The study proposed is a Tourism website for the Lipa City Culture Arts

and Tourism. Information dissemination, user-friendly and medium to promote

and market the city’s hidden gems and enjoy its own products. Providing a help

guide not only for the Lipeños but also for the nearby municipality and city

residents and tourists. website serves as an avenue for disseminating

information about the aforementioned office and the City Government's tourism

and cultural initiatives. A medium that can assist individuals in discovering the

town's marvels. Not just the details that a visitor or user notices in a location, but

also its historical background and other relevant information. For visitors visiting

Lipa City, an excellent electronic

channel and user-friendly equipment were established. Thus, “IBA SA LIPA”: a

Tourism Website for Lipa City Culture Arts and Tourism was proposed to serve

as a new way of information at the same time, promote tourism of the city. It is a

reliable and widely accessible website designed to promote the Faith, Food and

Fun. Faith because the city is coined “The Little Rome'' because of the number of

churches found in the city. Food is everywhere you can't decide where and what

to choose and Fun, people can enjoy anywhere in Lipa, leisure and destination.

Pinpoint the user’s location and show the nearest tourist attraction place through

Google Maps. The study used the software development life cycle model in

developing the initial prototype of the tourism website. The structure of the

website was designed using conceptual framework, system flowchart, and data

flow diagram. The website was developed using different open-source

technologies such as HTML, CSS, MySQL, BOOTSTRAP and PHP. The study

concluded that implementation virtual tourism as an effective electronic channel

and user-friendly instrument for tourists visiting Lipa City and providing historical

information and images can be beneficial for tourists to decide where to go. The

website also can accurately track the user’s current location and set a route to

the chosen destination via Google Maps. The system attained an overall mean of

4.87 which is equivalent to an excellent rating. This indicates that the system

complies with the ISO 9126 software quality standards.

CHAPTER I

PROBLEM AND ITS BACKGROUND

This chapter includes introduction, objectives of the study, significance of

the study and scope and limitations of the project.

INTRODUCTION

Tourism is an important aspect of the world's economy. One of the

sources to boost the revenue of a country is through its tourism industry. Every

government utilizes a variety of approaches and strategies to develop its own

tourism business. Considering that tourism businesses produce thousands of

jobs, enhance a country’s infrastructure which is eco-friendly and also shows the

beauty of the area, and build a sense of cultural interaction between tourists and

natives.

Some people see themselves connected to the environment. Others are

traveling to and staying in locations outside their regular surroundings. Tourists

are willing to pay and spend a lot of time either alone or with their family or

colleagues. As a result, our environment can be therapeutic or as an escape,

finding purpose, pleasure, and business.

Tourism is the major product of France. The world's top travel destination

is France. France as a country offers an amazing historical heritage and arguably

the most diverse natural environment of any European country. Its attractions

showcase years of human history, from prehistoric ruins of Cro-Magnon to

futuristic steel and glass. From the prehistoric megaliths of Carnac and the

Roman ruins of Provence, from medieval castles and cathedrals to the splendor

of Versailles to the 19th-century Eiffel Tower, it contains beautiful remnants of all

European civilizations.

Tourism industry has the potential to contribute to peace and stability by

creating jobs, producing revenue, diversifying the economy, safeguarding the

environment, and encouraging cross-cultural awareness in developing countries.

Tourism can achieve the above objectives by respecting the environment and

putting host communities at the center of the development process. Tourism-

generated income can be hugely beneficial for both private and public concerns.

Tourism promotes international connections which can increase business

opportunities. It can also provide employment opportunities for people who can

work in tourism-related industries.

The growing number of individuals using the Internet, as well as the recent

global growth of e-commerce, may have significant repercussions for the tourism

business. Tourism businesses are investing in the Internet through web pages,

advertising, and e-commerce. It is critical to investigate the efficacy of the

Internet as a tourism marketing tool before additional money is invested in this

new 'e-economy.' The Internet serves a variety of purposes in tourism, such as a

social activity, an image-forming agent, an information source, a tool for

evaluating rivals, and a transaction source for booking and purchasing travel

items. In contrast to

most other media such as brochures, radio, television, periodicals, and

guidebooks or personal referrals which may target only one dimension, the

Internet is a multi-dimensional medium. As such, it is necessary to understand

the extent to which the Internet is being used by potential and actual tourists.

