THE COMMISSION

Pursuant to Section 2 of Republic Act (RA) No. 11350, the NCSC shall promote the advocacy
of and collaboration between different stakeholders and senior citizens (SCs) to ensure the
effective implementation of various programs and services, particularly on the
development of SCs and advancing their health, and well-being, and ensuring a supportive
and enabling environment for the elderly.

VISION

“National Commission of Senior Citizens (NCSC) envisions a society


that respects and promotes the dignity, security, wellness, and well-
being of older persons, and recognizes their contribution to nation-
building through lifelong learning, empowerment, and development
in making them truly active citizens.”

MISSION

The NCSC, as a single cohesive agency, promotes the rights, welfare,


and benefits of Filipino senior citizens and advocates collaboration
among and between different stakeholders by formulating,
implementing, and monitoring policies, plans, and programs and
ensuring their effective implementation for the advancement of
active, productive, and healthy aging and providing an
enabling environment for older persons.
QUESTION & ANSWER
What are your main challenges as an HR manager, especially
during this pandemic?
During the pandemic, your first priority is the health and welfare of the
employees in order for the office operation to work and move on smoothly.
Even without a pandemic, your first consideration is to maintain the health
and well-being of the employees since they are the backbone of the agency. Who
will perform the function in the operation with the people who will do it?

What do you think are the minimum requirements to become


an HR manager?
Most HR managers have a bachelor's degree in human resources or a closely
related discipline, such as finance, business management, education, or
information technology, obtaining a four-year HR degree. Obtaining an HR
certification together with a four-year degree in a related subject, such as
business or psychology. Years of operational job expertise that resulted in a
change to HR. To become an HR manager, he/she should be equipped with past
experiences like training in handling people - from hiring people, training
them, then validating their performance or output including rewarding of good
performances of employees. He/she should also have a heart for people while
you are also ken and firm in diciplining people via due process. When you say
due process it hears before it condems. You have also the direction on how the
emmployers grow professionally.

How do you settle employee disputes/conflicts in the


organization?
In a government setting, there are rules and procedures that are provided by
the Civil Service Commission to follow. That is the so-called, absence of due
process. You have to allow both parties to present their sides. There are also
efforts to be made to exhaust all arguments and conflicts in order to arrive at a
settlement. Unless it is done, any acts of disciplining an employee would
become invalid.

Is there any difference between the baby boomers, millennials,


and Generation Z in terms of team dynamics? If Yes, kindly
give more information based on your experiences.

For me, there is no difference between the 3 groups, all of them can readily
adjust to each other. It's just adopting the ways of others. What's important is
that you have to abide by the company policy, rules, and laws. When there are
rules and laws, the ages of different groups barely matter. What plays a part is
the work ethic and the attitude of the employees.
How does the HR department/ HR manager add value to your
institution/organization?

The existence of Human Resources in an agency is that it is the implementing


arm of the agency. The policies, rules, and regulations must be implemented
and enforced by HR. At the same time, Human Resources loads as an example
by doing what is right. On the other hand, Human Resources ensures that all
employees should work as a team. How to do it? Human Resources should take
the value of the health and welfare of the agency as well as the career pathing
of employees in order for them to stay in an agency.

Was there an instance that you considered hiring employees


with no experience instead of an applicant with previous
employment? If yes, why is that so?

In a government setting, the Civil Service Commission is the external agency


for which the task is to attain all personnel provided. The qualification
standards for being a government employee are stated. I hired someone that
has no experience and is naive about the processes. I believe that they can be
able to develop the skills needed and have their first experience in the office. If
you don't have enough years of experience, your abilities and skills will assist
you get the job. According to Goodman, "You have to look at what the employer
is trying to achieve." "Ask yourself if you can provide the skills the employer
needs.

Do you think having a labor union/ labor relations in the


company is beneficial? Please expound.

The government employees attend to all concerns inside the agency. It is


allowed by the civil service. It is the role of the employees which will relate to
the management to whatever concerns they have. Unions can boost job security
and predictability by promoting benefits, wage increases, and better working
conditions. It aids in closing the pay gap between workers of color and women.
Compared to non-union employees, union members enjoy better job safety
safeguards, more generous paid time off, and a greater sense of security when
exercising their legal rights at work.

What are your hiring process/steps? Do you have anything you


want to improve/change? Are you practicing e-recruitment?

Having the Civil Service Commission as the basis, Opening the requisition,
screening applicants, interviewing prospects, choosing the best, and making an
offer are the five separate stages of the hiring process that recruiters can help
hiring managers with. Yes, we are practicing e-recruitment, especially during
the pandemic where we try to avoid contact with people face to face. During
that time, we had our work from home each week for at least 3 to 4 days.
What are your non-monetary (non-financial) rewards?
Rewards that don't include money are referred to as non-monetary rewards.
They consist of compliments, gratitude, acclaim, and prizes. These advantages
come from an employee's job and are intrinsic or internal. Promotion,
readiness to train, COC for one-time works.

What are your suggestions/advice for future applicants?

In the life of a student, they must be able to comply and perform well in school
in order to attain good grades. Afterward, take Civil Service eligibility and get
relevant training and expertise to equip yourself with skills that can help you
perform. With a proper process and grounding you can have a good work ethic
and already be prepared to perform in whatever situations are present. The
qualities, experience, abilities, or information you must possess in order to
apply for a position are known as essential criteria, if you have them you must
be confident. If you think you can develop them through your experience in the
office then go for it. Grab every opportunity there is.
