In order to minimize the impacts on the UE throughput, the inter-frequency
measurements are activated only on those frequencies for which the UE does not
require measurement gaps. The eNB first tries to add SCells that have been measured
by the UE with sufficient quality, using normalized load compare value (NLCV biased by
the respective sFreqPrio) as discriminating factor if there are multiple choices for the
SCell addition selection, for more information, see LTE2233: N-out-of-M Downlink Carrier
Aggregation feature. Only if no UE measured SCell can be added, the eNB will try to add
SCells blindly, that is not measured SCells.
The LTE2276: Measurement-based SCell Selection feature works only with step-wise
SCell addition (when the Number of sampled subframes with High Non-
GBR traffic (numTxWithHighNonGbr) parameter value is greater than 0) and is
activated with the Activate A3-based SCell
selection (actA3ScellSelect) activation flag and the Advanced step-wise SCell
addition (actAdvStepwiseScellAdd) is not enabled with the buffer-based option.
When the Advanced step-wise SCell addition activation parameter is set to the buffer-
based option (actAdvStepwiseScellAdd = ‘buffer-based’), the
numTxWithHighNonGbr parameter value is greater than 0 and LTE2276 is activated,
the eNB supports measurement based-step wise addition and measurement based one-
step SCell addition. Measurement based-step wise addition is employed if a buffer
overflow trigger occurs when one or more SCells are already configured on the UE.
Measurement based one-step SCell addition is employed if a buffer overflow trigger
occurs when no SCells are configured on the UE. The eNB configures up to N SCells
(where N is the maximum number of SCells supported by this UE in the allowed band
combinations) in one-step, taking into account the UE measurement reports. UE-
measured candidate SCells as well as candidate SCells on a frequency layer not
enabled for A3 event SCell discovery measurements have the highest priority in the
SCell addition selection.
The operator decides for which frequency layer the measurement for A3 event is
enabled by configuring the Enable measurements for A3
event (enableA3Event) parameter. Additionally the following parameters are defined
for A3 event configuration:

• A3 trigger quantity (a3TriggerQuantity) – this parameter defines which
quantity (reference symbol received power (RSRP) or reference signal received
quality (RSRQ)) the UE has to use for triggering an event A3 SCell discovery
measurement report.
Additionally thresholds for filtering candidate SCells out of the cells reported by the
UE can be defined by setting:
– SCell measurement threshold for RSRP (scellMeasThreshRsrp)
– SCell measurement threshold for RSRQ (scellMeasThreshRsrq)
• A3 time to trigger (a3TimeToTrigger)
This parameter defines the time for which the specific criteria for the A3 event SCell
discovery measurement must be met in order to trigger a measurement report.
• A3 offset (a3Offset)
This parameter defines a margin for the A3 event for an SCell discovery
measurement. The default value of this parameter is -3. Negative values for this
parameter are recommended.
• Related hysteresis of offset a3Offset neighbor becomes
offset better than serving cell (hysA3Offset)
This parameter defines a related hysteresis of a3Offset.
Candidate SCells on a frequency layer that has not been enabled for the A3 event SCell
discovery measurement is assumed by the system to have the same radio coverage of
the PCell and therefore have assigned the same priority as the UE measured candidate
SCells in the SCell addition selection.
Candidate SCells on a frequency layer that has been enabled for the A3 event SCell
discovery measurement but that not measured by the UE (because it would have
needed measurement gaps) have assigned lower priority than the UE measured
candidate SCells, therefore are selected for addition only if there is no better choice.
The LTE2276 feature is beneficial in the following scenarios:
• Scenario 1: the PCell has two candidate SCells on the same frequency layer, with
different radio coverage
• Scenario 2: the PCell has several candidate micro SCells on the same frequency
layer, with different radio coverage

measurement, IF mobility, or service-based handover measurement may cause the
deactivation of an IF A3 SCell discovery measurement if the maximum limit of seven
measured inter-frequencies is exceeded.
• LTE2051: Measurement based Idle Mode Load Balancing
The activation of A4 measurements for IMLB leads to deactivation of the running
inter-frequency A3 SCell discovery measurements and possible reconfiguration of
corresponding measurement object(s).
• LTE2424: LTE-U (2CC) Support for Dual-Band Indoor/Outdoor FZ BTS (Pre-Rel 13)
No inter-frequency A3 event SCell discovery measurement is possible on the LTE-U
frequency layers introduced by the LTE2424 feature as no measurement object is
allowed to be created for them.
Impact on interfaces
The LTE2276: Measurement-based SCell Selection feature has no impact on interfaces.