Tourism management refers to the optimization of existing Tourism assets

so that these may be made available at their best to clientele and, thus, provide

optimal returns to organizations engaged in their management. Pololikashvili

(2021) stated that "Around the world, in countries at all development levels, many

millions of jobs and businesses are dependent on a strong and thriving tourism

sector. Tourism has also been a driving force in protecting natural and cultural

heritage, preserving them for future generations to enjoy". Similarly, they provide

services to the guests when it comes to restaurants, airlines, cruise ships, hotels,

and resorts. This is all related to the tourism and hospitality activities which are

traveling, accommodations, leisure, and others.

The United Nations World Tourism Organization, Tourism has grown and

diversified over the decades to become one of the world's fastest-growing

economic industries. Modern tourism is inextricably connected to economic

development and includes an increasing number of new locations. Tourism has

been a significant engine of socioeconomic growth as a result of these

processes.

Tourism now has a commercial volume that competes or even exceeds

that of oil exports, food goods, and autos. Tourism has grown to be one of the

most

important actors in international trade, as well as one of the primary sources of

revenue for many developing nations. This expansion is accompanied by

increased destination variety and competitiveness. Tourism's global growth in

developed and developing countries has resulted in economic and employment

advantages in a variety of linked industries, ranging from construction to

agriculture and telecommunications.

According to the UNWTO‘s Barometer and Statistical Annex (2019),

“International tourist arrivals (overnight visitors) grew 4% in January-March 2019

compared to the same period last year, below the 6% average growth of the past

two years”. It was also mentioned that the growth was led by the Middle East

(+8%) and Asia and the Pacific (+6%). Europe and Africa (both +4%) and the

Americas (+3%) also recorded an increase in arrivals in the first quarter of 2019.

Due to its high approach towards expanding its sector all through the years, the

Middle East represents both the present and the future of global travel and

tourism, from its skyscrapers to land cultivation and wealthy places so many

tourists are attracted to visit the Middle East. The Asia-Pacific region has

transformed into a popular tourism destination for all sorts of visitors. Domestic

and international visitor visits have increased dramatically in Asia-Pacific during

the last decade.

The Philippines is part of the Asia-pacific Region, a land abundant in

natural riches, beautiful scenery, and kind smiles. Everyone is welcome to join in

the fun from the stunning beaches to the distinct gastronomy experience, you will

find the

kind of fun that is completely yours. Opportunities abound in the Philippines, just

as they do in the pleasure that may be had. There are numerous methods to

expand businesses here, whether through tourism, hospitality, manufacturing, or

sustainable development.

The Department of Tourism (DOT) is the executive branch of the

Philippine government in charge of tourism regulation and promotion. The

mission of the Department of Tourism is to encourage, and develop tourism as a

major socioeconomic organization to generate foreign currency and local

employment, ultimately spreading the benefits of tourism to both the private and

public sectors, and thus spreading the benefits of tourism to a higher segment of

the population with the assistance and cooperation from both the private and

public sectors. The organization develops policies, plans, programs, rules, and

regulations.

What makes “Lipa” is its own history. The hidden gems of the city were

formed through its astonishing and amazing history from war ages to developing

and cultivating ages that left a mark and became the foundation of what is Lipa

City now. There are several historical sites here in Lipa. One of them is the Luz-

Librea-Bautista Ancestral House.

One of the few Lipa heritage homes that survived World War II is the Luz-

Librea-Bautista Ancestral House. The patriarch of the Luz clan, Don José de San

Miguel Luz e Inciong (gobernadorcillo of Lipa in 1844 and 1854), built this

grandiose stone mansion inspired by Babylonian architecture, for his daughter

Maria Luz y Metra married to Leon Librea y Mayo. The house took ten years to

build and was completed in November of 1881. Don José Luz appointed its

interiors with several furnishings from Europe: the lace curtains from Paris, two

Austrian high length mirrors, pieces of Viennese furniture, local furniture from

Atay, a well-known Filipino woodcarver, fine Chinese porcelains, and all

glassware, silverware, plates, crystals, and chandeliers from Germany.

