TAFT, EASTERN SAMAR

Historical Development

The Municipality of Taft got its present name from then Governor William Howard Taft, the first American Civil
Governor. It was formerly called “tubig”, which is a Filipino term for water. The name was coined by the Jesuit
missionaries who discovered a spring, locally called “Burabod” in the center of a small village. Nearby settlements
came to the place to fetch their supply of clean water, thus popularizing the native name "tubig" among citizens from
nearby towns.

Inscribed in the old walls of the municipal building is the year 1868, when the town was established. However, official
records show that Taft formally became a municipality in 1768 by virtue of a Royal Decree of the Spanish
government. Western Civilization commenced its vast influence during the 17th century when Jesuit Missionaries
worked their way from the western coast of Samar to the east in 1600. In 1749, a Jesuit Mission Center was
established and founded the Patron Saint of Taft, St. James the Greater. The missionaries built the first church that
includes a mini-fortress of massive rock walls and towers with cannons. The Spaniards called these ‘Muralla’, upon
which the year of establishment of Taft as a pueblo was inscribed.

I. DEMOGRAPHY
1. POPULATION COMPOSITION
i. Taft has a population of 18,915 with a sex ratio of 1.05, indicating a larger proportion of males. The
school-going population (3-22 years old) was 8,638 or 47 percent of the total municipal population.
Of this, 4,561 or 53 percent were males. Meanwhile, pre-schoolers make up 19 percent of the total
while elementary, secondary and tertiary- aged population comprised 35 percent, 30 percent and 16
percent, respectively.

The active labor force comprises 66.57 percent of the total population. At this proportion,
dependency ratio is placed at 1.9, which means there are 100 dependents for every 190 labor force
participants. Females composed 51 percent of the working or active labor force (Table 1).

3. Household Population by Urban and Rural Barangay and Average Household Size, Year 2015
II. The classification of population by urban and rural barangays is set according to the Philippine
Statistics Authority’s definition of a Rural and Urban Barangay. For the municipality, not one
barangay reached a 5,000 population count to be considered as rural, hence, all barangays were
classified as urban barangays. Instead, the municipality have poblacion barangays and non-
poblacion barangays

III. Poblacion population has a total of 5,531 comprising 29 percent of the municipal population. Some
1,291 households counted were in the poblacion, making-up 29 percent of the total for the
municipality. This indicates a smaller average household size compared to rural households of Taft.
Poblacion Barangays 5 and 6 stands out to have the most number of households and obviously,
more populated than the rest of the other 4 poblacion barangays. Urban household size range from
4.7 to 6.

IV. Non-poblacion rural barangays altogether, had 71 percent of the municipal population distributed
in 3,097 households. Barangays Mantang, Nato, San Luis and Polangi have the largest populations
and households. Larger household sizes were seen in rural barangays of Taft ranging between 4.0
and 6.05 while urban households ranged from 4.02-4.86 only. Barangay Danao had the smallest
household size with an average of 2.36 members while del Remedios had the largest with an average
of 6.05 members

II. PHYSICAL ENVIRONMENT


1. LOCATION
The Municipality of Taft
situates itself at the
crossroads between Western
and Eastern Samar, the
traditional gateway to the
province via the Wright-Taft-
Borongan Road. It is located
49 kilometers north of the
provincial capital of Eastern
Samar, Borongan City. It
embraces 231.3 square
kilometers of territorial land,
the 8th largest in the province.
It is bounded on the north by
the Municipality of Can-avid,
on the south by the
Municipality of Sulat, on the
East by the Philippine Sea and on the West by Hinabangan, Samar.

2. POLITICAL SUBDIVISION, LAND AREA PER BARANGAY


Taft is divided into 24
component barangays, 6 of
which compose the
poblacion, the rest make up
the rural barangays. The
total land area of 23,769.68
hectare is divided into its
component barangays, the
largest of which are under
the territories of Barangays
San Rafael and Binaloan
having 5,448.5 and 4,524.5
or 22.78 percent and 17.77
percent, respectively, of the
total municipal area. The
individual poblacion
barangays have the smallest
land areas having less than
1 square kilometers in their
respective territorial areas.

3. SOIL TYPE
There are seven soil types in the
municipality of Taft. Biga-a Loam
covers a very small area of the
municipality, on the northeastern tip in
the barangays of Bati-awan, San Luis
and Nato. Bolinao Clay is found in the
territory of Barangay Binaloan while
Mountain Soil is found in the territory of
San Rafael. Mountain soils cover the
forest areas of the municipality, on the
northwestern and southwestern
boundaries with neighbor
municipalities. Catbalogan Clay Loam
covers the central and very large area of
Taft, extending from north to south in
the central and areas close to the
coastal zone. San Manuel Sandy Loam
is found on the coastal barangays of
Polangi, Dacul, Mantang including the
poblacion area.

