WHEREAS, pursuant to Article 2, Section 13 of the 1987 Philippine Constitution provides that
the states recognize that the vital role of the youth in the nation-building that shall promote and protect
the physical, moral spiritual, intellectual, and social well-being;
WHEREAS, in compliance to Republic Act No. 10354 also known as “The Responsible
Parenthood and Reproductive Health Act of 2012″ that recognizes and guarantees the human rights of
all persons including their right to equality and nondiscrimination of these rights, the right to sustainable
human development, the right to health which includes reproductive health, the right to education and
information, and the right to choose and make decisions for themselves in accordance with their
religious convictions, ethics, cultural beliefs, and the demands of responsible parenthood;
WHEREAS, the trust of the Barangay governance is to ensure the promotion of healthy
development of the adolescents and recognize as the vulnerable and group in need;
WHEREAS, the creation of policies and programs by the Sangguniang Barangay that ensures
every adolescent have a comprehensive health care, holistic development services, and youth friendly
facilities;
Section 1. The Establishment of KALINGA Teen Center. The establishment of Teen Center
known as “KALINGA Teen Center” in the Barangay Salvador, Santiago City located at the left room of
Barangay Hall stage.
Section 2. Objectives. The objectives of the KALINGA Teen Center shall be:
a. The Teen Center is establishing for the purpose of catering to the needs of the youth of
Barangay Salvador, wherein they can interact and spend quality time with their peers in a
relaxing environment by learning critical information on adolescent’s health and
reproductive rights and responsibilities. It is a center run by teens with a professional staff
supporting them for the program implementation; and
b. Promote the particular objectives, as follows;
1. Promote youth volunteerism especially in rendering services among their peers;
2. Empower the youth through the conduct of programs and services for and by the
youth, such as but not limited to the following:
i. Capacity Building
Training and Seminars
ii. Values and Spiritual Formation
iii. Counseling Services
iv. IEC/Advocacy and Awareness Program
Reproductive and Sexuality
Violence and Injury Prevention
Gender Sensitivity
HIV Awareness Campaign
v. Free Drop-In Services
Playing Musical Instruments
Reading Story and Educational Books
Playing Board Games
Watching Television, Movie Marathon
Freedom Wall
Arts Activities
Section 3. Organization. The KALINGA Teen Center is primary run by the trained teens for
teens supported by the officials and employees of the barangay who have undergone trainings and
capability seminars to equip in handling cases and issues about adolescents. The Punong Barangay is the
Program Chairperson while SK Council, Teen Center Officer, Salvador Youth Organization, youth
volunteers, and other civil society organization will be the member.
Section 4. Funding Support. Funding support for the Barangay KALINGA Teen Center shall be
charged against the fund of the Barangay Government through SK Fund subject to availability of funds
and to the usual accounting and auditing rules and regulations. Also, other sources such as donation from
both public and private entities and the like.
Section 5. Operation. The time scheduled for the day-to-day operation of the KALINGA Teen
Center is every 8:00AM to 5:00PM took care by the person in charge and/or assigned.
Section 6. Separability Clause. If any reason, any section or provision of this Executive Order
is declared to be unconstitutional or invalid by any competent court, the other section or provision
hereof, which are not affected thereby shall continue.
Let copies hereof be furnished to all concerned for information, reference, and guidance.
