PROCEDURE FOR THE RECOGNITION OF FOREIGN HIGHER EDUCATION
AND QUALIFICATION

This Directive stipulates the procedure for the recognition of foreign higher education and
qualification at the University of West Bohemia (hereinafter referred to as "UWB").

Article 1
General Provisions

(1) UWB is entitled to decide on an Application for the Recognition of Foreign Higher
Education (hereinafter referred to as the "Application") if it provides an accredited study
programme that is alike in terms of content.
(2) The Application is processed by the Division for Teaching and Learning pursuant to Act No.
111/1998 Sb., on Higher Education Institutions and on Amendments and Supplements to
Other Acts (the Higher Education Act), as amended, (hereinafter referred to as the "Act"), to
Act No. 500/2004 Sb., Code of Administrative Procedure, as amended, (hereinafter referred
to as the "Code of Administrative Procedure"), and to other regulations.

Article 2
Submitting the Application

(1) The written Application shall be submitted by the graduate of a foreign university
(hereinafter referred to as the "Applicant") using the Application form issued by the Division
for Teaching and Learning attached as Annex No.1.
(2) The Division for Teaching and Learning may require a higher verification of the submitted
original documents or their verified copies, i.e. verification of the authenticity of signatures
and stamps, as a rule carried out by the Ministry of Foreign Affairs of the country where the
diploma issuing institution of higher education is based, or by the relevant Czech Republic
foreign or representative office, unless an international agreement determines otherwise.
(3) The Division for Teaching and Learning may also require a list of successfully completed
courses, including the ECTS credits for the entire study period, and discriptions of individual
subjects.
(4) In case the Applicant complies with the provisions of Section 90(4) of the Act, the documents
referred to in Sections 2 and 4 of this Article may be replaced by a sworn statement. The
Division for Teaching and Learning shall ask the Applicant to submit the sworn statement.

Article 3
Course of the Procedure

(1) The procedure is initiated by the submission of the Application.
(2) If the Application does not contain all particulars as set out in Article 2 (1)(2), it is necessary
to add missing information, or the Application contains other discrepancies, the Division for
Teaching and Learning asks the Applicant to remedy the mistakes within a set period. The
Applicant shall be informed about consequences resulting from the incorrect remedy of the
mistakes. Shall the Applicant fail to remedy the mistakes within the set period, the Division
for Teaching and Learning terminates the procedure. Once the Decision to terminate the
procedure comes into force, the Division for Teaching and Learning returns the submitted
documents to the Applicant. The copies shall be part of the administrative file.
(3) If the Application does not contain any mistakes or if the mistakes had been corrected
properly, the Division for Teaching and Learning:
a) evaluates the content of the completed foreign university study programme and
compares, based on knowledge of the foreign university education level, or based on
the scope of knowledge and skills certified by the university degree, the completed
foreign university degree to the study programme which is provided by UWB and is
alike in terms of content,
b) examines whether the study programme was provided by an institution qualified to
provide university education as stipulated by the Act.
(4) In order to obtain information pursuant to Section 3(a), the Division for Teaching and
Learning asks the Dean of the Faculty or the Director of the Institute (hereinafter referred to
as the "Dean") for his/her opinion, depending on which university part provides a study
programme with a similar content or a study programme corresponding to the content of the
study programme provided by the foreign university.
(5) The Dean shall recommend the recognition, if, after the comparison of the study
programmes, he/she finds that the study programmes are not significantly different.
(6) The Dean shall not recommend the recognition, if, after the comparison of the study
programmes, he/she finds that the study programmes are significantly different. In such a
case, the Dean shall state the reasons and differences for which he/she does not recommend
the recognition.
(7) The Dean shall communicate his/her Decision to the Division for Teaching and Learning
using the form attached as Annex 2 to this Directive. The Dean is entitled to attach any
documents supporting his/her Decision thereon. The form, together with other documents,
shall be part of the administration file.
(8) The Division for Teaching and Learning may obtain information about the higher education
institution and its competence to provide education pursuant to the provisions stated in the
Act on the website www.enic-naric.net.
(9) The Vice-Rector for Teaching and Learning decides on the Application on behalf of the
Rector. The Decision, which shall be delivered to the Applicant, shall include the reasoning
and a notice of the right to make an appeal. It is not necessary to give reasons for the
Decision, if the Vice-Rector for Teaching and Learning approves the Application in its
entirety.
(10) The Decision shall be made in two identical copies. The Applicant shall receive one copy,
and the Division for Teaching and Learning the second.
(11) The Applicant is entitled to lodge an appeal against the Decision to the Ministry of
Education, Youth and Sports (hereinafter referred to as the "Ministry") within 15 days after
he/she receives the notice. The Division for Teaching and Learning shall deliver the appeal,
the UWB statement and the administrative file to the Ministry.

(12) Once the Decision comes into force, the Division for Teaching and Learning returns the
original version of the submitted documents to the Applicant. The copies shall be part of the
administrative file.
(13) The Division for Teaching and Learning shall keep every Application in form of an
administrative file which shall contain all particulars stipulated by the Higher Education Act
and by the Rector's Directive titled “Filing and Shredding Procedures”. The file shall contain
all documents and forms necessary to assess the Application.

Article 4
Entering the Data into the Register

The Division for Teaching and Learning ensures the continuous entering of data into the
Application register within deadlines and scope stipulated by the Higher Education Act and by the
statutory instruments.

Article 5
Fee Related to the Application Procedure

(1) The Applicant shall pay a fee related to the acts associated with the Application procedure in
the amount of CZK 3,000 (hereinafter referred to as the "fee").
(2) Shall the Applicant fail to pay the fee within the prescribed period, the Division for Teaching
and Learning terminates the procedure.
(3) The paid fee will not be returned.
(4) The Division for Teaching and Learning shall receive two-thirds of the paid fee and one third
shall be paid to the Faculty or Institute providing the study programme. The reinvocing shall
be carried out by the Finance Division, if requested by the Division for Teaching and
Learning.

Article 6
Final Provisions

(1) The procedure for recognition of foreign higher education and qualification is graphically
described on the UWB portal https://procesy.zcu.cz/zcu/, which gives instructions for
procedures.
(2) Rector's Decision 15R/2009 is abrogated.
(3) This Directive comes into force on 1 December 2017.