4. SLOPE
Flat and gently sloping lands with 0-3% slope comprise 3,117.22 hectares or14.35percent of the municipal
area, along the coastal areas, behind the hilly ranges dividing the coastal from the upstream areas of Taft.
Such areas are found in Barangays Polangi, Nato, San Luis, Pangabutan, Lumatod/Burak, San Pablo and
the riverine barangays of Bongdo, Del Remedios and Danao. Lands with moderately sloping to rolling terrain
(3–5% slope) include an estimated area of 3,178.99 hectares or 14.65 percent of the municipal land area. The
central part Taft is characterized by this slope class. Narrow areas with gently sloping to undulating (5- 8%)
occupies 4,784 hectares, seen in Barangays Lumatod-burak, Mabuhay, San Pablo and Malinao. Rolling to
hilly lands with 8-15% slope are found on the central territories in the jurisdiction of Barangays Binaloan
and San Rafael while areas with Slope Class E (15-25%) are found in the westernmost parts of Taft towards
its boundary with Hinabangan Samar and Sulat on the south.

Over half of the municipal territory has elevations with 50-100 meters above sea level. The central and
eastern parts of the municipality are on such elevations. Areas with lowest elevations, 0-10 and 10-50 meters
above sea level, are found on the coastal zones of Taft. Areas with elevations from 200-250 masl are found
again on the western, terrestrial forest areas of the municipality. Some isolated areas with elevations of 300-
400 meters masl exist on the westernmost parts of Taft.

6. LAND COVER
Brushland/Coconut land and terrestrial forest dominate the land cover of Taft. Brushlands and coconut,
seen as yellow areas, are distributed throughout the territory, with brushlands dominating the interior areas
while coconut are found in the central and eastern territories of the municipality. Terrestrial forest cover the
western half of Taft’s territory.

7. NATIONAL INTEGRATED PROTECTED AREAS SYSTEMS (NIPAS)


The Taft Forest Philippine Eagle Sanctuary - declared through Presidential Proclamation No. 615 dated
July 4, 1995 as protected area and components of National Integrated Protection Areas System (NIPAS),
which the Philippine Eagle naturally inhabits in the rich forest of the said municipality as part of Samar
Island Natural Park (SINP) in the province of Samar, Eastern and Northern Samar.

III. SECTORAL STUDIES


1. SOCIAL SECTOR
a. ANALYSIS OF EXISTING SITUATION
i. SOCIAL WELFARE
The Municipal Social and Welfare Development Office, the Day Care Centers in 16 barangays and a Senior
Citizens’ Center compose the social welfare facilities of the municipality. The services offered consist of VAWC
services, PWD services, and family welfare services as the basic services interwined with the general welfare
services for pre-school children, women, senior citizens and individuals in crisis situation. However, five (5) day
care centers in barangays Bati-awan, San Luis, Nato, Mantang, Dacul, and Polangi are prone to storm surge
during typhoons. While day care centers in barangays Binaloan, San Pablo, Mabuhay, Del Remedios, and Dacul
have low to moderate risk of flooding.

Senior Citizens and Pantawid Pamilya beneficiaries were given service the most. Senior Citizens and Pantawid
Pamilya members recorded are considered indigents and are beneficiaries of the Social Pension and
Conditional Cash Transfer program of the government, respectively. On the other hand, some five hundred
senior citizens are not beneficiaries because they are either GSIS, SSS, or Veterans pensioner. Disadvantaged
families are those who encountered crisis situation and were in need of emergency assistance. Moreover,
MSWDO gives relief assistance to affected families during typhoons hence the report of 5396 families given
social services last 2017.

The spaces occupied by the MSWDO as well as most of the Day Care Centers are way below the standard. The
present MSWDO office has no room for counselling, intake interview and ample space for receiving clients. Most
Day Care Centers do not have adequate lot areas for the prescribed structures and utilities for early childhood

ii. Current and Projected Needs


1. Upgrading or relocation of Municipal Social and Welfare Development Office.
The existing MSWD office is dilapidated and does not have enough space to cater and entertain clients
especially when clients come in groups.
2. There are only 16 out of 24 barangays with Day Care Centers or ECCD Centers. Hence, the need to
construct Early Childhood Care and Development Centers for the following barangays:
a. Barangay Beto e. Barangay Danao
b. Barangay Bongdo f. Barangay 03 – Poblacion
c. Barangay Panagbutan g. Barangay 02 – Poblacion
d. Barangay San Rafael h. Barangay 01 – Poblacion
3. Safe house for disadvantaged women and children.
Increase in number of victims of violence against children and women, no matter how low, should also
be prioritized because they are the most vulnerable in the community (see crime index). A safe house is
needed to accommodate and care for them away from their abusers. With a safe house, victims are given
enough space to heal and start anew.
4. Pag-asa Center for Children at risk.
Cases of sexual abuse and rape against minors have been recorded in the past five years.
5. Store room for stockpiles.
Currently, MSWDO uses a four square meter “bare” storage room to store all prepositioned goods. In this
effect, MSWD officer asks for an insulated store room with shelves suitable to stockpile food items that
will maintain its quality for a longer period of time.

