Barrick’s Latin America and Asia Pacific portfolio includes operations and projects in
South America, Dominican Republic, Pakistan, and Papua New Guinea. This region
continued to drive Barrick’s growth pipeline in 2022, contributing 15% of the
company’s gold production and 22% of the company’s copper production. The
region’s assets include two tier 1 active gold mining operations in the Dominican
Republic (Pueblo Viejo) and Argentina (Veladero), a copper mine in Chile (Zaldivar),
and pipeline of projects in Argentina, Chile, and Peru. In Asia Pacific, the company has
significant projects in progress at Papua New Guinea’s Porgera mine and Pakistan’s
Reko Diq.

The Pueblo Viejo mine in the Dominican Republic added 6.5 million ounces of
attributable proven and probable reserves and made significant progress in 2022
toward the $2B life of mine extension (expansion?) projects. Pueblo Viejo consists of
two main open pits, Moore and Monte Negro, with processing through autoclaves.
Commissioning of the plant expansion was nearly complete at the end of 2022 and
the new tailings storage facility (TSF) is in the permitting phase. These expansions are
expected to extend Pueblo Viejo’s mine life to 2040 and beyond, as well as doubling
the significant contribution the mine has already made to the economy of the
Dominican Republic. The plant expansion will allow the operation to maintain
average annual gold production of more than 800,000 ounces per year after 2022.
Site investigation works continue to plan a feasibility level design for the new TSF in
2024.

In December 2022, Barrick executed definitive agreements with the governments of Pakistan and
Balochistan related to the Reko Diq mine, which is one of the world’s largest undeveloped copper-gold
deposits. Reko Diq will be operated by Barrick, which owns 50% of the project, with Balochistan holding
25% and three Pakistani state-owned enterprises sharing the remaining 25%. The shareholding structure
is in line with Barrick’s policy of benefit-sharing partnerships with its host countries. Significant technical
and evaluation work was completed prior to 2011, including an initial feasibility study (FS) in 2010. An
update of this FS is planned for completion by the end of 2024, with 2028 targeted for first production.

Location
This role will be based in the Dominican Republic, which offers a rich and vibrant lifestyle. One of the most
notable aspects of living in the Dominican Republic is the warm and friendly culture. The locals are known
for their hospitality, and the country is full of lively music, dancing, and festivals that celebrate their unique
heritage.

Additionally, the country's natural beauty is another significant draw. From pristine beaches and turquoise
waters to lush tropical forests and majestic mountain ranges, the Dominican Republic offers an
abundance of outdoor activities that cater to all interests. The country's favorable climate also means that
outdoor activities are possible year-round.

The cost of living is another attractive feature of the Dominican Republic. With relatively low housing
costs, affordable food, and transportation, it is possible to live comfortably on a modest budget.
Additionally, the country's growing economy offers plenty of opportunities for entrepreneurship and
career advancement.

Many of Barrick’s PV team reside in Cotuí (16 km to the east) or La Vega (50km to the northeast). Cotuí is a
small city with a population of 40,000 and is located closest to the Pueblo Viejo mine. The city is known for
its agriculture and mining industries and has a relaxed and friendly atmosphere, with a small but vibrant
downtown area.

La Vega is a larger city with a population of around 240,000 and offers a wide range of amenities. The city
is known for its vibrant culture and history, as well as its proximity to natural attractions such as the
Jarabacoa mountains and the Aguas Blancas waterfall. The cost of living in La Vega is generally higher
than in Cotuí, but still more affordable than in larger cities such as Santo Domingo.

Position Purpose
As the LATAM and APAC region is a key driver of the company’s pipeline growth, the Regional Project
Controls Manager will have responsibility for the overall delivery of Project Controls across the region.
This includes the design and implementation of effective teams, systems, and processes to ensure the
proper, efficient integration of the budget, cost estimating and schedule elements of large scale projects
across the region. This leader will ultimately be responsible for strategic oversight and execution of
project performance against budget and plan across the region.

This role will immediately play a significant role


in providing leadership to the $2B Pueblo Viejo
life of mine expansion, specifically driving
alongside a local Project Controls Manager, the
execution of the new tailings storage facility.
Upcoming significant projects also include the
Veladero mine expansion and Reko Diq mine
construction, among others.

Organization
The Regional Project Controls Manager will
report directly to the Corporate Vice President,
Projects who reports to the LATAM/APAC Chief
Operating Officer.

This role will build and lead both direct and


indirect Project Control teams as appropriate to
each project.

General Duties:

Develop and implement a project control plans to ensure the efficient, timely and cost-effective
construction planning, execution, performance and monitoring of all regional projects and teams.
Manage the Project Control resources allocated to the projects by leading and directing teams so that
they are motivated and have access to the required resources to meet the work objectives set for
them.
Lead and mentor Project Controls team to ensure that staff understands what is expected of them and
has the necessary skills to execute the requirements.
Ensure the alignment of the Projects, Engineering/Procurement partners and construction contractor
teams related to Expansion processes, deliverables, schedules, and project close-out.
Participate in Early Contractor Involvement with contractors to educate & align Project controls
expectation, gap analyse & map systems, align schedule, cost estimates and reporting to ensure
predictable performance.
Ensure through education, communication & contractor management practices that all project
activities are in constant compliance with Project controls standards.
Development and communication of Project Controls information to the project teams to develop
sound knowledge and understanding of standards and practices.
Culture development and continued demonstration of No Harm behaviours & carriage of Owners
Mindset mentality.

