GINHAWA FOR ALL (GFAL) responds to the needs and welfare of the people in the government.

Just as
how the government takes care of its people, GSIS takes care of the people who serve the nation.

GSIS is a constant a reliable partner to every government employee. It ensures the welfare of the
employee from the moment they join the government service. To date, it has served over 1.7million
employees and it continues to safeguard and increase the fund.

In the quest to be a more visible and reliable partner, GSIS goes step further by being its companion to
the employees as they journey through their career in government service. GSIS aims to provide relief or
“ginhawa” with the various benefits, loans, and services offered to members, pensioners, and their
family members.

1. GFAL Active: this package is for members in the active service

2. GFAL Plus: this package is for former government employees, and dependents of Members

3. GFAL Grand: this package is for the pensioners, and surviving spouse

Each package is composed of the various services made available to the market and ensures the welfare
of the government employees. With its womb to tomb benefits and services, GSIS covers the needs of
the nation’s servants. It not only caters to the individual, but also assures that assistance is given to the
family he belongs to.

GFAL Active

This bundle is for government employees in the Active Service. All benefits, loans, scholarship for
dependents, insurance, and Ginhawa services available to GFAL Active can be found here.

BENEFITS:

Life Insurance:

Compulsory life insurance – All employees except for Members of the Armed Forces of the Philippines
(AFP) and the Philippine National Police (PNP) shall, under such terms and conditions as may be
promulgated by the GSIS, be compulsorily covered with life insurance… (Sec. 24, RA 8291)

- Bakit nga ba hindi sila kasali? Military and uniformed personnel whose retirement and pension
are funded by the national government, such as personnel from the Armed Forces of the
Philippines (AFP), Philippine Coast Guard (PCG), Philippine National Police (PNP), Bureau of Jail
Management and Penology (BJMP), and the Bureau of Fire Protection (BFP), among others;

The GSIS administers two types of life insurance policy – Life Endowment Policy (LEP) and Enhanced Life
Policy (ELP).
1.) LEP- GSIS started with the LEP program. Designated to provide members with life insurance
coverage while still in active service, LEP provides maturity benefits to policy holders upon
reaching the maturity of their policy.
- All employees who entered government service prior to August 1, 2003 and receiving monthly
compensation irrespective of employment status and who have not reached the mandatory
retirement age.

Benefit Under LEP:

- Maturity benefit
- Cash surrender value (CSV)
- Death benefit
- Accidental death benefit
- Cash dividend
- Policy loan (50% of Cash Surrender Value)

2.) ELP - ELP took effect on August 1, 2003. It provides an automatic yearly insurance coverage to
new members of GSIS based on their monthly compensation. ELP is designated to provide an
enhanced death benefit for the family of the deceased member.

Benefit Under ELP:

- (No maturity benefit)


- Termination value (TV), which is 25% of monthly life insurance premium pair (personal and
government share)
- Death benefit
- (No accidental death benefit)
- Cash dividend
- Policy loan (70% of Terminal Value)

Retirement Benefit

- GSIS offers various retirement programs that retiring members may choose from depending on
their age and length of service.
- There are four different retirement laws to choose from. As a retiring government employee,
you may select an option that is applicable to your age and length of government service.
1. A. REPUBLIC ACT 8291 (GSIS ACT OF 1997) – (EFFECTIVE JUNE 24, 1997)
- You must have rendered at least 15 years of service and must be at least 60 years old upon
retirement; and
- You must not be permanent total disability pensioner.
2. B. PRESIDENTIAL DECREE 1146 (PENSION OR CASH PAYMENT) – (EFFECTIVE MAY 31, 1977)
- You must have rendered at least 15 years of service and must at least be 60 years old upon
retirement; and
- Your last 3 years of service prior to retirement must be continuous and your employment status
is permanent.
3. C. REPUBLIC ACT 1616 (“TAKE ALL” BENEFIT) – (EFFECTIVE MAY 31, 1957)
- You must have entered government service before June 1, 1977;
- You must have rendered at least 20 years of service regardless of age and employment status;
and
- Your last 3 years of service prior to retirement must be continuous, expect in cases of death,
disability, or abolition of position due to reorganization.
4. D. REPUBLIC ACT 660 (MAGIC 87) – (EFFECTIVE JUNE 16, 1951)
- You must have entered government service before June 1, 1977;
- Your appointment status must be permanent;
- Your last 3 years of service prior to retirement must be continuous, except in cases of death,
disability, or abolition of position due to reorganization; and
- You must be at least 52 years old and meet the corresponding years of service (YOS) required
for eligibility.
5. E. REPUBLIC ACT 7699 (THE PORTABILITY LAW) – (EFFECTIVE MAY, 1994)
- Under RA 7699, otherwise known as the Portability Law, government retirees who do not meet
the required number of years provided under PD 1146 and RA 8291 may still avail themselves of
retirement and other benefits.