In addition, one of the famous gems in Lipa is the Metropolitan Cathedral

of Saint Sebastian, commonly known as the Lipa Cathedral. It is a Renaissance

church that serves as the seat of the Archdiocese of Lipa and it has a long

history of construction, destruction, and restoration. The church was built in 1895

by Augustinian Friar named Fr. Benito Varas. What makes it wonderful is the

paintings that since its first construction remains up to date.

Since the Japanese stayed in our city, they have made historical places.

In fact, the Barangay of one of the researchers has its own gems. The Peace

Tower and Markers of Burial Grounds of Japanese Massacre is located at

Barangay Lumbang, Lipa City. The Peace Tower was constructed by the

Japanese Government in memory of the former campsite of the Japanese

soldiers during World War II. The Markers of Burial Grounds of Japanese

Massacre signifies the heroic deeds of Lipeños during the Japanese invasion. All

things that the Japanese made over the city are considered as gems.

Not only the historical places make the Lipa “Lipa” but also its sceneries.

Generally speaking, the researchers used these remarkable destinations to

promote the beauty of the said city. In fact, the researchers created a website

wherein the gems and sceneries of Lipa are featured to promote and boost the

city’s beauty.

Lipa City Culture Arts and Tourism is the City Government office

responsible for all the tourism activities such as marketing, strategy, preservation

and renovation of the tourist spots in the city. Through hard work, perseverance

especially during this pandemic where industry is closed, establishments are

strictly following the health and safety protocols mandated by the national

government, the local government administration led by City Mayor Hon. Eric B.

Africa. Empowering people with its better governance and advanced services for

all Lipeños.

The greatest way to promote the town of Lipa is to share what the town

offers with everyone. As a matter of fact, Lipa City became a well-known city in

the Philippines because of its establishments and was dubbed as “The New

Wave City”, “The Little Rome of the Philippines” and also “The City of All

Seasons”. Moreover, the city has a good history on how it got its name and why

the town is considered as a Rich City.

The Lipa City Culture Arts and Tourism lacks a website or tourism website

which is essential for a developing city that has a lot to showcase or offer to

tourists, a brief historical background that shapes the city itself, known of its

culture and origin. Researchers desire to conduct this study to help the office

itself. Showcase the hidden gems of the city and promote businesses for the city

to be better known in its neighboring area and to the whole country as well.

It all started on the tree called “Lipa tree” and there are leaves called

“Laportea” or “Dog Lipa” plants that have tiny hairs that can cause skin irritation.

There is a story about foreign colonizers who used the leaves as a substitute to

tissue paper to wipe their private parts after using a toilet. The two colonizers felt

something different on their body and it got severe then what happened is

someone started shouting “Lipa! Lipa!” because they are feeling irritated. The

second theory is about how the city's local were always moving to another house

every month or every year or in the Tagalog word “Lipat ng Lipat”. The city

ancestors found the shores beside Taal Lake or the village outside the borders of

the current City and now the village of Tagbakin. The first relocation was found

on what is known today as Lumang Lipa, a village part of the Municipality of

Mataas-na-kahoy. The second relocation was in the town of Balete as the result

of the volcanic eruption. Immediately, as a precaution for volcanic eruptions, they

move to farther inland known today as Lipa City.

Lipa City became among the wealthiest towns in the entire Philippines due

to its Coffee industry that is why the town is considered as Rich City. They called

it “Liberica Coffee” or “Kapeng Barako”' because of its unique taste paired with

muscovado sugar. Don Gallo de Los Reyes or the City Mayor of Lipa City made

the Coffee tree to be mandatory for planting the trees around town making

almost half of the total land area planted of the said tree. According to KaBarako

Writers (2017), the Lipa City Tourism Culture and Arts Council attempted to have

a Guinness Book World Record for the longest line of people simultaneously

drinking coffee with more than 6,000 residents of Lipa.