The following features must be activated before activating the LTE2276:
Measurement-based SCell Selection feature:
– At least one of the following downlink (DL) carrier aggregation features:

feature configuration is fulfilled.
– The LTE2276: Measurement-based SCell Selection feature works only with step-
wise SCell addition (when the Number of sampled subframes with
High Non-GBR traffic (numTxWithHighNonGbr) parameter value is
greater than 0) and is activated with the Activate A3-based SCell
selection (actA3ScellSelect) activation flag and the Advanced step-wise
SCell addition (actAdvStepwiseScellAdd) is not enabled with the buffer-
based option.
– When the Advanced step-wise SCell addition activation parameter is set to the
buffer-based option (actAdvStepwiseScellAdd = ‘buffer-based’),
the numTxWithHighNonGbr parameter value is greater than 0 and LTE2276 is
activated, the eNB supports measurement based-step wise addition and
measurement based one-step SCell addition. Measurement based-step wise
addition is employed if a buffer overflow trigger occurs when one or more SCells
are already configured on the UE. Measurement based one-step SCell addition is

the UE. The eNB configures up to N SCells (where N is the maximum number of
SCells supported by this UE in the allowed band combinations) in one-step,
taking into account the UE measurement reports. UE-measured candidate SCells
as well as candidate SCells on a frequency layer not enabled for A3 event SCell
discovery measurements have the highest priority in the SCell addition selection.
– In order to activate the LTE2276: Measurement-based SCell Selection feature,
the actEnhCaBandCombSel parameter must be set to off.
Procedure
1 Start configuring the parameters.
2 Go to the LNBTS object.
Object path: MRBTS ► LNBTS
4 Configure the feature.
There are several parameters located in CADPR- and CAPR-managed objects which
are introduced with the LTE2276 feature and are used for feature configuration.
Sub-steps
a) Check if a CADPR-managed object exists and if not, create it.
The CADPR-managed object is located under the MRBTS ► LNBTS instance.
b) Configure the parameters located in the CADPR instance.
All the parameters located in the CADPR instance are set to their default values
The setting of parameters can be changed, if necessary. The following
parameters are related to the LTE2276 feature:
• A3 offset (a3Offset)
• A3 time to trigger (a3TimeToTrigger)
• A3 trigger quantity (a3TriggerQuantity)

c) Create a CAPR-managed object.
Go to the MRBTS ► LNBTS ► LNCEL ► CAPR instance
Note: Configuring CAPR-managed object is recommended during
g activating/deactivating feature on a specific frequency layer. Otherwise this is an
optional configuration.
d) Configure the parameters located in the CAPR instance.
The following parameters are related to the LTE2276 feature:
• A3 offset (a3Offset)
• A3 time to trigger (a3TimeToTrigger)
• A3 trigger quantity (a3TriggerQuantity)
• Enable measurements for A3 event (enableA3Event)
• Related hysteresis of offset a3Offset neighbor becomes
offset better than serving cell (hysA3Offset)
• SCell measurement threshold for
RSRP (scellMeasThreshRsrp)
• SCell measurement threshold for
RSRQ (scellMeasThreshRsrq)
Result
After activating the LTE2276 feature, an SCell selection can be based on A3
measurement reports.

• Preconfiguration
– The LTE2276 feature is activated, the Activate A3-based SCell
selection (actA3ScellSelect) activation flag is set to true.
Procedure
1 Start configuring the parameters.
2 Go to the LNBTS object.
Object path: MRBTS ► LNBTS
Result
The LTE2276 feature is deactivated and A3 measurement reports cannot be used for
SCell selection.
