The Build Build Build program is hailed to be as the most ambitious program under the
administration of the former President Rodrigo Roa Duterte. The Duterte administration's
signature initiative, intends to usher in the "Golden Age of Infrastructure" in the Philippines since
infrastructure deficiency has long been referred to be the Philippine economy's "Achilles' heel."
By the conclusion of the Duterte administration, public infrastructure spending is expected to have
increased from an average of 2.9 percent of GDP under the Aquino administration to roughly 7.3
percent. From 2016 to 2022, it would cost between P8 trillion and P9 trillion to address the massive
infrastructure backlog in the nation. Part of the socio-economic agenda of the build build build
program was to pour large amount of funds for infrastructures that are related to transportation
skyways, railway sectors, maritime sector, and aviation airport sectors.

According to DPWH figures as of May of this year, the "Build, Build, Build" projects gave
Filipinos 6.5 million employment between 2016 and 2020. The final segment of the Tarlac-
Pangasinan-La Union Expressway (TPLEX), Plaridel By-Pass Road Phase II, the North Luzon
Expressway (NLEX) Harbor Link Segment 10 and C3-R10 Section, Skyway Stage 3, and the
Alabang-Sucat Skyway Extension are some of the "Build, Build, Build" projects that have been
finished. The Central Luzon Link Expressway (CLLEX), Cavite Laguna Expressway, and Manila
Cavite Toll Expressway completed road sections are notable achievements for the road sector.
According to the DPWH, the country's motorways and expressways were constructed to facilitate
regional growth and eventually relieve traffic in densely populated regions. The Estrella-Pantaleon
Bridge, the Bonifacio Global City-Ortigas Center Link Road Project, and the Binondo-Intramuros
Bridge, which opened in April, were three of the key projects finished under the Metro Manila
Logistics Improvement program. By building short- and long-span bridges, the Inter-Island
Linkage/Mega Bridge Program will provide connections between the nation's numerous islands.
40,080 kilometers (km) of roads were built, maintained, widened, upgraded, and rehabilitated
during the previous administration, including 3,101 kilometers (km) of tourism roads, 999
kilometers (km) of completed roads leading to industries and trade corridors, 573 kilometers (km)
of access roads that will improve connections to seaports, airports, and railway stations to further

bolster the logistics, transport, and economic activities in these important transport hubs, and 2,712
kilometers (km) of finished farm (FMRs).

Notable projects of the Build Build Build Program are the Clark Interational Airport, New
City Food Processing Terminal and International Food Market. The project seeks to develop a new
passenger terminal building with a capacity of 8 million passengers annually, as well as all
necessary ancillary facilities, both shore and air-side, to support the Clark International Airport's
operations.
An "exchange" for fresh produce and processed goods is what is intended for the New
Clark City Food Processing Terminal and International Food Market. In order to manage storage
and other infrastructures and facilities for processing, handling, and distribution of agricultural
products using integrated research development and technology, the Project seeks to entice
investors from the private sector, local government units, and other associations and cooperatives
to set up shop in New Clark City's agro-industrial zone. For a specialized market, the Project will
combine the food supply chain and post-harvest production system (for example, fruits, vegetables,
poultry, and animals) for Northern and Central Luzon, Metro Manila, as well as nearby nations
(organic produce, halal-certified goods).
The Subic-Clark Railway Project is a part of the PNR Luzon System Development
Framework. It offers initial freight service between the Subic Bay Freeport Zone and the Clark
Freeport and Special Economic Zone, connects Subic Port to Clark International Airport and other
important Central Luzon economic hubs, especially New Clark City, and creates an integrated
logistics hub for the development of Central Luzon as a new growth center to relieve Metro
Manila's congestion.

Takeaways:
1. The Build Build Build program opens a wider possibility of technological
advancements in the construction industry of the Philippines as it gave rise to world
class opportunity experiences in terms of accommodation, transportation, tourism,
agricultural opportunities, and architectural and engineering innovations. This project
embraces the socio-economic claim of reaching the Golden Age of Infrastructure in the
Philippines that will increase economical standing of the Philippines after the drastic
trepidations brought about by the pandemic.
2. The Build Build Build Projects does not only create new horizons of infrastructure, but
it does also give mass opportunities of work for Filipinos around the nation. It gave
hope for the Filipinos for a better and prosperous tomorrow. Around 17.6 thousand job
opportunities were opened to the Filipinos from the Build Build Build Program. Project
Build Build Build, the Duterte administration's flagship infrastructure initiative,
introduced the "Jobs, Jobs, Jobs" Portal, an online job portal aiming at compiling all
employment possibilities from all concessionaires and construction firms associated
with the program. As the government works to enhance its existing employment
matching system, the Jobs, Jobs, Jobs portal will act as a platform for potential
employers and individuals to find each other "Build, Build, Build "infrastructure
projects that provide Filipinos greater employment options.
3. The state of construction industry in the Philippines is starting to grow. After seeing an
annual decrease of 30.3% in 2020, the Philippine construction sector had annual growth
of 10.6% in real terms the previous year. A strong foundation, an improvement in
global economic circumstances, and investments in infrastructure projects made as part
of the government's flagship Build Build Build (BBB) initiative all contributed to the
industry's rise in 2021. A total of PHP807.5 billion ($16.4 billion) of the PHP1 trillion
($20.7 billion) that the government has allotted for the BBB program in 2021 was spent
in the first nine months of that year.