Functional Leadership:

Develop and implement project controls processes and procedures to ensure that projects are
managed effectively and efficiently in accordance with Barrick’s approach of site-based Owner’s Team
executing projects on a “self-build” basis.
Review existing and new study reports, budgets, schedules, contracts, etc.
Identify and set-up project controls teams, systems, and requirements for each project.
Set-up projects based on standard structure and codes (Work Breakdown Structure, Activity Codes
and Cost Breakdown Structure) and appoint/maintain a competent project controls team.
Select standard project procedures and coordinate modifications/additions with Expansion Manager.
Review and approve the definitive capital cost estimate plan (as developed by the Estimator). Ensure a
detailed project schedule is prepared and regularly updated using data from the feasibility study,
Design, Purchasing, Logistics, and construction/handover.

Maintain close contact with other Project groups to determine the impact on the schedule and budget
of design changes, contract schedules and progress, and equipment tenders and deliveries.
Keep informed of construction activities by participating in planning and scheduling reviews as
required to ensure the Project cash forecast realistically reflects the construction schedule.
Confirm progress measurement and earned value methodology and initiate progress reporting. Verify
project controls execution plans, trend gaps and distribute to Project Managers.
Manage the approval processes for all Project expenditures according to the Delegation of Authority
matrix.
Ensure that all Applications for Expenditure (AFE’s) are correctly prepared, accurately reflect cost
estimates and budget amounts and are correctly input into the approval process. Show commitment
and cashflow requirements.
Work with finance, supply chain and project managers to establish project accounting requirements
including approvals, payment and funding processes and reporting requirements.
Confirm reporting and meeting requirements including the content, format, and frequency. Publish
the project reporting calendar showing cut-off dates, submission due dates and issues dates.
Ensure the accuracy and integrity of the Financial and CMS reports (Project Management System)
through the monitoring and analysis of transactions, reports and compliance with internal control and
policies and procedures.
Obtain all input information for reporting, i.e., Project Management, Engineering, Controls, Supply
Chain, Construction, Commissioning staffing plans and package register; facilities description,
engineering work packages, deliverables list; project and Project Execution Plan.
Review and publish progress measurement and earned value reports.
Evaluate progress and provide write-up for monthly progress report.
Review scope and Project baseline change, forecast change, and trend management and reporting.

What You Will Achieve in the First Year

Within the first six to twelve months, the incumbent in this position will be expected to:

Build and implement structures and systems for Project Controls teams/projects across
the region to better manage budget, schedule, and associated reporting.

Support the recruitment and development of the local Project Controls team in Pueblo
Viejo who will be responsible for driving the Tailings Storage Facility project, set to begin
construction in 2025.

Ensure the Pueblo Viejo Expansion Project deliverables are achieved on schedule and
within budget.

Engage as/when appropriate with progress on projects at Veladero and Reko Diq, and
any other projects as required within the region.

The Experience You'll Need To Succeed

Essential Skills & Experience:

Tertiary qualifications in project controls, engineering, construction management and/or other


relevant experience.
7+ years relevant post graduate experience in managerial position and a minimum of 10 years’
experience in a project environment with detailed knowledge of Estimating, Cost Control, Planning,
Quantity Surveying and Reporting.
Experience in high valued ($1B+), multi-discipline Capital projects environment from inception to
closeout.
Expertise in project controls, financial modelling, and planning/scheduling.
Strong skills in engagement, participation, and relationship management skills.
Expertise in project management tools and techniques.
Experience in the consolidated preparation, collation and presentation of project, financial and other
reports to an executive audience.
Ethical, political, communities and cultural awareness.
Knowledge in the following disciplines:
Estimating – Understanding on the fundamentals of estimating and the ability to review total
Project and Change Notice estimates to ensure accuracy of estimated costs for the scope of work
at hand.
Cost Control – Ability to understand composite Project budgets, forecasting final costs and the
control of the budget i.e., Commitment and Actuals. Full management of Project Trends and
Changes to determine legitimacy and estimated impact to project schedule and budget.
Management of the usage of Project Allowances i.e., Growth, Contingency, Escalation and Forex.
Cash-flow monitoring.
Planning & Scheduling – Ability to read and understand Project Schedules to ensure a true
reflection of the Project progress and forecasted dates. Ability to verify impact of Project. Changes
to Project Schedule.
Quantity Surveying – Knowledge of Quantity Surveying principals and Standard Systems of
Measurement. Ability to verify progress payments, final invoices, escalation, and Forex
calculations.

Preferred Skills & Experience:

Experience of being part of Owner’s Team and working on Self-Build projects.


Post graduate qualifications in Management or other professional certification.
Experience in the establishment of reporting standards, formats, and frequency.
Knowledge of EP/EPC/EPCM principals, and the ability to interpret and verify Incentive agreements.
General Construction knowledge & understanding of fundamentals of engineering models and
construction drawings.

Broad business acumen including risk assessment and management and track record of managing
complex projects in developing countries.
10+ years in construction and project management in the mining industry, experience working across
multiple LATAM countries is ideal.
Ability to work for extended periods on project site conditions.
Fluent in Spanish, both written and spoken.
