I N T R O D U C T I O N

The goal of this School Development Plan is to present current challenges and the road to

acquiring the MATATAG agenda of the Department of Education:

 MAke the curriculum relevant to produce job-ready, active, and responsible citizens.

 TAke steps to accelerate the delivery of basic education services and provide facilities.

 TAke good care of learners by promoting learner well-being, inclusiveness learning, and

a positive learning environment.

 Give support to teachers to teach better.

The Department of Education down to all schools in the Philippines including the Apolonio

Casimiro Faustino Elementary School aims to pursuing greater possibilities of

improvement. The formulation of an ESIP caters for the total development and

improvement of the school through shared responsibilities of the school and the community it

serves. It is along this line that the school tapped all the stakeholders for a collaborative endeavor

to attain the standard asset by the School Planning Team (SPT) among and between the pupils,

teachers, parents, school head and the community.

It is may outmost desire to bring to you the Enhanced School Improvement Plan of Apolonio

Casimiro Faustino Elementary School. We devote this great endeavor to our future learners, great

mentors, and the generous stakeholders. This entails the interest and aspirations of the school-
community partnership towards provision of access, quality and governance relevance to Basic

Education.

A school should be the center of excellence with a safe and motivating environment. With the aim

for excellence, Apolonio Casimiro Faustino Elementary School and the Community are continuously

exerting more efforts for their dream of quality education. It offers all means to equip everyone with skills

and talents for those who are willing to learn.

This plan is a significant tool that serves as springboard for effective management and

supervision. It contains complete and essential information about the school. It is evidenced-

based, result based, and learner-centered plan of programs and projects it also serves as the basis

for programs and implementation in the school.

Apolonio Casimiro Faustino Elementary School administrators and teaching staff guaranteed

a supportive environment to make teaching-learning more effective. Likewise, community and

other stakeholders showed maximum participation and commit maximum cooperation, support

the resource in the implementation of three-year plan and other activities stipulated in this School

Improvement Plan CY 2023 – 2025. The learners, with the help of the God through the Department

of Education will help bring out the best in a person making them a good and productive citizen.

This document was realized through the collaborative efforts of the School Planning Team

who include Dr. Maria Lourdes B. Viray, school head; Mr. Elcid Barrera, president of the School

Parents-Teachers Association; Mr. Jeffrey P. Grijalvo, President of the School’s Faculty Club,

Jhelliane S. Arevalo, President of the Pupils’ Government Organization, Hon. Bernabe Zuniga,

punong barangay of barangay Punturin and the rest of the teachers namely Ms. Joanna Marie B.

Cervantes, ESIP Coordinator, Jennifer F. Calubid, ASP Coordinator, Lorraine L. Mendoza,

Finance Officer, Mrs. Dennilyn A. Tantay, Proof-reader, Mrs. Chona B. Fernandez, Testing

Coordinator, Ms. Richelle R. Manzon, ESIP member, Mrs. Cherylou M. Hizon, layout artist.

This was prepared in a thorough consultation with the above-mentioned stakeholders and

teachers.
The ESIP shall serve as the guide for the school head in managing the school taking into

consideration the different goals and objectives in every area of the educational system. This is

also a good source of information for the stakeholders, on which area, goal and objective they

can extend assistance to the school head, in particular, and the school in general. The school

head, using this document, may make representations and create links to would be benefactors

and other persons who would be extending assistance to the school in realizing the goals and

objectives stated herein.

H I S T O R Y

This chapter delve on the description of the current historical account of Apolonio

Casimiro Faustino Elementary School and the community where it exists. Punturin is one of the

33 barangays  that comprises the  City of Valenzuela, Philippines. It is a mix of industrial and

residential areas like its neighboring barangays of Bignay and Lawang Bato. In the early times,

Punturin was a pure, virgin forest with hills surrounding its vast landscape. Creeks enclosed

some of the areas which are directly connected to the Meycauayan River.
The name of the place originated from the word “Maraming Puntod” which means an abundance

of hills because of its enveloping terrain.

With the onset of civilization, the people decide to clear the wilderness for more agricultural

lands to till. Wood materials gathered from the forest were used in setting up their homes.

Fishing was also a primary means of livelihood because of the abundant aquatic resources from

the river.

Punturin was used to be a part of Barrio Lawang Bato but as the number of residents increased, it

was decided by the old inhabitants to separate the northern part of the area. The barangay was

officially established on April 4, 1945 under Mayor Avelino Deato. Today, Punturin is well

known for its industrial areas and its fast-growing population due to different residential areas

established within the barangay. They celebrate fiesta every first day of May, the feast of St.

Joseph the Worker. Famous delicacies include kuchinta, bibingka, puto or sweet rice desserts.

An estimated 20,930 residents live in Punturin in this 162.20 square hectare barangay.

Elementary and high school education is accessible for the residents of Punturin. It has two

public elementary school and one public high school under the Division of City Schools of

Valenzuela. Vicente P. Trinidad National High School, named after the former Brgy. Capt.

Vicente Trinidad, is a public high school that serves not only the residents of Punturin, but also

its neighboring barangays. Senior high school education is also offered in VPTNHS, but the first

senior high school institution in Punturin was in St. Gregory College of Valenzuela. Punturin had

also numerous day care centers managed by the City Social Welfare and Development Office.
On May 2009 due to increasing population of enrollees at Punturin Main Elementary

School located at Doña Elena Street, the former principal Mrs. Adelia C. Mallari decided to have

an annex of the said school that resulted from the separation of Punturin Main Elementary

School to Punturin 1 Elementary School located at Yardley Street, Sta. Lucia Village, Phase 3. It

was then, administered and managed by Dr. Djoana L. Poja that officially created an independent

school within the barangay. On January 4, 2019 a City Ordinance No.462 Series 2018 was signed

officially changing the name of Punturin 1 Elementary School to Apolonio Casimiro Faustino

Elementary School.

It was authored by Councilor Rovin Andrew M. Feliciano, Councilor Antonio R. Espiritu,

Councilor Jennifer Pingree-Esplana, Councilor Marlon Paulo C. Alejandrino, Councilor Ramon

L. Encarnacion, Councilor Kimberly Ann DV Galang, Councilor Crissha M. Pineda, Councilor

Lalaine P. Nolasco, Councilor Rosalie Esteban-Cayco, Councilor Kristian Rome T. Sy, Councilor

Maria Cecilia V. Mayo, and Councilor Fernando VC. Francisco.

For more than ten years, the title Punturin 1 Elementary School was given to the school

merely to distinguished it from another Public Elementary School in the barangay known as

Punturin Main Elementary School, changing its name to Apolonio Casimiro Faustino Elementary

School will give the facility more meaningful and historical title because the late Apolonio

Casimiro Faustino was a distinguished citizen of the barangay having honorably served as
“Tiniente del Barrio” from 1969 to 1983. The name Apolonio Casimiro Faustino Elementary

School is a generic title in reference to the barangay wherein it is situated and therefore cannot

be mistaken for any other educational facility in the City.
