Memo No. 884/Elecs.B/A1/2021-11 Dt.13.10.2022 of Chief Electoral Officer, A.P., Velagapudi BB In the reference cited, Chief Electoral Officer, A.P.,Velagapudi has issued instructions that the printed EPICs shall be dispatched through Speed Post to the respective electors immediately vide BNPL Account number 6000015496 of the Chief Electoral Officer, A.P., Velagapudi and the payment will be made to the postal department by the office of CEO, upon receipt of details of EPICs dispatched by the Collector & DEO. In view of the above, I send herewith the following number of Electors Photo Identity Card ( EPIC } along with lists through special messenger relating to Rajamahendravaram District and I request to deliver the EPICs to the respective electors through Speed Post vide BNPL Account number 6000015496 of the Chief Electoral Officer, A.P., Velagapudi. ‘AC No ‘AC Name No.of EPICs 49 [ Rajanagaram 3259 S1__| Rajahmundry (Rural) ‘5288 34 __| Kowvur(Sc) 2885 '55__ | Nidadavole 3568 Total 15000 In case of EPICS returned undelivered by the Department of Post to EROS / DEOs due to unavailability of electors at the given address or on account of discrepancies in the address provided by the elector or capturing of wrong address at the data-entry level of application and other reasons, the following standard procedure shall be followed as per CEO’s instructions. ‘Step-1: It has to be ascertained by the DEO/ERO with the Department of Post that such undelivered EPICs have been retumed only after taking prescribed efforts to reach out to the electors concerned in terms of Article 5.4 of MoU between Department of Post and CEO ‘Step-2: All EPICs that have been received back from the Department of Post, shall be got delivered through BLOs. EROs shall ensure such delivery within 15 days of receipt of undelivered EPIC from the Department of Post. Logbook of all such EPICS, which have been received back undelivered, til its delivery by the BLO with proper acknowledgement of receipt shall invariably be maintained for record and future reference. Step-3: If it is found by the BLO, while delivering the EPIC to the person concerned, that the address printed on the EPIC is not correct, the BLOS will get the Form-8 filled up through online/offline mode to get the entry of address corrected in the electoral roll/EPIC, & scanned with OKEN ScannerStep-4: In case BLO is not able to deliver EPIC due to the reason that the person concemed is not residing at the given acldress or is dead. In such case, BLO concerned will port it to the ERO concerned, so as to delete name of such person from electoral rol, after following the due procedure of Law and Registration of Electors Rules 1960. The Collectors / District Blection Officers shall review every month the level and reasons for undelivered EPICs and take corrective actions, as required. DEO shall ensure review of performance of EROs/BLOs where undelivered/returned EPICS are ‘more than 5% and enquire about the reasons. Based on the findings, DEO shall ensure further training of EROs/BLOs or corrective actions including’ disciplinary proceedings ‘The cost on printing of cards and speed post will be borne by the Office of the Chief Electoral Officer and payment will be made to the agency / postal department by the office of the Chief Electoral Officer upon receipt of details of EPICs received and dispatched by the Collector / District Election Officer. Required provision has been made in ERO-Net for generating the EPICS with new security features and the EROs shall generate the EPICs to the electors enrolled / applied in Form-001 / modifications effected during Continuous updation, 2021, SSR, 2022 and Continuous updation, 2022 (ic., from 16.01.2021 to 15.10.2022), since the EPICs to the electors enrolled upto SSR, 2021 were printed and delivered to the electors. Thereafter, EPICs shall be generated on ERO-Net on fortnight basis during continuous updation and on weeldy basis during revision period. The generated data shall be shared with the office of the Chief Electoral Officer, so as to issue work order to the agency. For this purpose, Single Point of Contact (SPoC) in the office of Collector / District Election Officer is required to be appointed and details of the SPoC need to bbe shared to this office. Copies of BCI letters on printing of PVC EPICs with new specifications, delivery through Speed Post, RFP for selecting the agency for printing and supply of EPICs/Holograms, Agreement with Postal Department and details of Single Point of Contact (SP0C) of Postal Department are sent herewith. The new PVC EPIC will be horizontal in shape with following size:- a. Card size: CR 80 (86mm x 54mm x 0.76mm) variation permissible of plus and minus 5% b. Thickness: 760 microns (plus and minus 10%) Hologram: Hologram size (after stamping): 16mm x 12mm. To be hot stamped made up of 19-23 Micron polyesters film of Gold/ Silver shade. Micro text: Text as the border of the Photograph in size 19 to 25 micron. Ghost image printing: Elector Photograph (Front side). Guilloche pattern on the base of the card (Three colour guilloche design) QR Bar code with 3000+ text characters. The Commission has also issued new security features and specifications of the Hologram which needs to be hot pressed on PVC EPIC. The Commission has instructed that EPIC shall be supplied with prescribed security features and personalization details printed upon them and EPICs shall be delivered to the electors as per the directions of the Commission contained in its letter Nos.-23/EPIC Security/2021-ERS, dated 05/10/2021 and 23/1D/2021-ERS dated 22/06/2021. EPICs shall be delivered in the covers as per the instructions contained therein. The ECI in its letters dt.22.06.2021, has directed that henceforth, in all cases, including the cases of replacement of EPICs, delivery of EPICs / Replacement EPICS to the electors shall be done only through Speed Post under acknowledgement free of cost. The ECI in its letter dt.14,10.2021, as EPIC is the first formal interaction point of voters with the Commission, in order to stan‘ \dardize the experience and give a personalized touch to the EPIC delivery, directed that CEOs / DEOs should handover / (P.T.O) & scanned with OKEN Scannerdeliver / courier the kit to newly registered electors, which contains a personalized letter along with a voter guide and voters pledge. The ECI in its letter dt.12.09.2021 has informed that a flat rate of Rs.25/- per article (weight upto 50 grams) will be applicable for delivery of EPICs and Notices through Speed Post deliverable within a revenue district and accordingly, MoU has been signed between Dept. of Posts and CEO on 01.12.2021. Mis. Versatile Card Technology (P) Ltd., Chennai has been selected as agency to print the PVC Cards with new security features _and to deliver the same to the Collector / District Election Officer at district headquarter. Work order will be issued to the agency soon after receipt of EPIC data from the DEOs/ EROs. The agency will print and deliver the cards along with kit to the respective Collector / District Election Officer at District Headquarter duly sorting the Assembly Constituency-wise/pin code- wise (in separate packs). The Collector / District Election Officer shall dispatch the said articles to the respective electors through Speed Post. ‘ye Collectors / District Election Officers shall ensure that the printed cards shall be dispatched through Speed Post to the respective electors immediately on the next day of receipt of cards from the Printer.
