SUBJECT: ROAD SLOPE MANAGEMENT (RSM) POLICIES, GUIDELINES
AND PROCEDURES
In order to address the road closure disasters caused by road slope failure along critical
sections of the national road network, Road Slope Management (RSM) is essential in order to
deal with the disasters strategically by selecting the right countermeasures and the
appropriate funding. The following policies, guidelines and procedures are set for the
implementation of slope protection projects along national roads which are funded or
proposed for funding.
1. Data Collection (Inventory Data)
Database for RSM needs to be updated in order to facilitate the prioritization of road slope
protection projects nationwide. Data Collection shall be conducted annually by the
concerned RSM Coordinators of the District Engineering Offices (DEOs), using the four (4)
survey sheets (Annexes 1-3 and 5) provided, and the Guideline (Annex 4) in the conduct
of the survey. The results of the surveys will be submitted to the respective Regional Offices
(ROs) for review and eventual submission to the Central office. The Issuance of survey
sheets, the consolidation of data gathered and its analysis shall be the responsibility of the
Development Planning Division (DPD), Planning Service (PS).
2. Project Prioritization
The filled out survey sheets submitted by the ROs will be consolidated and processed by
the DPD, PS, using Microsoft Excel template to update the existing database of the