Separation Benefit

- If a member did not qualify for retirement benefit under RA 8291, he or she may apply for
separation benefit, which is in the form of cash payment.
- Members with at least 15 years of service who did not claim their separation benefit upon
resignation or separation may still apply for retirement benefits when they reach the age of 60
and may choose any of the two retirement options under RA 8291 (subject to the AMC limit
then prevailing).
- In case of death while your claims are being processed, the benefits due to you shall be payable
to your legal heirs in accordance with the law on succession under the Civil Code of the
Philippines.
- Since separation benefit has a prescriptive period, application should be filed within 4 years
from the date of separation from the government service.

Employees Compensation Benefit

- The Employees Compensation Program (ECP) was created by virtue of Presidential Decree (PD
626). Under this Act, GSIS administers the Employees Compensation Fund (ECF), which provides
government employees and their beneficiaries with compensation and related benefits in the
event of work-connected illness, injury or death.
Unemployment Benefit

- The unemployment benefit is paid when permanent government employees who have paid the
required 12 months integrated contributions under RA 8291 are involuntary separated from the
service as a result of the abolition of their office or position usually resulting from
reorganization.

Disability Benefit

- Disability refers to any loss or impairment of the normal functions of physical or mental
faculties, which permanently or temporarily prevents a member to continue to work or engage
in any other gainful occupation, resulting in loss of income or diminished earning capacity.
- After receiving the application for disability benefit, GSIS will determine the nature of the
disability and corresponding benefit based on the duration of the incapacity to work and actual
loss of income. Established medical standards will also serve as basis in the evaluation.

Types of Disability Benefit:

1.) Permanent Total Disability (PTD) – disability due to injury or disease causing complete,
irreversible and permanent incapacity that will permanently disable a member to work or to
engage in any gainful occupation resulting to loss of income. The following disabilities are
deemed total and permanent:
- complete loss of sight for both eyes;
- loss of two limbs at or above the ankle or wrists;
- permanent complete paralysis of two limbs;
- brain injury resulting in incurable imbecility or insanity; and
- such other cases as may be determined and approved by GSIS
2.) Permanent Partial Disability (PPD) – arises due to the complete and permanent loss of the use of
any of the following resulting to the disability to work for a limited period of time:
- any finger
- one arm
- one foot
- any toe
- one hand
- one leg
- one or both ears
- hearing of one or both ears
- sight of one eye
- such other cases as may be determined and approved by the GSIS
3.) Temporary Total Disability (TTD) – accrues or arises when the impaired physical and/or mental
faculties can be rehabilitated and/or restored to their normal functions, but such disability will
result in temporary incapacity to work or to engage in any gainful occupation.
Funeral Benefit

- Funeral benefit is intended to help defray the expenses incident to the burial and funeral of the
deceased member, pensioner or retiree under RA 660, RA 1616, PD 1146 and RA 8291. It is
payable to any qualified individual, in accordance with the following order of priority:

a. Legitimate spouse,

b. Legitimate child who spent for the funeral services, or

c. Any other person who can show incontrovertible proof that he shouldered the funeral expenses
of the deceased.

