area of MUDA Including Mysore City Corporation Area, Nanjangud Town Municipal
FRAMEWORK: The Revised Master Plan 2031 envisages a compact, balanced and equitable, urban growth-
for the city. In order to guide such growth, the Master Plan II- 2031 uses zonal regulations. The Local Planning
Area is delineated into 45 Planning Districts, based on planning parameters.
The key objectives of Development control Regulations are:
1. To Safeguard Public Interest, health, safety and general social welfare of the community.
2. To be Realistic and Anticipatory.
3. To be Flexible and Responsive.
4. To Preserve and conserve the heritage character of the city

URDPFI GUILINES
To address these emerging aspects, it was felt that the revision of the UDPFI Guidelines should
be taken up. The ‘Urban and Regional Development Plans Formulation and Implementation
Guidelines (URDPFI)’ were conceptualized as the outcome of widespread consultations with
the planning peers in the various Ministries, Experts, Professional and Academic Institutions and
other stakeholders. The URDPFI Guidelines, 2014 have been framed to incorporate the provisions of
the legal and policy guidelines of the line Ministries, best practices of the States and the planning
systems in vogue. A participatory consultative approach has been followed in order to revise the
guidelines to holistically understand and proactively involve the Government of India Ministries/
Agencies and State Governments for guiding Urbanization.
