TERMS OF REFERENCE

Position: Data Encoder


Location: Region 4A – Quezon Province
Region 6 – Negros Occidental Province
Region 13 – Surigao del Norte Province
BARMM – Lanao del Sur Province or Iligan City
Duration: 1 month
Reports to: C4D Specialists

RI has country offices registered as affiliates of one of the alliance members in an additional 15 countries.

Position Summary:

As the COVID-19 cases continue to rise, Relief International (RI) through the members of its Philippine Country
Office and in partnership with UNICEF, supports the government of the Philippines to accelerate its COVID-19
vaccination program rollout.

RI is currently providing technical support to Region 4A - CALABARZON, and Region 6 - Western Visayas, Region
13 – Caraga and BARMM (Bangsamoro Autonomous Region in Muslim Mindanao) in promoting COVID-19
vaccine awareness and acceptance among eligible populations and uptake of vaccination program from July
2022 to December 2022. One of which is conducting social listening and feedback mechanism that will enable
RI and other government partners to have informed actions that will help the demand generation by
understanding the sentiments and feedbacks (negative or positive) of the eligible population.

In this regard, RI aims to hire one Data Encoder per region with relevant experience on entering data,
maintaining databases, managing hard copies, scanning documents and handling other data-related tasks.
Entering accurate data while following all regulations and maintaining confidentiality is all part of the job.

The main objective is to compile, sort and encode data. Encoder may also need to do filing and organizing as
part of their job duties. This career is suitable for a highly organized individual with solid computer and typing
skills and keen attention to detail.
Position Responsibilities and Duties:

Under the supervision of the C4D Specialist, the contractor will undertake the following responsibilities:
• Sorting of tools/attendance sheets/hard copies
• Reviewing of tools/attendance sheets before entering the data to the google form
• Ensure all information is correctly encoded
• Ensure all data from all the tools/attendance sheets/hard copies are encoded
• Check for errors or duplicate entries
• Report errors to management

Deliverables:
• Encode data from all the evaluation forms, social listening and feedback mechanism tools to the
google form provided by the C4D Specialist.
• Support in the tallying of eligibility, sex, and vaccination status (from the RI attendance sheet), as
needed.

• Consistent with RI’s safeguarding and protection policies, contribute to ensuring that all those who
come into contact with Relief International staff and the communities we serve can be trusted to work
safely with teams
• Ensure program design adequately addresses safeguarding and protection standards

Required skills and competencies:

• Vocational or college graduate


• With at least 1-year minimum work experience in admin or data encoding/management
• Good at using data collection tool/application such as Kobo Collect, Google Form
• Good at using Microsoft Excel
• Preferably with personal laptop and/or desktop
• Can work under pressure
• Highly organized
• Keen attention to detail