6. Construction of a Standard Senior Citizen Center.


The current senior citizen center being occupied is just a small space and does not adhere with the
standard size and and lacks needed facilities essential for socialization and other activities.

b. HEALTH AND SANITATION


Crude Birth Rate (CBR), Crude Death Rate (CDR), Young Child Mortality Rate (YCMR) and Maternal Mortality
Rate (MMR) are some important indicators of the health status of a population.

In 2014, CBR was placed at 21/1000 population which fluctuated to 27/1000 on year 2016 until finally in 2018,
the figure was down to 16/1000. Sudden increase in the crude birth rate last 2016 can be attributed to the
temporary relocation (in-migration) of Quinjan Construction Company employees’ families, and could be also
because of the marriages between Quinjan employees (from other regions/places) and the locals.

Crude death rate increased from 48/1000 in 2014 to 86/1000 in 2015. It decreased and steadied from 2016 -
2018 at a rate of 63/1000. Significant number of these deaths is attributed to unhealthy lifestyle and food
choices or Non-communicable Diseases as indicated in the ten leading causes of mortality for the past years.

Infant mortality rate (IMR) and Maternal Mortality recorded two (2) cases in the year 2016. The causes of the
infant deaths were due to (1) a very severe disease and (2) an electrolyte imbalance secondary to severe
dehydration secondary to infectious diarrhoea, while the causes for the two maternal deaths were both due to
severe haemorrhage secondary to uterine atony. However, this cause of maternal deaths is preventable had
there been earlier referral to a higher facility and a standby emergency obstetrical transport service.

There were no cases of young child mortality in the 5-year monitoring. All these indicators point to the fact that
health situation in the municipality has yet to attain a stable balance so that no mortality or maternal mortality
could ever recur in the future.

The municipality’s health facilities consist of a Main Health Center and seven barangay health stations. In
addition, there is the Taft District Hospital that serves the municipality and its neighboring towns, manned by
the DOH prescribed technical personnel and support staff. Though it is a district hospital, it is currently
categorized as an infirmary facility after the issuance and implementation of the Administrative Order No. 12
or the New Classification of Hospital and other Health Facilities in the Philippines. It has four (4) doctors
working on a regular shift basis.

The Main Health Center of Taft is manned by eight (8) health professionals headed by the Municipal Health
Officer who is a medical doctor thus meeting the prescribed government standard. However, out of the seven
BHS, only four Barangay Health Stations namely Polangi BHS, San Rafael BHS, Mantang BHS, and Malinao BHS
are complete with facilities and are operational while the other three are for completion. These operational
BHSs are manned by full-time rural health midwives. These facilities have respective radiation areas, usually
barangays proximately located to the BHS. However, two of these BHS’s do not adequately serve some
radiation areas as some of their covered barangays are beyond the 5 kilometer radius from the facility. Such is
the case of Malinao BHS which is supposed to serve Gayam, Bongdo and Binaloan where each of these are
located outside of the ideal distance of 5 kilometers. San Rafael BHS’s proximity to the nearest adjacent
barangay Binaloan is 10 kilometers away, hence, its services only caters the barangay alone.

On the lighter side, the Municipal Health Office have already secured funds from the Municipal LGU and the
Department of Health for FY 2020 and FY 2021 for the completion of the three BHSs, Bati-awan BHS, Danao
BHS, Del Remedios BHS. For FY 2020 (DOH Fund) - Bati-awan BHS and Danao BHS will each be given
P500,000.00 for structural completion and P350,000.00 for equipment while MLGU committed to fund Del

Remedios BHS. In addition, DOH also committed to give funding for the construction of Burak BHS and Nato
BHS and expansion of the MHC to accommodate the Teen Center come year 2021. Henceforth, the municipality
will now have nine BHS and an expanded Main Health Center by 2022.

The leading causes of morbidity in the municipality for the last five years were infectious pulmonary diseases,
essential hypertension and rheumatoid arthritis. Pulmonary diseases, urinary tract infection, and anemia occurred
mostly among young children and the elderly while hypertension, and osteoarthritis commonly occurred among
the adult population due to unhealthy choices of food, and sedentary living. It must be noted that there are no
deaths due to diabetes milletus after year 2016, this is because - supply of maintenance medicines for DM was
made available at a regular basis for all. Other causes such as peptic ulcer and bronchial asthma commonly occurrs
among the middle-aged. Punctured wound is also significant as it ranked 8th.
