The aim of this RFU is to highlight some discrepancies in Appendix C and D of WAG
TSI.

Background:
TSI WAG 321/2013, Appendix C:
“The compliance with the following set of conditions C.1 to C.18 is optional.”

TSI WAG 321/2013, Appendix D:


“Standards or documents referred to in the additional optional conditions set out in
Appendix C.”

Description of the situation:


It seems that the introduction of appendix C and the table in appendix D have not been
updated to reflect the fill number of sub-clauses in appendix C when the TSI WAG was
amended by (EU) 2019/776 and (EU) 2020/387:
- appendix C defines the clauses C.19 and C.20, but the introductory sentence does
not include these two new parameters among the voluntary options;
- the table of Appendix D does not reflect ‘Mandatory standards or normative
documents referred to in this TSI’ related to clause C.19 and C.20.

If the option of Appendix C is selected by an applicant, section C.5 requires that, that
the entire appendix C must in this case be applied (for GE marking) or the entire
appendix C with certain defined exceptions (for CW marking).
Note: The clauses C.19 and C.20 now also belong to the content of Appendix C and
should in a future TSI WAG revision be added into the introductory information of that
Appendix. Appendix D should also be amended accordingly to avoid
misunderstandings.

RFU PROPOSAL
As Appendix C now includes 20 subsections, the first sentence in Appendix C shall be
understood as “The compliance with the following set of conditions C.1 to C.20 is
optional.”
In relation to ‘Mandatory standards or normative documents referred to in this TSI’
(normally summarised within Appendix D), these shall:
• for clause C.19 be taken from clause 4.2.3.4 of TSI WAG as defined for ‘line side
detection equipment’ and
• for clause C.20. be taken as indicated in that clause C.20 itself.

THIS OBLIGATION.
