Tab 2 and Tab 6 present instructions on how to complete the self-ratings for your staff resources
and guidance on filling out the pricing proposal template respectively.
Tabs 3 - 5 are for your use in rating the Skills and Competency of your technical resources as related to
the scope of work requirements for this RFP.
The Oracle R12.2 Technical Support tab identifies customary and common technical skills / capabilities
essential to perform the tasks identified in the scope of work for this RFP. The skills are grouped by
the following four (4) key activities: Business Process execution and delivery, Procedure design and
implementation, Production Support, and Test Scripting.
The Functional Consultant Expertise tab drills down on the skillsets of the techno-functional Oracle
Analyst. You are asked to rate your staff's expertise specific to their experience in support of the
Oracle R12.2 HR and Financial modules. To help you differentiate the bench strength of your staff
in each area, you are asked to rate your staff's proficient and experience for each separately.
The DBA Consultant Expertise tab defines the body of knowledge and skills sought in an Oracle DBA.
Instructions For each skill/activity presented across all 3 worksheets, you are asked to rate your technical staff's
knowledge and proficiency, and years of experience. We also want to know how many staff in your
resource pool have these skills/experiences.
Column B - Proficiency: A dropdown menu with preset values is provided for the Proficiency rating.
The Proficiency metric represents the "average" rating across all employees considered part of your
resource pool for the skillset. See example below.
A composite of these 3 metrics will be used to gauge the overall competency of your staff to support our
initiative.

Tab 7: Pricing Proposal Template is preformatted with the data columns to be included in your proposal.
Loudoun County requires all costs to be broken down into categories and subcategories. Vendors are
advised not to submit pricing without adequate detail information and explanation. Pricing shall be
presented a one (1) year contract with 5 renewal years. Individual cost components must be presented
as line items in the cost table for each year.