Because of the COVID-19 Pandemic, Lipa City experienced difficulties

when it comes to health and businesses. The residents of Lipa can’t go to any

establishments because of the deadliest and unseen enemy. People are forced

to wear face masks and face shields whenever they enter any establishments for

everyone's safety. The 3-to-5-meter social distancing is being implemented as

part of the “New Normal”. Many businesses in Lipa were forced to close and

most of them were old businesses.

Traveling and eating in the Lipa area were fine until the COVID-19

Pandemic came, at which point some limitations and restrictions were imposed.

Travel and tourism have grown to be one of Lipa's most important industries prior

to pandemic. People can’t go to any places without knowing the protocols.

Because of the pandemic, some places here in Lipa require a vaccination card in

order to visit or dine in. Lipeños need a source of information about the new

protocols here in Lipa. Since most of Lipeños have their own Internet, it is better

to share the protocols and information online.

Due to the pandemic, people around the world are being introduced widely

to online services. In the food industry, According to a Rakuten Insight survey on

food services and cloud kitchen performed in August 2021, 85 percent of Filipino

respondents said they would continue to order as frequently as they did during

the coronavirus (COVID-19) shutdown because it was more convenient. Food

Panda and Grab Food were the most popular food delivery apps among

Filipinos, according to the same survey.

In terms of the tourism industry. After the pandemic, the Philippines' lovely

islands, especially Lipa City, will entice tourists once more. Nonetheless, the

country should seize this chance to rebuild the industry by assisting players in

upskilling and digitizing their workforces, rethinking their business models, and

ensuring compliance with safety and health regulations. Medical tourism and

agritourism may be two programs that the country may pursue to assist the

sector recover.

While the Philippines is currently experiencing challenges, Filipinos should

remember that in the past, the country was able to build the tourist sector and

make it one of the top contributors to GDP through a combination of efforts and

hard work. Filipinos can be optimistic that the tourism business will thrive after

the epidemic because of the country's increased commitment.

Having a tourism website is more advantageous for the services offered

by the business owners. Obviously, because of the nature of the Internet, a

website has a wider reach than the usual modes of communication. This also

spares staff of a tourism organization from having to repeat information to people

who call with inquiries. Furthermore, a tourism website can promote different

destinations and it shows how beautiful the destination is and what kind of

service they can offer to their visitors.

However, a good tourism website has to be interactive; and this is where

many sites fail. A good tourism site, or any site that offers services, for that

matter, must have the ability to provide quick information about things like

pricing, services, etc. A potential tourist scans the Internet for this information to

be able to make comparisons and then make informed decisions.

In this day and age, tools are available even for the non-technical, every

organization should have a web site, tourism or otherwise. Having a website,

however, does not immediately mean that your information will be found. Thus,

those who maintain tourism web sites should also have a good understanding of

the social media platforms through which content can be "pushed" to potential

customers which the city government culture arts and tourism lacks.

Researchers are eager to work on this study to develop a user-friendly

Lipa City Tourism Website for the Government of Lipa City’s Tourism

Department, the Lipa City Culture Arts and Tourism. Providing a help guide not

only for the Lipeños but also for the nearby municipality and city residents and

tourists. Serve as an instrument for City Government for its information

dissemination, promotion for the new businesses and establishments alerts, city

wide events etc. accurate mapping of the places.

The researchers’ goal is for the city to promote and market its hidden

gems and enjoy its own products, whereas resorts, restaurants, leisure or

adventure areas, and top places in the city because of its booming industry so

there is a need for a Lipa City guide for locals and tourists alike.

OBJECTIVES OF THE STUDY

The main objective of this study is to develop a website for the Lipa City

Culture Arts and Tourism.

Specifically, it seeks to accomplish the following:

1. To analyze the concept of Google map, tourism management, web

development, and system development in developing a Tourism Website.

2. To design and develop a Lipa City Tourism Website with the following

functions/features:

a. Locate routes, establishments, leisure, and adventure places in

Lipa City, where users can give rates and reviews.

b. Manipulate the route map in which the Grand Terminal is set as the

kilometer zero (0) to the chosen destination.

c. Provide historical information and images that can be beneficial for

tourists of Lipa City to decide where to go.

d. Function as a system for information dissemination for the City

Mayor’s announcements of events and news.