Survivor Benefit

- Eligible ka lang if the member is died in active service and has rendered at least 15 years.
- died in active service and has rendered at less than 15 years.
- Died out of service (inactive member) and has rendered at least 15 years.

LOANS:

Policy Loan

- It is a loan facility that you may apply for from your GSIS life insurance policy, which is either Life
Endowment Policy (LEP) or Enhance Life Policy (ELP)

You are only qualified if you are:

• Insured for at least 1 year

• In the active service with an active insurance policy;

• Holders of activated GSIS eCARDs; and

• Without pending administrative or criminal case.

Emergency Loan

- GSIS offers Emergency Loan to assist government employees in times of natural calamities and
disasters. It is available to active members who are working or residing in areas that were
declared under a state of calamity.
GSIS Financial Assistance- Educational Loan

- The GSIS Education Loan is a new “study now, pay later” program intended for children and/or
relatives of active GSIS members who are currently pursuing a college degree.

SCHOLARSHIP FOR DEPENDENTS

GSIS Scholarship Program

- A GSIS Scholarship Program (GSP) aims to extend aid to children or dependents of low-income
GSIS members and permanent total disability (PTD) pensioners below 60 years of age. The
pension fund will shoulder the tuition and miscellaneous fees up to Php40,000.00 per academic
year and Php3,000 allowance per month of each scholar. We have made available 400
scholarship, 40 will be allotted to dependents of persons with disabilities, indigenous peoples,
and solo or single parents.
- All permanent employees in the government with at least three (3) years of service and with
salary grade of 24 or below or its equivalent job level and are active and regular GSIS members
at the time of application with premium payments for the last six (6) months are eligible to
apply.
- Likewise, all Permanent Total Disability (PTD) pensioners who are below sixty (60) years of age
may nominate their children for scholarship, with their last compensation to be used as basis for
the selection process. From here on, PTD pensioners shall also be referred to as “members”.

GENERAL INSURANCE:

Home Shield Fire Insurance

- GSIS Home Shield Fire Insurance Program offers fire insurance for properties, with additional
protection against earthquakes, typhoons, and floods.

Types of properties covered under the HSFI:

• Residential unit
• Condominium unit
• Townhouse unit
• Apartment unit
• Household or business furniture and fixtures, personal belongings and effects owned by the
qualified applicant
• Any commercial or business unit owned by a corporation where any of the qualified assureds
own majority share in the corporation.
Motor Vehicle Insurance

- The GSIS Auto Shield Motor Vehicle Insurance Program provides full comprehensive coverage
inclusive of Acts of Nature for vehicle/s owned by GSIS members, retirees and their qualified
dependents.

Qualified to apply for Auto Shield Motor Vehicle Insurance are all Ginhawa Bundle members:

• Active GSIS members (Ginhawa Active)


• GSIS retirees/pensioners (Ginhawa Grand)
• The spouse, children, and siblings of active GSIS members and GSIS retirees/pensioners
(Ginhawa Plus)
• Parents of active GSIS members (Ginhawa Plus)

Types of vehicles covered:

- All motor vehicles for private use including motorcycles and tricycles, provided in good running
condition may be covered.

Types of vehicles NOT covered:

• Public utility vehicles, taxis, FXs with yellow plates and assembled jeepneys (with PUJ plates)
• Commercial vehicles such as light or heavy delivery dump trucks

Personal Accident Insurance

The GSIS My Shield Personal Accident Insurance provides protection 24/7 wherever the
insured may be. The applicant may choose from a minimum of PHP50,0000 to a maximum
of PHP 5 million coverage.

WHAT ARE ITS FEATURES?

a. It covers death caused by any form of accident including animal bites.


b. It has a medical reimbursement feature for expenses incurred due to an accident. Medical
reimbursement is equivalent to the 10% of the sum insured or PHP 50,0000, whichever is
lower.

WHO MAY BE COVERED?

a. Individuals with ages between 3 to 80 years old


b. Children under the guardianship of active GSIS members, retirees and pensioners (subject
to the submission of proof of guardianship)
