(i) Addendum ised vide FM Cirular No 15 of 2022 dated 29.07.2022, “This is in reference to FM Circular No.1S of 2022 vide which Addendum for catering unit contacts to "Policy" and ‘Standard Conditions of Contract’ for Commercia Earning and NFR ‘contacts awarded through e-Avetion was issued. ‘As per pata 33 of FM Circular No, 11 of 2022 dated 13.06.2022, the Special Conditions of Contract for lots of diferent categories shall be prepared by the concemed Directorate in ‘ailvey Board or by the concerned Zone/Division Based upon existing policy guidelines and lot specific requirements In view ofthe above, Special Conditions of Contract (SCC as Annexure-A) along with Annexure “Al to A3 for Minor Static Catering Unite are enclosed for necessary action by the Zones! Annexure-A ‘Special Conditions for ¢-Auction of Minor Catering Units (Special Minor Units at Al, A,B. & C Stations all Minor Units at D\E & F Stations )- 1. Scope of Work 1.1 The Licensee shall be responsible for provision of hygienic, good quality affordable ealsfood to the travelling passengers through the espective catering unit as per lad down ‘guidelines and policy directives issued by Ravay and any ether statutory regulations 1.2 The Licensee shall set yp Modular Catering Stalls mintain uniformity in design and colour scheme at authorised and approved by Railways, Ralvay will provide space for erecting the stl. The Licensee will abide by the instructions of Railay in this regard from time to time. 1.4 The licensee shall be permitted to sell items approved by Railways. The Licensee mi required t0 provide regional cuisines, dietary and. infant foods, food for patients o& passengers, jain Fo at tari approved by Railay subject to authorization frem Railway. be _ 1.5 The Licensee shall be responsible for ensuring the quality and quantity, maintaining proper hygione and cleanliness while handling raw materials, preparation, packaging, suppl, sevice, ‘cof Tood/meals in secordance with the parameters specified in Anmexure-Al 1.6 Licensee shall be responsible for availabiltyprovision of adequate numberof garbage bins at appropriate places. License shall also ensure to place bio-egradable bags 1 garbage bins for easy disposal and proper handling. License shall avoid wse af metalic dustins, which become usted over a period of time. Segregation af waste should be done as bio-degradable and bio non- degradable. Licensee shall be responsible for disposing the garbage suitably as per the insinctions framed by Railway/Divisio. All garbage bins must be labled, cleaned and sanitized regularly. All inseuctions in regard to waste/garbage disposal issued from time to ime by Health, Mechanical and Commercial Ditectorate are wo be adhered toby Hiensee 1L7 The Licensee shall further be responsible to make adequate arangements in terms ofall ‘uipment and manpower, at its own cox. 1.8 The Licensee shall depute staff who willbe requied to manage the cating operations and seve food tothe passengers. The number of staff deputed shall not be more than the number prescribed by Railway administration. The Licensee shall ensure thatthe staff deputed on the Unit should maintain good conduct, exiquete, personal hygiene, politeness and courtesy, issue ee 1.9TheTigensee shall also ensure computerised billing fr all the items sold in the unit and the Hoensee shall provide the Tei for cashless transaction viz. POS/Swipe machine, BHIM, Mobile Wallets, Bharat QR code, any new schemesttoolwvinsrumens inoduced by Government of India or Ministry of Railay for promating cashless transaction ete. compulsorily av inthe unt 1.10 tn consideration of the award ofthe License tothe License, the Licensee shall be liable to pay Annual Leense Fe, 1.11 The Licensee is expected to adopt, interalia, the food safety and hygiene practices, as indicated in Annexure: A2. |.12 The Ceiling Limit for Minor Units shall be applicable fr all bidders as stipulated in Para [A of Catering Policy 2017. A Licensee wil be allowed to hold a maxirum of five minor ‘atering units per division, Trolleys are also teated as separate units fr the purpose of ceiling limit ofS units. The bidders shall be requied w provide an underiaking inthis regard on non- Judicial stamp paper as per the format in Annexure - 13 2. Other Conditions for Minor Statie Catering Units 2.1. Certificates Permissions ‘The Licensee shall obtain necessary cetificates/permissions required by law such as FSSAT Centfet, test reports for various food items, ele. oF as required as per te Jeal regulations fiom the competent authorities. In case of any offense or flue to obtain the necessary certieatespermissions, the Licensce willbe solely responsible for its penalty and consequences. 22 Display of menu and tari te ‘The Licensee shall exhibit men tariff and list of food items to be sold inthe unit as may be agreed upon fom time to time bythe Railway. The Licensee shal aso ensure that printed menu cards bearing the name of the concered Railway should always be avalasle atthe unit and provided to the passengers on demand. The cost of Construction/Fabrication of Stall will not be refunded at any time 25 Compliance of Food A sation Laws and other statutory laws “The Licensee shall be responsible for compliance with applicable laws such as Food Safty & Standard Act, 2006 oF any other amendments thereto.