3. To evaluate its functionality, usability, reliability, efficiency, portability and

maintainability using the ISO 9126 Software Evaluation Criteria.

4. To implement virtual tourism as an effective electronic channel and user-

friendly instrument for tourists visiting Lipa City.

SIGNIFICANCE OF THE STUDY

The researchers believed that this study would be beneficial to the

following:

a. Lipa City Government

This research may benefit the Lipa City Government’s

dissemination of information. Announcements and news about Lipa

are available on this website. It assists the Lipa City Government in

developing a better community and providing opportunities for

Lipeños.

b. Lipa City Culture Arts and Tourism

This research may benefit the Lipa City Culture Arts and

Tourism by promoting different business, establishment, and leisure

or adventure areas around Lipa City. This study is not only to

develop a usable website for the City Government Culture Arts and

Tourism but also to help their customer’s interaction with the

website. They will be the one to spread to its people in and out the

city.

c. Tourist of Lipa City

This research can be very beneficial for the tourists of Lipa

City especially for those who are new to the city that didn't know

To have a better understanding of the proposed system, the researchers

identified its scope and limitations.

The main scope of this study is to develop a user-friendly system for all

kinds of tourists in Lipa City, this system is a project for the City Government

Culture Arts and Tourism, it also serves as an instrument for the city Government

for its information dissemination such as important announcements, events

components, and news. The proposed system also aims to promote the hidden

gems and the area's historical background, as well as the new businesses and

establishments and enjoy the City’s own products.

On the other hand, the developed system also has limitations by limited

access for its users or customers. Researchers also limit the tourist spots to be

included in the website by twenty (20) due to the given amount of time by

designing the website and data gathering. The administrators have full access to

the said system, especially the database for security purposes.

Culture Arts and Tourism.

The conceptual framework consists of three (3) parts. Input, Process, and

Output. The Input box contains Knowledge Requirements, Software

Requirements, and Hardware Requirements. Web programming is required

because the study developed an online system, as well as Database

Management System for information management. Programming languages

were discussed in relation to software needs.

HTML, CSS, PHP, and JavaScript are used for Web programming, Web

browser, XAMPP and Notepad++ and Visual Studio Code are used to further

create the website. Finally, the Hardware Requirements includes a computer and

mobile phone which the user and researchers’ tools.

Furthermore, Process block includes the design, construction, testing and

revision of the project. This is where the creation of the project happens.

Gathered data are interpreted. Continues testing and revision are made to

provide the user satisfaction.

On the other hand, the Output can be the proposed project the “IBA SA

accessible for the citizens and travelers of Lipa City.

Home is the website landing page connected to the navigation bar. The menu

consists of Home, About Us, Tourist Spots, News and Articles, and Contact. One

features of the website are the City Tourism motto, Food, Faith, and Fun. This

motto depicts what Lipa is known for and what Lipa can offer to its people. Under

showcased Lipa gem to its tourist. Information and other important details are

also shown on the tourist spots that will surely help the visitors and the viewers of

the website.

Figure 4.3. The graphic depicts the system's data flow, including how the user

and the system goes through the process and make proper use of the system.

Ms. Aylene Acorda, Officer in Charge of Tourism in LGU Lipa City, was

informed of the researchers' principal goal in performing the proposed study.

Because the website serves as an avenue for disseminating information about

the aforementioned office and the City Government's tourism and cultural

initiatives. A medium that can assist individuals in discovering the town's marvels.

Not just the details that a visitor or user notices in a location, but also its historical

background and other relevant information. For visitors visiting Lipa City, an

excellent electronic channel and user-friendly equipment was established. Ms.

Acorda also emphasizes the need for a tourist website. Having a website is a

major factor, an x factor, in the tourist, cultural, and arts industries. Because of

the internet and social media, the city will be advertised to a broader audience.

