Seaton 3 Operation of Mati Boy Marns 3.1 Health, Safety and the Environment (HSE) 1.1 HSEPolicy In accordance with good industry practice, terminal operators should isue HSE policies that are fully integrated into their company safety standards. These polices should be clearly referenced within the terminal operators documentation issued to contol the operation. 3.12 Standard Operating Procedures Terminals should develop Standard Operating Procedures (SOP) based on the design criteria forthe berth, Relevant information should be included in a Port Information Booklet that should be made available to the tanker before arrival o,f not possible, be presented on arrival ‘The SOP should reflect the standard procedures contained within the International Safety Guide for Oil Tankers and Terminals-ISGOTT (Reference 1) and should include the terminals emergency procedures, including oil spill esponse. The guidance in Marine Terminal Baseline Criteria and Assessment Questionnaire Reference 7) should also be referred to and the procedures should reflect national, local and company requirements for safe ‘operations. The SOP can be used asa basis for a pre-berthing conference. Figure 35:Tonker Discharging ot an Al Buoy Mooring 3121 Environmental Limits Terminals should establish environmental imits in which its considered safe to berth, unberth and stay securely moored in the berth. These limits should be based on analysis ofthe actual mooring system as. installed, not the original design. Environmental mits should also establish criteria for suspending cargo, transfer, disconnecting hoses and vacating the berth. The parameters, for example, limiting wind velocity, wave height or curent, wil generally differ for berthing, connection and cargo operations, and may be directional. Environmental imits should be documented in the termina’ SOP 3.1.3. HSEManagement System To ensure operational safety its necessary for terminals to be properly integrated into the HSE Management System oftheir operating company.