Ms. Acorda also mentioned that it's not just on Facebook that you can find out

about tourism attractions and information. Users have traditionally preferred to

seek information using Google. Having a website in the tourist industry, such as

resorts, hotels, local restaurants, destinations, travel and tours, allows users to

see what destinations are available, what hotels are available, especially pricing,

and many other things. She also stated that Lipa City is a true destination, since

it is always included in all itineraries in the province. Tourists who planned to stay

or view Lipa City now have questions whether the material isn't thorough enough.

What if there was a website? Everything would be so much easier. The

significance of tourism in Lipa’s

reputation is the image of the city and at the same time, the people. Wherever

the people of Lipa go, they always bring the Lipeños Pride and being elitist.

To promote Lipa tourism is distinct, everything is almost here in Lipa, near

to Manila, even though Lipa City is nowhere near to sea, we have a lot to offer to

the people in terms of Faith, Food and Fun. Faith because the city is coined “The

Little Rome'' because of the number of churches found in the city. Food is

everywhere you can't decide where and what to choose. Lastly, Fun, people can

enjoy anywhere in Lipa, leisure and destination.

ISO 9126 SOFTWARE EVALUATION CRITERIA

Test Results:

The researchers adopted ISO software evaluation criteria to

determine the performance of the system. Weighted mean was used to measure

the general response of the survey samples, whether they agree to a given

statement or not. The aim is to determine the effectiveness of the proposed

The results were interpreted using the equivalent descriptive rating in Table 3.

SUMMARY, CONCLUSION AND RECOMMENDATION

This chapter gives the researcher's summary and findings based on the

results of the tests and survey collected during the study. In addition, suggestions

are provided regarding how the project might be improved further.

SUMMARY

The study aims to develop a website for the Lipa City Culture Arts and

Tourism that includes channels where users can discover establishments,

leisure, and adventure destinations in Lipa City, as well as their routes,

accommodations, details, and contact information. Furthermore, this contains

historical facts and photographs that can sustain visitors together with the

residents in understanding its vital information and selecting where to go.

A functioning, usable, and effective virtual way of promoting the place

tourism is a leading approach to offer in today's generation for technology is

foremost. Moreover, the utilization of virtual tourism is broad due to its

accessibility to everyone, along with open-source material that can assist guests

in visiting the destination. Alongside its purpose and usefulness, it is effective in

every manner imaginable for everyone. The website can facilitate visitors to the

city in learning

more about a selected location, including fares and hours of operation, and also

To uncover hidden gems, boost tourism by featuring vital facts and showcasing

things about the location, and draw up details that are needed to know before

traveling to the place, the e-tourism website is a worthwhile medium to aid

tourists in discovering Lipa City.

CONCLUSION

To store and analyze data for any purpose, the advanced system

becomes a significant device for the enterprise. It may also be used to quickly

retrieve and manipulate any data or information needed. After the completion of

the study and in consideration of the objectives of the study and the results of the

testing and evaluation undertaken.

Based on findings obtained the following conclusions were drawn:

1. Using the concept of Google map, tourism management, web

development and system development was successfully analyzed

in developing Tourism Webpage.

2. The system was successfully designed using conceptual

framework, flowchart, context diagram, and data flow diagram; and

successfully developed the proposed functions/features such that:

a) The website can be accessed by the general public

location and set a route to the chosen destination via

Google Maps.

c) The website can provide meaningful, historical, and

important information of the tourist destination

featured.

d) The website can function as a system for information

Culture Arts and Tourism announcements of events,

news, and updates.

e) The website can locate routes, establishments,

leisure, and adventure places in the city.

3. The implementation of virtual tourism is an effective electronic

channel and a user-friendly instrument for tourist was successfully

applied.

RECOMMENDATION

Based on the conclusions of the study, the following recommendations are

proposed.

1. To include Virtual Tour for a better presentation of the highlighted

tourist attraction. A 360-degree camera view enabling people to see

how the location appears.

2. To update what the city has to offer by including all tourist

attractions located here in Lipa City.

3. A connected reservation system for all of the places listed on the

website, along with their pricing of facilities.

4. Add a feature that includes voice over for the route to take and

other features.

5. Include the Culture Arts and Tourism Accreditation and Regulation

forms for the establishments.
